Mom gets shackled, jailed to die a brutal rape death by the Blue for More JustUs Mob. 9 months shackled and another botched blood bath kill for Mom at Waldo Superior Court, June 6, 2018. What could be the reason for this pre genocide treatment and pending disaster to the 12 families on Seaview Terrace? ....Eminent Domain only the City is not even planning on offering ANY compensation...just waiting for the big one!!!! Lemkin defined genocide as follows: "Generally speaking, genocide does not necessarily mean the immediate destruction of a nation, except when accomplished by mass killings of all members of a nation. It is intended rather to signify a coordinated plan of different actions aiming at the destruction of essential foundations of the life of national groups, with the aim of annihilating the groups themselves. The objectives of such a plan would be the disintegration of the political and social institutions, of culture, language, national feelings, religion, and the economic existence of national groups, and the destruction of the personal security, liberty, health, dignity, and even the lives of the individuals belonging to such groups.
  Seaview Terrace is a group of residents in grave danger of forced flooding death in enormous volume.
1/28/13 Was pre genocide too strong? Would drowning, perish, eliminate, evacuate, exterminate your neighborhood with planned and calculated stormwater make it better? Avoiding any proceedings under Eminent Domain for compensation and public outcry. Just wait and pounce.
 Damn that Jersey girl, we almost had Seaview Terrace. Now everyone is starting to wake up and see the siege.

Inverse Condemnation

An increase in environmental problems has resulted in a new type of eminent domain proceeding called inverse condemnation. In this proceeding, the property owner, rather than the condemnor, initiates the action. The owner alleges that the government has acquired an interest in his or her property without giving compensation, such as when the government floods a farmer's field or pollutes a stream crossing private land. An inverse condemnation proceeding is often brought by a property owner when it appears that the taker of the property does not intend to bring eminent domain proceedings.

The never ending question was why? Why have they targeted Seaview Terrace knowing that homes were taking in water from the development of the 1975 Belfast/Hilltop Birches. Why would they continue with approving site after site to present day with the new addition WCGH Annex Addition 2012 corruptly draining the stream. Secretly manipulating, ditching and culverts to force massive, life threatening volumes of water to the flood plain, flood zone private property of ed to Seaview Terrace. For 35+ years the City has purposely buried documents, refused any accountabilty and is bullying Seaview Terrace to death. Torrent rapids overflowing the huge culvert in 2009 almost wiping out homes and sweeping away cars were not of concern, nor 2011 which tore away 600 ft of my stream side property. Wayne Marshall, City Planner, Joe Slocum, City Manager, City Council, and City Attorney unite with force to try and stop me from uncovering this horror. Refusing solutions that would save Seaview Terrace and trying to move full steam ahead for personal agenda's.

It was wetlands, not suitable for this massive site contruction, full of corruption and the top of the water slaughter to residents below the site. Miles down to my property, the last residentail property, receiving forced run off from all area’s, miles and miles, used as a storm sewer to destroy for MaineHealth to take. No charge. Judged WORTHless. 2/2/12 Sadly received corruption confirming letter from Commissioner Aho, DEP yesterday. See Sidebar- NOTE -FIRST DEP EMAILS ARE AT BOTTOM REQUESTING CASS STORMWATER INVESTIGATION AND IGNORED SINCE 7/2011.Their investigation was false. Thomas Gilbert, DEP, refused to allow my presence  at his recent investigation from my request. I informed him  exactly where the stormwater was coming out from the CASS detention ponds, through a cage behind the Sweetser School, flowing along side, meeting up with another path from only Planning knows where, under School Street and through many residents private property not anywhere near the stream, and down to mine. He intentionally neglected this in his report and IT WAS WHY I HAD THE INVESTIGATION ORDERED!! The DEP approved only the WBRC engineer report advising runoff will be ONLY from the impervious of the SWEETSER SCHOOL to this un-named stream, which is my private property stream, DEP REGULATED WETLANDS!!! The engineer report also confirms to the DEP that a stormwater analysis to the watershed residents affected by this new change and approval not to demolish the Sweetser  School will be conducted. It was not. Commissioner AHO ignores proof of false reporting and ignores my demand for a full investigation and implementation of the stormwater analysis. And I quote per Commissioner Aho's letter (another tactic not to include my specific request for answers because IT IS CLEAR AND PROVEN DEP FAILURE TO ENFORCE COMPLIANCE). Aho's letter along with history leading up to this sham of non-response is copied on the sidebar, s (almost identical to City Manager Joe Slocum rhetoric- is this a required course for Maine Government?) Note how Aho avoids investigation of the CASS School, the specific culprit and specific request to be investigated by the DEP since 7/2011. And I quote"The Department understands that you are experiencing an increase of stormwater which is resulting in the erosion of a stream bank located on your property. Because the school properties have been constructed per their plans approved by the Department in 2002 and 2006, the Department concludes that the stormwater problems you are experiencing are NOT a result of the approved construction of the Robertson School and Sweetser School properties." No **** Sherlock, as my brother says."The Department takes these issues very seriously and is COMMITTED to to aiding landowners in resolving erosion control issues. SINCE IT MAY NOT BE POSSIBLE TO ACTUALLY DETERMINE THE SOURCE OF THE STORMWATER PROBLEMS YOU ARE EXPERIENCING,"    
What a joke, beyond easy to follow the paths and slew of water from miles around to Seaview Terrace. Tax Assessor Bob Whitley and I did it and made DEP, City Council, City Manager a map with actual pictures. It was all Bob Whitely could do to stop his mouth from hanging open and keep his job. COMMISSIONER AHO PLEASE IMPLEMENT THE STORMWATER ANALYSIS THAT WAS ORDERED BY WBRC ARCHT/ ENGINEERS(click on sidebar DEP Holding Hands for actual order from WBRC to DEP) FOR THE CHANGE IN THE ROBERTSON RENAMED SWEETSER SCHOOL. THE DEP AND BELFAST PLANNING WILL BE SCREWED FOR AT LEAST 9 SITES THEY HAVE APPROVED TO DESTROY SEAVIEW TERRACE- DEP WETLANDS UNDER PROTECTION OR RATHER DESTRUCTION BY THE DEP. 
"YOUR erosion control issues may be addressed by installing stabilization measures...with a Section 8 Permit by Rule application(enclosed)..." How thoughtful and estimates to do so according to DEP Wetland Regulations for slaughtering my property and neighborhood are now at 50 to 100K, my expense. At this rate, Maine will me number one in the corruptions rating rather than 5th. Bullies up and down the ladder, Governor LePage yet to answer me directly but copied on all. And fully aware after I protested directly in front, back, side, up, down, in his face and all the other "Dignitaries" at the Front Street Shipyard. JB Turner of Front Street accepted my apology for crashing his celebration, I thought it was a publicity stop created by the Governor. OOOOPS, my bad. JB knows my story though, we've been at the same meetings where City Hall is kicking my ass and kissing his. I like JB very much and ditto to the Front Street Shipyard. Integrity and Respect.

Rather, it measures the strength of laws and practices that encourage openness and deter corruption. … States with well-known scandals often have the tough laws and enforcement that bring them to light. ‘Quiet’ states may be at a higher risk, with few means to surface corrupt practices.”

Maine got an F in nine of the 14 categories, including executive accountability. A problem that contributed to that score was that fact that no agency oversees the ethics of top-level state officials, from the governor to department heads, from the attorney general to the state auditor.

It also got F’s in public access to information, civil service management, pension fund management, the insurance commission, legislative accountability, lobbying disclosure, ethics enforcement and redistricting

Abstract:	Purpose – This paper aims to assess highly toxic personality disorders in leaders, implications for organizations, and methods for assessment and intervention. Design/methodology/approach – Action research was used, including a thick description case study narrative and application of the DSM IV-TR. Findings – Personality disorders are a source of a highly toxic and dysfunctional organizational behavior; borderline personality disorder in a leader may serve as a systemic contaminant for an organization. Research limitations/implications – A qualitative, case study approach may not lend itself to replication or quantification; usage of the DSM IV-TR requires clinical training in counseling psychology; the growing incidence of personality disorders in leadership warrants cognizance, ability to assess, the creation of early detection systems and methods of intervention. Practical implications – Through the narrative of a case study researchers and practitioners can obtain a glimpse into the day-to-day operations and nuances of a highly toxic leader and how it impacts an organization; interventions and solutions are provided. Originality/value – This paper calls attention to highly toxic leadership and organizational dysfunction by investigating borderline personality disorder as a prototype.

At one point in my career in state government, I served for about three years as a public affairs spokesperson for the Administrative Office of the Courts, working closely with the late Supreme Court Chief Justice Robert N. Wilentz.

In addition to possessing unparalleled intellectual and legal firepower, Wilentz was a rigid rules enforcer, cracking down hard on any judge at any level in the system for the slightest or most innocuous form of political activity and for potential conflicts.

His most withering response, though, was reserved for anyone whose words or deeds suggested prejudice or racial bigotry. It was a position which landed him in hot water at one point when he refused to permit a Hollywood studio to use the Essex County Courthouse to film a scene from the movie "Bonfire of the Vanities" because it depicted blacks rioting. He ran afoul of a First Amendment issue, but the entire matter became academic when the studio filmed elsewhere. He never backed off from his position, though, that using a New Jersey courtroom where a great many black defendants were tried to suggest --- even in a movie --- that justice was dispensed in a racially unfair manner was unacceptable.

Were he alive today, he would be in a towering rage over the comments by Superior Court Judge Fred Keiser Jr. who managed to insult both African Americans and Asian Americans in one afternoon.

The judge, sitting in the Family Division in Middlesex County, referred to a young black woman involved in a child support case as "a sponge" and used the phrase "no tickee, no shirtee" during the case.

In explaining his remarks to the Senate Judiciary Committee, Kreiser used the astonishing justification that the litigants appearing before him were African-American while the "no tickeee, no shirtee" remark was a slur on Asian-Americans. He added that, in his mind at least, there was a difference.

The judge, in other words, apparently feels that as long as he directs racial or ethnic slurs at those who are of a different heritage from the object of the slur, it's permissible. So, using the term "polack" is okay provided the litigant is Anglo-Saxon. "Wetback" would be acceptable provided the litigant was other than Mexican. The slurs used to describe Jews and African Americans are, in the judge's mind, permissible as long as the individuals appearing in his courtroom are neither one.

The judge's use of "no tickee, no shirtee" was particularly noteworthy to me. My wife and I are the adoptive parents of three Chinese girls, all abandoned as infants in their native country.

They are not yet old enough to have been exposed to bigotry based on their race and heritage and, while I hope they never are, I know eventually they w ill be and it will be up to me to explain why some people utter ignorant and hurtful things.

It's nearly beyond my comprehension, though, if I am called upon to explain why such things are spoken by someone who has been given the responsibility and who has sworn an oath to administer justice fairly and without regard for ethnicity or the status of the litigant in society.

When nominees to the bench are selected, great weight is given to not only their legal background and qualifications, but to more intangible qualities such as judicial temperament and manner. It is appropriate to ask, in light of his comments, whether Judge Keiser possesses those intangibles.

The judge belatedly came to the conclusion that he had made an error, an admission no doubt influenced by his desire to win Senate confirmation for lifetime tenure on the bench.

Whether he succeeds or not is up to the Committee. I know, though, what the answer would be from the late Chief Justice Wilentz.
