3/31/15 Seaview Terrace paving disaster


These pictures were taken today 3/31/15 from where the forced flooding comes into Seaview Terrace at only ONE of many area's. This first picture is at Rte 1- coming under Rte 1 N&S into Seaview as well as from all above and over from miles away at the Muck and Captain Albert Stevens School all the way down to us, to me. I am the last private property that gets it ALL. The white ranch got nailed in the spring melt of 2009. The culvert could not handle the incoming and it overflowed down. It almost took the car and wiped out the yard, leaving a ravine. I told this to City Manager Joe Slocum when he came to Seaview Terrace in 8/2011. He said that the owner was lucky that the house didn't get taken off it's foundation. Joe Slocum denies that he told me that. Right.


My house is the gray split on the left. The picture below is my mail box and the one's after is my back yard. The level ground at purchase now a death ravine of destruction. Erosion of massive tree root systems and the Annex is building more- underway with planning. A new building and more paving behind the new building. More runoff and erosion... wipe me out, end this hell.

To the best of my knowledge the Right of Way on Seaview Terrace is 40 feet. I wrote to you and your neighbors and when I have more information I will let everyone know. Thank you,

Here are a few words from the current code at my ignorant hand:
Minimum ROW      50 ft
Min Pavement        30 ft
Min Shoulder           3 ft
Parking Status- Both Sides
Deadend streets shall be provided with a turnaround having an outside paved roadway diameter of 112 ft.

Minimum Center line offset distances of adjacent intersections shall be as follows, unless in the opinion of the City Engineer, a shorter distance is unavoidable due to local conditions....

As you have stated many times, I am too ignorant to decipher the bait I am given. Please do not attempt to confuse me inundating me with rhetoric and/or rerouting request response to other parties. This is simple and you as City Manager are responsible to gather your information from your sources. The direct response to 1,2, 3 and 4 is to come from Joe Slocum, City Manager only. Joe for clarity please copy each request with an immediate response  and so on. This will  clarify that you have answered my simple questions. 

1a  When and who will pave Seaview Terrace? 
1b. Will the entire length of Seaview Terrace be repaved up to the Marriner's private property at 49 Seaview Terrace. 
1c. What will be the pavement width and grade (depth)

2a  What is the plan for roadside drainage?
2b What is the City ROW from the road, 15ft? 20ft?
Current pavement width in front of my house was 15 ft prior to water line dig up. Water lines and sewage lines are on my half of the road. Opposing side would be the only side for under road storm sewer drainage or your proposed ditching destruction.  There are ponds roadside. 

3. What is the plan for the turn around? Currently there is none. It appears the private property of 49 Seaview Terrace allows traffic to use their property for turn around. It also appears that the City snow plows that private property and perhaps provides more illegal City maintenance.
