8/2/2015 To date Seaview Terrace is not reflecting zone R1 and request for name of Public Works employee in this picture with red beard, yellow t-shirt/tan vest  was sent again on 7/20/15 to DPW Bob Richards cc to officials asking for name. No.City Hall discriminates and targets me.

Belfast City Manager Joe Slocum,

The constant discrimination and difficulty from you towards my requests for government abuse to my property is clear. You spin requests to intimidate me with charges and documents that I have not requested.

I just had an altercation at 8 am this morning with the public works employee who refused to maintain the snow at my property but he did it for the rest of the street. I sent a complaint and pictures to DPW Bob Richards.

You did not respond to the FOAA. I did not request copies nor did you respond to number 2. You endanger my life and home and clearly discriminate against me with orders to City Hall to do the same. Your forced flooding may very well be the end of Seaview Terrace this spring melt. Congratulations.

 This request is to:

1.  Make the Official Zoning Map dictating Seaview Terrace as zone R1 referenced under H in the minutes of the 10/7/14 meeting public on the City Website by Friday 2/27/14.

2 . Email (if any) amendments to the Code of Ordinances that are applicable  to Seaview Terrace and not the remaining R1 Zone voted in by City Council by Friday 2/27/14.

Copies will not be accepted because receipt of receiving authentic records is not able to be verified by Brenda Kielty and is a constant issue.

Ms. Allen,
 Your maps are here for you to pick up as earlier communicated to you in writing. The Freedom of access act does not entitle you to demand we do anything with our website by a certain date and we will get to it when we can. I have written to you and confirmed that Seaview Terrace is R-1 and I have made arrangements to get you a copy of the minutes of when it was approved and a copy again of the maps themselves. I will not do anything more on this request. You have all the information and I have offered you the rest when you pay the copying fee.

Under H is Article V District Regulation Division 1, Generally. Sections 102-301 Amendments to Official Zoning Map. You state this Official Zoning Map is confirmation that Seaview Terrace is zone R1. 

Per Brenda Kielty "The Maine Freedom of Access Act makes certain records and proceedings available to the public"

It has been almost 5 months (10/7/2014) since City Council voted the zoning map official. Joe Slocum has not made that record of the official zoning map for the Residential 1 Zone including Seaview Terrace public on the City Website.

This request is to:

This current real estate listing on Seaview Terrace states zoning as HealthCare (RIII, R3) It is imperative that the City Website reflect Seaview Terrace as R1 Zoning immediately.

Ms Allen,
I did the research you asked for and have photocopied for you the 15 pages of the minutes of the Council Meeting of October 7, 2014 when the City Council voted to adopt amendments to the Code of Ordinances and 6 pages of the newly adopted Maps which show Seaview Terrace as being Zoned R-1.
These maps still need to be updated on the city website.

At approximately 8 am, Belfast Public Works came down Seaview Terrace. It was one heavy equipment used to lift the roadside snow to pile. The worker skipped this portion of the road at my driveway. I waited for him to come back down the other side and I stopped him. I asked him why didn't he pick up this snow and pointed to that section in the 2nd picture below. He did not have an answer. He refused to pile that snow and I asked him several times to do it.

The pictures prove there were no obstacles in his way and neighbors with mailboxes in the way, had snow piled up very close to the mail boxes. These picture's were just taken for documentation.

I have emailed you before with concerns for excessive plowing issues burying the portion from my driveway to my mail box. I could not keep up with the pounding so I notified you and erected a temporary mailbox that is a smaller area to maintain. As you can see in the pictures- that area is clean, the snow pile worker did not need to come near there because I piled it myself yesterday. The worker who plowed yesterday can confirm that. He saw me tossing the snow to the pile. 

This constant discrimination from City Hall to only me, a single law abiding, tax payer Mom endangers my life daily.

1. What is this employee's name and why did he refuse to pile the snow at this crucial section of my property on the City ROW?
