Lying is a serious accusation and I not only do my best not to do it but yes I do resent being called a liar.Including in promoting Belfast as a wonderful community are the churches and Minister. Minister Tarpley owned my house, filled in the ditch and sold me hell. Informed that I would not buy any properties with water issues or streams period.
As the years went on, I made all the churches aware of the Belfast corruption, copying them on emails to and from the corrupt officials. Not a care from any. They watched me at the City Council meetings. In 2014, the First and the UU Church ministers came to City Council to get Belfast recognized as a compassionate city (organization). Hypocrites of the cloth. Nothing new.

Corruption Belfast Maine City Hall Council Meeting 4/1/14. Continuation. City Manager Slocum "believes" Seaview Terrace is 40' in width (ordinance) It is 15-20' and NOT compliant with ordinance.My neighbor David Smith also takes a shot at me to the delight of the Wall and audience. Allowed to speak out of order and Smith has disorders. Smith has zoning violations and back stabs me to protect his violations. A pathetic case. Other clips of this meeting show spinning my request for capital projects and City Attorney billings sent with an article for California towns in bankruptcy for the same spending. He is painting me as a nuisance to the public.Council Roger Lee takes his turn at me, so does Hurley. In 2011 when Sloscum said Seaview Terrace would be paved, I worked hard to make sure it got paved to code with drainage and fought for funding. I was relentless to get Seaview Terrace into the TIF to open up funding. After 2 years, they voted to give it to the downtown. I tried to get us into a mitigation plan where FEMA would dictate diversions. Slocum refused. He had 3 years to budget paving/drainage Seaview. He spent more in hiring engineers to be the scape goat for corrupt paving. A goat path- not up to code- totally illegal. They rushed the trucks in to get it done on 9/8/14, thinking I'd be in Alabama for my brothers funeral. I was home, in mourning. Horrified when the trucks and heavy equipment came in and slaughtered my property and Seaview Terrace.

He began threatening me in 2010 when I had just moved in. A dog hater. David became outraged when then Belfast Police Chief Trafton told David to leave me alone. The Chief told me to get an order of protection. David's wife is a teacher, both heavily connected to Belfast white bread. Hypocrite activists for ego's only. Dear Minister Perkins,
I wanted to be part of this weekend's celebration for peace and compassion. My brother died on Thursday and I am not handling it well. I thought it may be of relief to know that I will not be attending. I don't say that for sympathy, I say it because I upset many people for just being visible. I had hoped to walk today without any signs. I was hoping to feel that I was part of a community that does care.

Seaview Terrace paving corruption- illegal to code/ordinance, title 17-38 and flood plain/flood zone management. Below are emails citing such and a sample of many requests for paving/drainage confirmations. I am railroaded again. Joe Slocum does not respond to my email from 9/2/14 to advise me of the resident meeting for Seaview Terrace that he mentioned in the 9/2/14 meeting where I was present and City Council Mike Hurley threatened to "pull the plug" on paving Seaview Terrace if we demanded legal paving and drainage.
On 9/4/14, my brother died in Alabama. 9/8/14 was his funeral and I could not attend. I was grieving and still awaiting advisement of the Seaview Terrace meeting for paving when the trucks came and began assaulting my property. Calculated brutality beyond measure. They thought I'd be in Alabama because I emailed Minister Perkins. Further proof of calculated brutality is that there was NO notice given to residents that road work would begin. The City website always gives prior notice of paving of at least 1-2 weeks. And here it is- posted on the City Website 9/12/2014. Proof the City used my brother's death to send in the heavy equipment and men to assault my property and my life.

The worker here in the 9/8/14 assault (red beard and tan vest) would target me with plowing snow the brutal winter of 2015. Even skipping my property with the grater to my face. I waited in the street for him to come back down and asked him why he skipped only my property. No answer. I asked him to please lift and pile the snow as he did for the rest of the street. He said no. And drove away. I filed complaints with City Wall, no response.

I checked with a few
neighbors- we did not receive any notification of any meeting for
Seaview Terrace in City Hall with Joe Slocum tomorrow. Slocum and Hurley
are a danger to residents. We didn't do this to Seaview, the City did.
Hurley threatening us is serious.
You are planning to send me MORE water and I will fight this until. It makes all of Seaview Terrace upset. How can you sleep?

During that brutal week of grieving and watching the City assault, I learned that the undisclosed meeting was on 9/3/14 in City Hall @ 6pm. They never responded to my email and didn't know that the meeting had taken placed without me till the City Council meeting on 9/16/2014 were Mayor Ash basically called ME a liar and the rest of Wall pack picked at me.I also learned that the maps that Mandy Olver used to advise of paving options were corrupt. By chance, the maps were printed online in the article by the Republican Journal/Village Soup (but not in the paper copy) corruptly marking my private property drainage ditch (that the City uses as a drainage path) as NOT on my property. Absolute corruption. By this time, most of the State of Maine knows of my "ditch".
Devastated and beaten, I gathered up my courage to tell of their corruption at the next meeting. Slocum tried not to tape that meeting, but I had my camcorder this time. I'm not sure if the reason not to tape was because of me or not to have record of the approval for the 4.5 mil note. After I left, they launch their attack. They have targeted me as a beaten Mom since 9/2009. Thinking I'd be broken into compliance. My family history is heartbreaking. They knew/know it all and try to slaughter my soul.

The information is requested now. Our street resembles a war zone waiting on YOU. This picture was taken last week, that is my driveway to the right, the water district is done. Under your orders, they are not fixing the digging destruction. Your history for Seaview Terrace infrastructure has been to slaughter us. This is your chance to stop the assault and disgracing this town. I have nothing left to loose, this was my chance to get me and my children safely on our feet, you are killing us. A speed limit sign in my area is also needed. Many race through this area with all the bumps- after paving- it will increase. The school bus and mail truck pick up speed quickly. Get all 48 years of City forced runoff water to Seaview Terrace out.
Please respond now. The only reason you will not respond must be delaying until new ordinances from the Comp Plan go through that gives you legal authority to rip us off. Respond today 8/1/14.

Current pavement width in front of my house was 15 ft prior to water line dig up. Water lines and sewage lines are on my half of the road. Opposing side would be the only side for under road storm sewer drainage or your proposed ditching destruction. There are ponds roadside.
3. What is the plan for the turn around? Currently there is none. It appears the private property of 49 Seaview Terrace allows traffic to use their property for turn around. It also appears that the City snow plows that private property and perhaps provides more illegal City maintenance.
4. Please respond before 8/2. There is a City Council meeting this Tuesday, 8/5 and I think it is starting one hour earlier than usual- 6 pm. When will the regular meeting leading into open to the public begin?
(Note- Keith Pooler, Superintendent Belfast Water District advised me that drainage must be on the opposing side due to the water and sewage lines. Maine State Law makes it illegal to send accumulating water from another to me. You cannot send the accumulating water at Wofford's and Beck's across the street to me. You illegally did this in 2009 , sending accumulating water to my property from 22, 26 and 27 Seaview Terrace. The culvert at Beck's draining to my property must be closed. Especially with possible healthcare office construction behind Beck's and more runoff entering those abutting private properties. )

Seaview
Terrace has taken enough slaughter. I would sign a petition if a
neighbor will draw one up for option 1 and present it to City Council at
the meeting 9/2/14.

Specific to title 17 is the harboring of water... deposited
or allowed to accumulate, in such manner or in such location or
situation either within or without the limits of any highway, as to be
unsightly, detracting from the natural scenery or injurious to the
comfort and happiness of individuals and the public, and injurious to
property rights, are public nuisances. [2005, c. 397,Pt. A, §11 (AMD).]
The
harboring of water as evidenced in these pictures at 22,18 and 17
Seaview Terrace would be injurious to property rights by ditching them
to drain to another's private property.
Your
letter does not provide a mapped plan for each option with specs. At
the work shop, Mandy Olver stated the ditch would be right next to the
road- there is little right of way to spare and not recommended. Hurley stated he is "not interested in spending 135k to solve this."
The road will be 18', shoulder and the ditch itself would be 2 feet
wide and 3 feet deep with no stabilization. These ditches will be
unsightly and dangerous. Soon they will erode and keep widening into our
front yards. Huntress Ave. is an example. Weather patterns are flooding hell.
The
City has used Seaview Terrace as a free, illegal storm water l outlet
for miles outside of Seaview Terrace for 50 years and counting. This has
swamped, endangers and devalues our property. The City has saved money
by also not paving Seaview Terrace in 17 years. We are a flood plain, flood zone and the City is ethically bound to divert all water instead it force channels all water.
In
the pictures below, you can see water is coming from behind the south
side- forced in from across Rte 1. There is a culvert running under Rte 1
into that area. Look at that amount being forced to my property after
only 1 inch of rain. Look at what is coming in illegally from the Annex
and Wight Street. Wise planning is to do it correctly, save our
properties and paving may not need to be done for 50 years. That is
saving money.
The
fact that City Manager Joe Slocum refused to plan and prepare for
proper drainage for the past 4 years, spending our property taxes on
City wants, while Seaview Terrace is drowning is criminal. My neighbors
are not concerned with my property and this has caused great discord by
the orchestration of City Hall.
I
do not want any ditching on my property and it is illegal to force
everyone's run off to me. One 4 inch rain will turn those ditches into a
disaster. The City will be long gone, properties further destroyed,
devaluing and devaluing.
Joe
Slocum has sat on this since April, now it is a rush to get done, with
poor information. If you are refusing to fix Seaview Terrace under
option 1, do not begin any work until all neighbors have received a
detailed plan of all ditches, size (width, depth) how they will be
banked, all water flow mapped paths to where, road turn around, mail box
placement, pavement width and depth for the entire road of Seaview
Terrace. The City cannot do this ditching because it is illegal.
What
is the Council's decision on which option. I checked that agenda for
this Tuesday's meeting, 9/2/14 and Seaview Terrace is not on. I would
think they have to vote on an option. When will that be?
I
do see a rush of reading on the Comprehensive Plan and am alarmed at
"Current provisions for the above zoning districts will be elimnated."
Why? Council has not voted the plan in, or had public notice.

neighbors should be on high alert regardless if they are told that the
property is "unbuildable" by Wayne Marshall, City Planner. Wayne told
the Spauldings that the waterview lot in front of 38 Old Searsport Ave
was "unbuildable". Mrs. Spaulding told me based on that, they bought 38
Old Searsport Ave and renovated the stone church, no expense spared. And
then a Mr. Caswell gave Wayne Marshall a house plan on a paper napkin
for that "un buildable" lot. And a house went up. Goodbye waterview, nod
and wink- Marshall to Caswell. City Hall Motto- "Sue Us- Die Trying"
Tax Payer Attorney Fees Carte Blanche. In fact Councilor Hurley gave me
that resolution again. Sue Us, we're not saving Seaview Terrace. All of
you, including the City Attorney, since the start, have been trying to
force me into an attorney tab that will break me. Unable to stop me, you
resort to with holding and denying public information. Devising schemes
to delay, deny and charge me by the hour for basic public information
of your slaughter to Seaview Terrace with not intent to provide the
information. And here it is again. Crime, pure and simple.
The
Spaulding's life was and is still being ruined- legal feels of 10k
resulting in lots of lunches and full bellies of their attorney and the
City Attorney. City Council voted the Spauldings down. Then member, Alan
Wood stepped down after that, telling the Spauldings that he will never
forgive himself for being forced to vote no. The Zoning Board of
Appeals and all that expense, voted them down. Their attorney told them
it was highly illegal. Yet, the white collar bullies spin the buck,
delay, delay, delay. 4 years for me, shameless. I hear the lawsuit is
back on- Spauldings can't even get out of hell, they have dropped the
price by 200k over the 2 years it has been on the market. There are

Planning/Zoning try to steamroll a longtime resident becoming the next
victim of Plannings Failings with flooding resolution to push it to
another resident. Dr. Morrow was quick to spend for experts to protect
her basic rights. Mayor Ash references my fight saying it should never
have happened...Council is nervous and must clean house of the corrupt.

High St, in foreclosure and must meet zoning violation (Todd working 18
months to clear). Realtor, Michael Cunning pushing for closing within
weeks. Abutting neighbor, Dr. Morrow at 360 High St., was finally given
plans to correct zoning violation just 5 days ago that have been
underway for 18 months. Where 2 paths of stormwater converge from both
properties is where seller is putting a driveway that will flood Dr.
Morrow's property and parking for her patients. Todd coldly states that
approval is not required for the driveway. Total dismissal for cause and
effect to flooding a neighbor with stormwater that is illegal. Corrupt
tactics to pressure Council approval to meet closing date just weeks
away. Todd supporting immediate closing because it would be of
inconvenience to delay. Note in the background, the defiant stance of
City Planner-Wayne Marshall, Realtor-Michael Cunning, Seller attorney
from Portland, in a huddle, smirking, cementing their alliance against
Dr. Morrow. If Dr. Morrow did not scramble to get Camden attorney, Paul
Gibbons and Engineer- Bill Lane to get this matter immediately on an
agenda, the driveway would be put down immediately with the alliance
Wall of Marshall and his posse assuming the stance, legs parted, arms
crossed, smirking in confidence at crushing another resident from
absolute decades of incompetent Planning where they just keep passing
the torch. Never to correct just keep adding to it. Each year,
devastating more residents and the cost to correct would ruin there
reckless spending on their monopoly game "visions". See below for more

At
the 11/7/12 City Hall meeting, Dr. Morrow of High St. had to hire an
attorney and engineer to try and stop storm water flooding. Code Officer
Todd Rosenberg is clearly callous towards Dr. Morrow's concerns.
Council is visibly on alarm due to my 2 year battle for storm water
relief against corrupt Planning. Here again, is a realtor, Michael
Cunning pressing for the sale, admitting the difficulty to move this
property because of PLANNING mistakes from 7 years ago. Realtors should
unite and fight Planning, not residents.Wayne Marshall has been City
Planner since approx. 1999. Resident Stormwater Nightmare especially for

Roger Lee telling Dr. Morrow's attorney that he has 8 days to get a
report to convince him of flooding otherwise he will side with Todd and
Planning. That's the scam, to appeal after a decision is a calculated
ploy to spiritually and financially break you.Mike Hurley playing both
sides of the fence, confirming the flooding. I was baited with hope when
Mike said it is City Council's problem to fix the stormwater
devastating Seaview Terrace. But then, he hopped the fence, slandered me
and has sent my life into a tail spin of horror.
They
cannot be trusted as evidenced by Attorney's hired for Planning's
unethical and scummy tactics. Todd Rosenberg, Code Enforcement Officer
has been working to unload the Kennedy property for 16 months?? of tax
payer dollars because of Planning error 7 years ago?? Claiming to be
experts in storm water flow and destruction. Experts at manipulating
code/ordinance to flood residents and use our tax dollars for economic
development and the "chosen".
Wayne
Marshall admits that at everyone of his projects, residents come out in
force against his calculating path of destructive storm water flow to
residents. And Wayne laughs about it, members of the planning board make
jokes about it, Joe Slocum fully aware that public documents and
information are hidden, with held, he even tells they do not exist.
However when uncovered, time and time again, he says his system is a
mess. He says it is a serious offense to corrupt these documents and
that's it. Council does not investigate but instead gives him praise,
raise and extends his contract. Then Slocum further avoids resident
sewer infrastructure responsibility by blaming it on hills and that's
just the way it is, just like his refusal of providing public documents,
lying to me through smokescreen words of opinions and beliefs.
As
if the storm water forced to us is of great mystery and force of
nature. Please, insulting intelligence at the lowest level. Seaview
Terrace is close to flat and Planning has taken the flow from miles
around and forced it to us. Hurley defending Slocum and Marshall as
pinata's against me. Hurley proclaims the truth I have painfully tracked
for 8 months against the Wall of City Hall, is insulting and therefore
will continue to slaughter Seaview Terrace. Victims of City Corruption
are not allowed to demand justice and accountability. They force you to
hire an attorney against the City and engage in an unending waste of tax
dollars in their scheme that you will be financially devastated and
buried with legal loophole tactics and foot dragging.

Waterboy Aka Joe Slocum, City Manager At open to the public, residents
again are asking Council to stop the huge LPG tank trying to come into
Searsport- @ 23:46 Blaine Richardson repeatedly shames these residents-
I'm behind him and can't believe it. @ 35:52-37:45 I present my map and
how 5" of water will be 5' into Seaview, I ask to be put into TIF for
sewers- probably my 15th meeting. At 1:29:10 JB Turner of Front Street
Shipyard clears his throat and along comes Waterboy AKA City Manager Joe
Slocum with a cup of water for JB. JB was a bit embarrassed. Makes me
laugh how in the same meetings they kick my ass and kiss business ass.
JB and I began attending meetings at the same time in 11/2011. In 6
months, the Ship Yard was up and I couldn't get any public documents,
forget about ah sewah. Ya think Front Street could support a resident?

3/6/12 Meeting with Dale Rowley, EMA Director. No discussion of flooding or mitigation plans or any concern for Seaview Terrace. I didn't bother to copy that portion. It's City Hall puff and fluff. Note- the rail trail abutters were offered peanuts totaling 40k- not 40k each. They have since refused the peanuts and have filed a lawsuit. City Council Mike Hurley who is the pusher of this rail trail is also joining in on the lawsuit as an abutter. Stating he has no principles- he'll take the money and the keep pushing for the rail trail.

The trees above are where the huge 3' diameter culvert under Seaview Terrace sends all the forced storm from the Rte 1 entrance into private property and my back yard down at the end. The last private property in the path of slaughter. In 2009 that culvert overflowed and took out the yard of that white ranch (40 Seaview Terrace, Becky Gibbons) and almost took her car away. Becky reported this to City Planner Wayne Marshall at the 8/2011 street sham meeting. City Manager Joe Slocum stated to me that she was lucky her house didn't get taken off it's foundation during our meeting on Seaview. Slocum denies this. Of course.

Thank you for your inquiry. I spoke to Wayne Marshall and he advised me that he has sent you the Map showing that Seaview Terrace is R-1 three times.
Seaview Terrace is R-1. I do not know how to be any clearer to you than this. If maps on line are not current I will look into when I can and if you are correct then we will get to that when we can.
