Belfast City Manager Joe Slocum, City Planner Wayne Marshall, City Tax Assessor Brent Martin and City Council take the 5th and continue the corruption. Again removing, erasing, and or manipulating public documents from the Waldo County Deeded Registry. Hiding, with holding and or manipulating public documents and information records in Belfast City Hall. Owning implicated neighbors, neighborhoods, community, businesses, school administrators, social services, churches, law enforcement, attorneys, Judge Patricia Worth, the webbed list  goes on and on. Below is the most recent corruption involving the taking for economic genocide. The Comprehensive Plan that City Council secretly voted through with sweeping ordinances, zoning, etc. in 2014 through an enormous binder, privy to only the officially corrupt, is still unknown to the public. My repeated requests to officiate the in-town zoning, especially residential and healthcare areas to the City Website zoning areas is still corrupt. Creating another manipulation. On the City Website, click on City Government, hoover over Planning & Code, another box includes Adopted City Zoning Map 2016. Click on that. APlease provide the 1978 amendment to Seaview Terrace per your 5/27/2011 email verification, that has since been removed from Waldo County Deeded Registry, also verified by you. (See your email verifications below B.)

B. Please advise if Belfast City Planning & Code approved any CHANGES/subdivides/variances, exceptions, amendments anything at all to the side property boundary line between 17 (plan lot 5)& 23 (plan lot 7) Seaview Terrace from the 1966 revised recorded final plan below.

In 5/2011 you verified a 1978 amendment to Seaview Terrace on record on file in the Registry. On 11/22/2016 you state that you are unaware of any other amendments.

I went to the Waldo County Registry of Deeds to identify any subdivision plans and any amendments that were recorded for the Wendell McCleod Subdivision for the Seaview Terrace area.  There are only two recorded plans:
1)  1965 plan recorded at Book 6, Page 23.
2)  1966 plan recorded at Book 6, Page 59.
I have attached both plans to this email.  I note that the 1966 plan is consistent with information shown on the City tax map for your property.
As these are the only recorded plans, I am unaware of any other amendments which were approved by the Belfast Planning Board and subsequently recorded.

The 2015 Belfast City Tax Map below for my property #47 is missing 2 measurements of 125 feet frontage and 127.8 side,  confirmed in the 1966 plan and consistent to date per above email from City Planner Wayne Marshall stating on 11/10/2016, 



"I note that the 1966 plan is consistent with information shown on the City tax map for your property. "


3. Belfast Code Enforcement Officer Tod Rosenburg 



Please advise of resolution for side set back code violation of 23 Seaview Terrace, it is for sale by Tim Dutch.

Please be advised of 20 ft side set back ordinance violation that was in place when the garage on 23 Seaview Terrace was built.  I am not questioning my boundary line, my house is original to the 1966 plan and adhering to Belfast ordinance of side and front set backs. Furthermore, an easy measurement to prove violation is from the side eaves of my house (17) to the side (23) eaves of the garage. Per ordinance, 20 ft side set back for each, mandating a minimum of 40 ft . There is NOT 40 ft from my eaves to the garage eaves.

Good afternoon:

 I will say the following only one time only. After this I will not address any inquiry as to the location of any private boundary line in the City of Belfast. Sending me emails every week will not change this.
The City of Belfast does not certify the location of any property boundary line period.

 Yes we attempt to note on our tax maps what we think- and we can be wrong- as to what the  various dimensions are- but they are not intended to be representations as to the actual location of boundary lines or guarantees on dimensions on the ground. City tax maps are at best a guide. If anyone wants to know where their property line they should consult a licensed surveyor and possibly an attorney.
So if anyone thinks that their neighbor is impacting their boundary line do not call the City as that is a private issue between two neighbors and should be resolved privately with surveyors and lawyers.
The burden to not build closer to the boundary line than is legally permissible is completely on the property owner. If the City does not certify the location of boundary lines then we can't certify that built buildings or proposed buildings either are or are not in violations of set backs rules. The owner of the property is charged to know where their lines are and the risk is theirs if they make a mistake.

 If anyone thinks that their neighbor built too close to their line then the burden is on them to produce a surveyors finding that supports that allegation. If this information is provided to the City then we would then take that surveyors finding and present it to the neighbor to see if their surveyor agrees or disagrees with the first surveyors finding. It is common for surveyors and lawyers disagree on the boundary line findings. If the City were convinced by survey evidence that a set back violation has occurred it would ultimately be up to the City Council to decide on whether or not- after considering all the  factors they deem relevant - the City should pursue an enforcement action based upon a violation of the zoning rules.
That is all I have to say on the issues raised in these emails.

1. K Construction inspected 23 Seaview Terrace yesterday. They saw my signs and tape informing that the garage on 23 Seaview Terrace was built in violation of Belfast City Code requiring a 20 ft side set back. The garage is in violation because there is not 40 ft between the eaves of abutting property, 17 Seaview Terrace to the garage eves on 23 Seaview Terrace.

2. Belfast City Planner Wayne Marshall- My request was to advise if Belfast City Planning (including Code) "Belfast City Planning  approved any changes/subdivides/variances, etc. to the side property boundary line between 17 & 23 Seaview Terrace from the 1965 plans." Your response " I am unaware of any other amendments which were approved by the Belfast Planning Board and subsequently recorded."   Per your May 2011 email to my request for the history of Seaview Terrace

I responded the first day shortly after receiving your email. Your follow-up came after I'd left for presceduled inspections, which have lasted a day and a half. I am just getting back to the office after a day and a half so please understand that it may take me a day or two to respond.
I will look into whether I'll be adding additional dimensions on the tax maps prior to submitting for the next new tax maps next year. Note, however, when dimensions are in question, assessors may choose to leave them out as the tax maps are not definitive. Remember, these do not carry legal weight.
Also note that these changes are not dynamic so they do not reflect pending changes.  I don't yet know when we'll have a sufficient number of changes to update (we have about 12 small changes pending) but feel free to check in late spring to see if we'll be doing them next year or not and whether I'll be adding those in question after reviewing. As I stated, if you need something more definitive, please consult an attorney or surveyor.

Belfast City Tax Assessor Brent Martin simply has to insert the documented, Waldo County Deeded Registry footage to the tax maps for my property. Why was the frontage and side footage for my property and the abutting property taken off the tax maps, while every other Seaview Terrace property is stated? Because the abutting lot is in violation of side set backs with their garage. My home is original since 1967. That garage is on another lot and was built after my home and does not meet the 20 foot side set back. One corner is almost on my boundary line. Karen Caswell needed to get a variance and clearly did not. Now she is trying to sell another Caswell hell to another, a family trait. With the corruption of real estate agents and Belfast City Hall. Attorneys and surveyors ready and waiting for their next victim of Belfast corruption.

Thank you for responding.  Your response did not include the maps (I copied and pasted your response below) I provided to prove there is no question of the original front and side footage to my property.  The Waldo County Deeded Registry proves that there have been no legal sub divides to my property to change the original front and side footage. There is no question on my property front and side footage.  Please update the measurements of 125 feet frontage and 127.8 side to my property #47 and confirm.

Your request seems to look for a level of specificity that would be best served by a surveyor as the tax maps are generally for mass valuation, parcel identification and reference purposes. It seems you are seeking something more definitive than tax maps provide. Please advise if you need help locating a surveyor as there are several in the area.

The 2015 tax map and 1965 recorded plan reflect different lot sizes on Seaview Terrace and 40-A does not exist on the 1966 plan nor does a legal recorded subdivide in the Waldo County Deeded Registry.

Please advise immediately on the boundary footages requested for 17 and 23 Seaview Terrace.  23 Seaview Terrace is for sale by Karen Caswell. Boundary footage must be reflected in the tax map for 17 and 23 Seaview Terrace.

I do not have adequate records in our Department from the date that the subdivision was initially approved until the late 1990's to respond to your question without doing research at the Waldo County Registry of Deeds.  Based on current workloads and scheduled appointments, I likely will not be able to conduct this research until Monday of next week to ensure that I am able to respond to your question with confidence. 
I also note that you could do this same research at the Registry of Deeds to see what, if any amendments, were approved by the Belfast Planning Board that would affect this subdivision.

As stated in this documented link (original 1965 survey by CK Archer for the Wendell MaCleod Housing Development (Seaview Terrace) given to me in 11/2011 by Belfast City Tax Assessor, Bob Whitely. Confirmed as the original plans by City Manager Joe Slocum and stating AFTER he learned that Bob gave it to me.  Slocum stating to the public at the City Council meeting that he had been looking for this original survey for months while never advising me that this plan existed. If I hadn't raided Bob's office unannounced on a hunch, I would have never known of these plans.  Also on the link is the Good Deeds 1994 drawing of a PROPOSED new boundary line between 17 & 23 Seaview Terrace that was not recorded in the Registry of Deeds. Dear Ms. Allen
I went to the Waldo County Registry of Deeds to identify any subdivision plans and any amendments that were recorded for the Wendell McCleod Subdivision for the Seaview Terrace area.  There are only two recorded plans:
1)  1965 plan recorded at Book 6, Page 23.
2)  1966 plan recorded at Book 6, Page 59.
I have attached both plans to this email.  I note that the 1966 plan is consistent with information shown on the City tax map for your property.
As these are the only recorded plans, I am unaware of any other amendments which were approved by the Belfast Planning Board and subsequently recorded.
I hope that this information helps.

Thier 3rd party contractors, their behavioral swat team to control the healthcare for the 95% "problems" and for profit. Masking as non profit and charity. Masses in the communities implicated because of employment, allegiance to the corrupt (family, friends, clergy, Dr, RSU, recreation, etc) and protection of your children, loved ones, pets and property.

Sloscum was town manager in Castine, Me. Home of MMA, Maine Maritime Academy and 2nd home to John Worth III. Hello. City Council, boards and committee's cherry picked to corruption and/or implication. Directors and Department Heads. The Wall in place to displace and dismiss the public. About face. I don't think so.

CASS/Sweetser School (share site) corruption is enormous and my water investigation barely scrapes the mud. The piggies bury me in landslides. Miles of private properties began flooding below CASS. So easy to see the illegal runoff and melt off from CASS causing it, no one took on the corruption. Millions were spent to send the water drainage to the other side of town, via overhauling Miller Street storm sewers to take the enormous drainage downtown to the bay. With drainage from the man made EPA disaster on top of Miller Street, called The Muck. Heavy equipment lays in the bottom of that mess.In 2012 Hurley almost got that drained to my property as well when he enlisted Warden Dyer (IF&W) to spin a story that it had to be partially drained to try and rid it of the invasive goldfish. To stock it with trout for a fishing spot for our dear sweet children. A scam using our children as heart strings, targets and pawns to carry out corruption.


This album I created in 2013 are picture's showing the illegal outlet on the low end, flowing right past the millions spent, corruptly placed on the high end where it will never go out to the system. The lizard sends it to the private properties through the Birches, through Congress Street, through Cedar St., to the top half of Wight Street where there is a direct line to the bay. No. They channel it over Tall Pines, to MaineHealth Behavioral to Seaview Terrace private properties. All the business sites including the enormous CASS is allowed to violate zoning conditions to remove "plowable" snow off site. No doubt it would be enforced if it were melting into the system. Or if the sites below were melting to other businesses or the  5% supremacy. Targeting the middle to low to poverty. Wipe out for MaineHealth taking and endless supremacy wants.

My property is the last property to get it all from there and everywhere. See the my map of unbelievable water slaughter. Documenting all the way, like Alice in Wonderland. Complete ruthless insanity. Forcing me into conjectures and fear, as the mob mentality pounces on each. Six years later, they can't hide the City wide taking and secrecy of takings voted through in the Comprehensive Plan 2014 and still secret. More amendments and City Attorney ordinance loophole language to be interpreted as needed by the City Attorney and Judge Worth. Suffice to say, every development of economic greed is corrupt. It's exploding as I write. Airport, harbor, MaineHealth, Penboscot McCrum served eminent domain this week, downtown, uptown, across town, rail trail, RSU, housing, small print, no print, no boundaries. No justice for just us.

Agents lied, previous owner filled in ravine and sold me water hell. Estimates to stabilize the bank after the stream tore another ravine in spring melt of 2011, were 75k and up. I painstakingly did it myself.  Nine inches fell within hours in 2016- my stabilization held superbly. No erosion, no problems. Belfast City Hall tried to rezone Seaview Terrace into healthcare and housing(R3) and I challenged them and won. Seaview Terrace is R1, residential. New roof, new fence, new door, new on demand hot water, new Woodstock soapstone woodstove, this house/property is a very good deal at 200k and Belfast would be wise to buy me out. Getting out of an abusive marriage with children is rare and dangerous. I did it. Belfast targets, lies and denies with support of State agencies and sells hell. Shhh, sell it to another, turnover is good for the agents and City Hall. Kicking a mom, non stop for exposing the corruption in Belfast to Augusta.

I think you shot yourself in the foot with regards to your own house, which is virtually worthless now because you have "documented" what you think is wrong with your house for all these years. Being Belfast's biggest bully does have its drawbacks now doesn't it? You should have upped and moved a long time ago, both for your sake and your children's sake.

Seth Thayer knows my family history (in 2005 bought my deceased sister's house in Bayside and our family baggage)...I have never met Seth as he seeks me out, again and again. Seth exploits his marriage to Greg Tinder (so does Belfast City Hall- performing the first gay marriage) and gay rights while burning my rights without a care. This year, I burned back. Where Seth launched off the gay card, citing me as the bully, ongoing for months now.. Got this message from him today. Big Jerk. What Greg sees in this neanderthal is beyond me. Greg is quiet, good looking, respectful and the best renovator contractor I have seen. Boycott Belfast Corruption or Not





Since 2011, exposing the corrupt 1-5% of Belfast-Augusta is dangerous and necessary. I can continue or I can move. My children are in college and out of state. The lot next to me is for sale at 75K.
