Seaview
Terrace Neighbors. Dale Rowley (Waldo County EMA), City Council,
Mayor and City Manager,
In
addition to City Manager, Joe Slocum forced flooding the Flood Zone A
properties on Seaview Terrace illegally and unethically, he has
refused to put Seaview Terrace into the Northport Ave TIF via the
WCGH Annex addition 2012, which would open up major funding to fix
Seaview Terrace after 35 years of forced City run off slaughter from
miles outside of Seaview Terrace. He has refused to form a mitigation
plan with Waldo County EMA which when his slaughter sends us under,
would at least provide assistance and funding to Belfast and
residents in recovery efforts. In the 4/1/14 City Council Meeting,
first communications, Council Mike Hurley is once again, tainting the
public (as do Marshall and Slocum), trying to paint me as neurotic
for stating that City Manager Joe Slocum and City Planner Wayne
Marshall should be fired for the corruption and abuse to residents.
Hurley states that is not going to happen and he is waiting for me
request time cards from City employees. He wishes he could fine a way
to MAKE ME WHOLE AND FIND PEACE. Oyyy Veh.
In
9/2011, in writing Joe admits then that this City road was in BAD
shape. Now, the road is busted up, heaving from all the water and no
where to drain except to me. He is in a pickle because he is forced
to deal with the road and is refusing to allot proper funding to
repair this mess with sewer infrastructure inside and outside of
Seaview Terrace. In the 4/1/14 meeting Hurley also references the
flooding in the UK, Mother Nature... These 3 City Hall officials are
leading the lambs to slaughter. Except for one little lamb....
City
Hall has back themselves into the corner. It is a pity that they were
not proactive and accountable. Placing a band aid on the gaping wound
they have sliced on Seaview Terrace resolves NOTHING. The wound
further infects... after four years of documenting and pleading, I am
not allowing for amputation. Save Seaview, Save Belfast.

@25:50 Mayor Ash tries to tell me not to come back anymore- get a
lawyer- not a chance. I give it back- he tries to anger me.. Dale
speaks @51:46 w/ overview- Council does not address Seaview Terrace,
talk of Irene-flooding other states- unbelievable yet again.

City Manager and am reading from that. Per the State of Maine
Municipal Association property taxes go first to education and basic
municipal services (fire, police, rescue services, trash disposal,
road upkeep and upgrades, clean air, and enforcement of health and
safety codes. After those are satisfied, than to libraries,
recreation, etc.

What We Do
FIMA
manages the National Flood Insurance Program (NFIP) and a range of
programs designed to reduce future losses to homes, businesses,
schools, public buildings, and critical facilities from floods,
earthquakes, tornadoes, and other natural disasters.
Mitigation
focuses on breaking the cycle of disaster damage, reconstruction, and
repeated damage. Mitigation efforts provide value to the American
people by creating safer communities and reducing loss of life and
property. Mitigation includes such activities as:
- Complying with or exceeding NFIP floodplain management regulations.
- Enforcing stringent building codes, flood-proofing requirements, seismic design standards, and wind-bracing requirements for new construction or repairing existing buildings.
- Adopting zoning ordinances that steer development away from areas subject to flooding, storm surge or coastal erosion.
- Retrofitting public buildings to withstand hurricane-strength winds or ground shaking.
- Acquiring damaged homes or businesses in flood-prone areas, relocating the structures, and returning the property to open space, wetlands or recreational uses.
- Building community shelters and tornado safe rooms to help protect people in their homes, public buildings and schools in hurricane- and tornado-prone areas.

- Mitigation creates safer communities by reducing losses of life and property.
- Mitigation enables individuals and communities to recover more rapidly from disasters.
- Mitigation lessens the financial impact of disasters on individuals, the Treasury, State, local and Tribal communities.
Who We Are
Hazard
Mitigation is sustained action taken to reduce or eliminate long-term
risk to people and their property from hazards and their effects.
FIMA
was established on November 29, 1993. At that time, Mitigation became
the cornerstone of emergency management, for the first time in the
history of Federal disaster assistance. The mission of the agency has
shifted significantly since 1993, most notably through the creation
of a separate and distinct group. FEMA's partners include a broad
spectrum of stakeholders in Federal, State, Tribal, and local
government, and the private sector. Partners also include
professional associations and non-governmental groups involved in
public policy and administration, insurance, higher education, the
building sciences, and urban planning.
