The City Council meeting from Tuesday 4/7/2015 is threatening eminent domain on the airport abutters as Belfast City Hall manipulates them with vague answers to buy time until chop, chop, take, take. The abutters know that Belfast City Hall will go beyond what the FAA would have surveyed. City Hall hired an independent engineer to survey rather than allow the FREE FAA survey??? City Council Memee More4me is not credible and attempts to preach complete transparency while commending the airport abutters for their intelligence, concern for their property and communications. Heavy layering with her bull "shit". More4me is the very Council representative for Seaview Terrace Ward 1 that is drowning us, robbing TIF funds for downtown. Funds that I relentlessly campaigned 3 years for that would have saved Seaview Terrace. More4me is also a real estate agent in cahoots with selling hell to those that don't matter to them. Her wrappers always crinkling in the microphone, asking for more. More4me can't stop eating. Addicts for more, more, more. No problem taking down Mom and kids. Sick.

These maps still need to be updated on the city website.

Today is April 14 and FINALLY City Planner Wayne Marshall responds that Seaview Terrace is R1. However this copy he has attached as the "official zoning map" is not official because it is marked proposed. And here he goes again. Refusing to respond to my direct request to update the City website to reflect his claim of final zoning of R1. There is not one map on the City website that is officially final. If it looks corrupt and claims proposed is the same as final, then it is corrupt. The sole exception is the one property owned by the Dutch's that has frontage on Northport Avenue and Seaview Terrace which is in the Residential 3 zoning district. The Residential 1 zone does not allow health care facilities or offices. The Council adopted the above zoning in mid-September 2014. Read Joe Slocum's email from FEBRUARY (spinning from my original request in September to confirm Seaview Terrace on the City Website as final zoning of R1) He states in September that I may demand public documentation all I want, he will get to it when he gets to it. Bologna. He's buying time for some loop hole or scam. We pay the salary for these City employees to be absolute tyrants to any resident that requests public information on any of their corrupt projects. FIRE THEM AND UNSEAT HEIL HURLEY AND MEME MORE4ME (Mary Mortier).

See how Joe Sloscum tries to extort fees from me for bogus documents that I did not ask for. He does that consistently. Overwhelming me with garbage instead of the single document I am requesting. Then he tells the public with City Hall singing the same, that I have been given the document and he will not respond to anymore requests. FOAA is useless. Brenda Kielty (FOAA) sends me right back to City Hall because they said they gave me the document.

See Sloscum is stating nothing specific or binding TO MY SIMPLE REQUEST. Plus Marshall states a different meeting (9/17/2014). In both of these meetings, City Council voted on acceptance of ordinances that were not read at the meeting. We have no idea what they voted in and still don't. THE MAPS STILL HAVEN'T BEEN UPDATED.

Attempting to get another want going without following the law that protect residents. Trying to drain this toxic dump laden with heavy equipments, gasoline, oil, anti- freeze, a graveyard of toxins, to residents private property through the water shed, ending with my property. I have yet to receive the soil test results as I was assured I would. Norm Poirier, Parks and Rec states in this meeting that the results for soil tests done ONLY on the edges (not from the bottom graveyard) are not too toxic. Corrupt DEP is the next level of thick money and corrupt approvals. At our expense.

Taxes increasing with LeRage cutting the low income and poor, the schools, airport, rail trail, downtown revitalization, the big property taxes of the big business going directly into TIF's to be spent by the big and still robbing our property taxes for more. Denying us basic services and infrastructure while passing laws (or not) on the QT to allow them to take your property or destroy it. They may toss you a bone to mask the takings of property and rights. While we are busy trying to scrape out the marrow for stone soup to survive, their waste thickens. Dance for them too- show the outside how mindlessly happy Belfast is... Compromising with the corrupt is where we lose. Stop paving paradise now. Independent residents committee's. Now and forever. Accountability and true transparency. The thicker their waste gets, the harder to catch a clean breath before getting sucked under. Those that praise Belfast City Hall as neighbors are getting abused and robbed by City Hall says what?

Belfast is under siege. Will the people join hands to save their property as a community? Lawsuits are their way. Stopping through boycott is the ONLY way. Fast and peaceful (furious is the City Hall, 1% and player ego's). Shut down the downtown and make City Hall accountable to the residents as they are bound. Independent resident committee's are key.

4/3/15 Another neighbor is bailing out of Seaview Perish. 26 Seaview Terrace just listed and this listing zoning reflects R1. I hope that is true. Another listing showed us as R3 and another as R2. All 3 of these listings were after the new zoning was voted in on 10/2014. The new zoning maps have yet to be made public on the City website. The real estate agents lie. It's a disaster shoot of your life savings to buy a home in Belfast if you're not in the 1% club with insider information on "The Plan" underway.

3/31/2015- In 11/2011 I went public with the corruption after 8 months of City Hall slamming every door in my face to intimidate and break me into compliance of accepting the City destruction to private properties. I was naive to the depth of the corruption and implicating of community. One year later, the Chamber of Commerce in the downtown Belfast City Council Heil Hurley web slapped back by awarding resident abuser City Manager Joe Slocum Citizen of the Year. Businesses in the community should support the community, especially the nucleus of humanity- mother and off spring. The corrupt attack the visible truth with the public watching and enabling through support and/or silence.

They force boycott and sanctions for humanity crime to the nucleus. It is spreading quickly. I had hoped the businesses would step up, instead they step on and on and on. Not all--- just those that belong to Heil Hurley's web. You know who you are and are not. However, not one business has spoken up to stop the slaughter to Seaview Terrace. The first should have been the real estate agents selling the hells. No- turn over be cha-ching again and again. Hells sell and repeat.

Fifty years ago, Belfast City Hall began illegally sending new development runoff to private properties and adamantly deny it. Seaview Terrace is the recipient of 50 years of forced runoff of massive corruption detailed throughout my overwhelming blogs. For the new reader- I was sold this undisclosed hell in 6/2010. In April 2011 undisclosed rapids tore through my tiny property for over a week. It hadn't even rained- this was all melt. My level yard was torn away and became a ravine (pictures are in the link below for the paving). The previous owners had filled it in and didn't disclose the hell. Minister Tarpley and local agent Bill Ingersoll.

The City completely denied the forced visible flooding and use of Seaview Terrace as a storm sewer of private properties and down to the ocean. We are not a natural outlet, they have no rights of ways or easement, no rights what so ever. They mentally beat the hell out of me for standing up to their corruption. Personal and abusive. I had just crawled out of that life. This home is everything I have left and I was meticulous. I would be independent, alive and contributing to society with respect of life if I was the agents answered my questions truthfully and did not taint the property inspections. Belfast City Hall ruins lives. Lives that don't matter to them, the players, and the wannabe's that destroy humanity and environment.

In 8/2011, the road of Seaview Terrace was crumbling from all the water slaughter and 20 years of neglect. It is a City owned road and the meeting I forced with City Manager Joe Slocum for the destruction to private properties and the road, resulted in him not giving a damn. Lying, manipulating, calculating and conniving with his attorney lingo, I was on to him immediately. He did state that the road needed repair so I made a 2 prong plan. Separating the incoming forced flooding from the road of Seaview Terrace. Since 2011 I campaigned to get Seaview Terrace into TIF's and mitigation plans for funding to ensure that when the road was overhauled it would be done correctly. Meeting compliance with zoning, state statute and local ordinance was standard and required. Belfast City Hall does not follow any law. They slapped on a goat path paving band aid in 9/2014. It is a disaster and that is how they operate unless it is one of theirs...or the City's... or the 1%....

DPW Bob Richards said last year in the budget meetings of 4/2014 that upkeep of just the roads was over a million dollars behind. Forget about resident infrastructure. Belfast City Hall is so overextended that each tax dollar project is corrupt. Just look. The paving for the bicycle lanes on Northport Ave is a disaster. How long did that last? A few years? Taking short cuts with paving creates more problems and more money. The uncompleted Harbor Walk is full of problems and more corruption. Go look. Last year City Council Eric Sanders asked for an accounting of Harbor Walk funds and City Planner Wayne Marshall evaded answering. Corruption 101 and City Council let's it go. The public is sold corruption in every plan. The layers of outside engineers, consultants, contractors... blame game, no one is held accountable. Except the tax payers. Pay up and up and up and SHUT UP. We ain't seen nothin' yet. Schools, airport, recreation, City building upgrades, new Public Works compound, downtown, uptown, across town, grants, more spending, more oops UN-foreseen's that must be done now that the project is underway... train wreck after train wreck right into bankruptcy.

City Manager Joe Slocum never provided the spending of our tax dollars. He threatens me with basic extortion and will never provide the information regardless of how he attempts to further break me. My City Council and local real estate agent Mary Mortier refuses to provide these listings on Seaview Terrace that own forced flood rapids that will prove non- closure. They are not public documents. Denied. Pieces of garbage- the lots of them.

Belfast has already reduced me to below poverty as I try to hold on and save Seaview Terrace. I am so battered, I keep just holding on, doing the best I can. A City Hall and community witch hunt till I perish, finishing the job for my ex and my brother.

The paving finally happened in 9/2014 and it was corrupt beyond evil- sending in the trucks when they thought I'd be in Alabama at my brother's funeral. No one on Seaview Terrace was notified of the abrupt goat path paving. Residents ALWAYS get notified weeks prior. More horror with the snow plowing this winter by the City. Face to face- flat out targeting and discrimination to me. Scary is an understatement.

3/21/15 - Belfast City Hall corruption and genocide to Seaview Terrace continues. Posting the corruption with planning and tainted projects is constant. The web is expanding and the public is accepting. It is a sad realization to see how these people can do this to others. It is not just me, they do it to anyone that is in their way. Some may receive perks and most will receive abuse. The abused decide if they will allow it or stop it. I am in flood mode for the next few weeks.

Nothing has changed on the City website to confirm exactly what City Council voted in as zoning for our area in OCTOBER 2014. I believe it they voted it in through a smokescreen at the 10/7/14 meeting and are refusing to update the website because the zoning is corrupt. Joe Slocum, Belfast City Manager abuses me each time I request for public posting of the final zoning maps. These are their tactics. Fool the public. Shhh, don't tell, wait till they will have to take us to court. Then we'll abuse them and break them further. Maine is 4th in corruption, the chances of winning a lawsuit are not in the favor of the abused. Belfast City Hall Official thugs play only that hand.

Before the City Council vote- Seaview Terrace was R2. The R2 Zone would become R1 Zone after the vote. They tried to pluck Seaview Terrace out to vote us into a NEW zone that the rest were not going into. The R3 zone. Healthcare and Housing. I found that this is illegal and fought back. Residents must first agree to being placed into a new zone where the others are not being placed into. I have cited the laws and links in this blog and this went down in the spring and summer of 2014.

City Hall claimed they retracted and were placing Seaview Terrace into the R1 zone with the rest that were R2. The maps do not reflect that and the wording of existing zoning maps (not dated for deception and confusion) for this link do not have any zoning symbol listed for this entire AREA. The yellow is the old R2 and the public was told we would all be moving into the R1 zone. This yellow area includes many more neighborhoods appearing to be going into this Healthcare and Housing R3 (Condon St., Cedar St, Fahey Street, Huntress Ave., etc.) The ONLY street that was an R2 going into the new R3 as stated by Belfast City Hall was Wight Street. The refusal to update and state the zoning for each street in this yellow area is corruption. Real estate agents refuse to state what the current zoning is, they refer inquiries to City Manager Joe Sloscum. One current listing on Seaview Terrace shows zoning of "Hlthcr" another CURRENT active listing on Seaview Terrace reflects the old zone of R2. This listing was just placed within the last 2 months. Corrupt listing again and again. Many of these of these area's in the yellow are subject to flooding of destruction. City Hall has been force flooding up the odds for 50 years. They are drooling with anticipation that residence's will be wiped out and the push for healthcare facilities.

Why isn't the Free Press paper available at the shopping center of Hannaford anymore? I haven't been able to score a paper copy for months. It comes out on Thursday and the racks that used to hold it are gone. Months ago, I asked the store manager why? He didn't have an answer. It is online. Not everyone has internet though. The Free Press is the best paper we have to report free press. The Republican Journal and Bangor Daily News are white collar crime sympathizers and private supporters.

Found this article on ANOTHER mental health facility coming to Belfast. We already have MidCoast Mental Health, SeaCoast, Sweetser and quite a few other behavior centers. Or the lot next to me slated for a Meth Clinic? Or are we the parking lot for a McLean facility? Sweeping ocean views after they wipe out the homes. They stated doing exactly that in the Comprehensive Plan for the Healthcare and Housing zone!!! Rehab for the rich and famous that is "not for profit" right. They don't take insurance either. They just opened up a rehab B&B in Camden. Healthcare is induced Drugcare. Those clueless to the mental health vortex of hell are spun into providers with issues themselves. Finding out too late, you have been hooked into the system and the children are on the platter. They have full access to your children. If you don't follow along, they can take them. There are true therapists and Dr.'s. The mental health system is not regulated and rated like the health system. The Mom that is new to the mental health system with crashing children find that out the long, hard way. It took me a year to realize the psychiatrist we were relying on was off her rocker. We had been through a slew of exhausting in network therapists. The poor children forced through interview after interview, ordered by the courts. We needed safety, peace, stability and privacy. Instead were thrown into the system and keep getting dragged back in.

Getting out of that system is dangerous if a dangerous situation brought you into it. Lock up shop, anyone not bringing you soup and support- don't let them in. Hold on to your kids and ride out the storm. Stay clean and hunker down. Become your child's shadow and don't let your guard down. Clergy, therapists, family, friends, guardian ad litem's, attorney's, judges, mediators, schools, counselors, the feigned good intentions.... all draining your energy and security. It breaks your heart and takes you out. You can only count on you.

Men displaying rage and/or denial when confronted with honest conversation are not stable. The map I drew depicts a 1-2 mile radius area all calculated channeling for runoff/melt-off into the tiny dead end street of 12 homes on the floodplain, flood zone of Seaview Terrace. Our private property that is not a natural outlet/waterway, it is genocide. No rights of ways, no easements, they think it is their right to destroy homes and lives. Behind closed doors of course. Deny, lie, implicate, alienate, intimidate, recruit and layer corruption to slaughter the undesirables. Real estate agents sell the hells. New developments/associations do not disclose. Hidden issues from infrastructure to member fees, Belfast City Hall is dirty deal after dirty deal. Buyers can't beware with the public kept unaware. The web is thick, it's been spinning since the Route 1 Bypass construction began in the 60's. (blogs loaded with proof, maps, pictures, history, facts and just following the water slaughter.

Water doesn't lie- people do- the players of Belfast. Packs of them. Belfast has a nasty reputation amongst the surrounding towns and the true. I had thought they were jealous. No- Belfast screws thy neighbor and too many neighbors screw each other with a smile. Nasty is an understatement. There are some that are true, but have to protect themselves.

Right now, all these sites, neighborhoods, roads and highway that will drain to Seaview Terrace have mountains of snow at each culvert and path to flow fast and furious away from them and to send us under. The snow throughout the other side of town is removed as required by code. Code on this side of town is to drown. Lock up mouths and documents.

Again and again I advise EMA Dale Rowley of disaster. His hands are tied. A few weeks ago, I gave him specifics when I asked him for sand bag assistance. He offered bags, no sand, no assistance. The erosion is so bad, trees and boulders will cave in quickly where the water slaughter runs through private properties. The enormous volume bottlenecks into Seaview Terrace to flow into ONE culvert box to go under Northport Ave, under Waldo County General Hospital, into City Park and out to the bay. In 2009, spring melt accompanied by rain wiped flooded most of Seaview Terrace- Mike Hogan the architect for the hospital and current additions told me he was nervous then. The culvert box could not handle the flow- the water rose to the road. WCGH is over the road and down. The lobby has been flooded before. I'm thinking that is part of the plan now. Federal flooding funds and grants for the new Healthcare Zone that is not public information. Seaview Terrace is in the way.

The City refuses to save Seaview Terrace and they refuse mitigation plans. In this last meeting, Dale Rowley of EMA takes action to relieve EMA of potential accountability when Seaview Terrace goes under. The public agenda did not list EMA on the City website. This was done to keep me from attending the meeting to speak of the flooding as they did in March 2012 when Dale spoke at that meeting. They don't want the public to witness the refusal to discuss Seaview Terrace. My emails document repeated requests for disaster planning for Seaview Terrace. Dale Rowley has come to this meeting to bring Belfast into overseeing Waldo County EMA and local emergency. Dale tells City Council it is Belfast's decision for the planning of disaster efforts. Belfast will decide who gets saved first. Heil Hurley is ranting that City Council must decide. He has been waiting a long time for Seaview Terrace to drown. He is hell bent on the genocide of Seaview Terrace. Protected by the Wall of the Disgusting. City employees have been instructed to follow orders. The DPW gives the orders and his Dad is also the Fire Chief. The Chief of Police bailed on me a long time ago. At first he pretended to admire my courage and integrity but soon showed his allegiance to the Wall. All of the emergency responders are under the direction of the Wall. Drown Seaview Drown. Burn Seaview Burn. Take Seaview Take. Blame it on Jersey Girl. She told. Fearful neighbors- do you really think this 50 year destruction to Seaview Terrace would be happening if I didn't get sold undisclosed hell in 6/2010? Blaming me is proof of fear to stand up to the Wall and protect your rights and property. Your choice.

They all know this spring melt is the biggest one yet. Add in a rain storm. The one City Hall has been waiting for to destroy Seaview Terrace and take it without compensation. Inverse Condemnation. I found this 5 years ago when I kept asking myself why? Why would they destroy us by flooding us? That is exactly what the government does on properties they want, destroy it to make it worthless, deny it and take it. I've spent 5 years documenting and exposing the corrupt slaughter. Against all the powers to stop me. It is done. Belfast City Hall has disgraced every resident and the disgusting responsible strut in sync.

Seaview Terrace was developed at that time and is sandwiched in the first section to bypass. The old Route 1 (Northport Ave) is at one end of Seaview Terrace with the Route 1 N&S Bypass in Seaview Terrace back/side yards. With winks and nods of DOT, DEP and City Officials to sneak the run off of the new Route 1 in that 2 mile section into Seaview Terrace. Maps prove prior and after the development of Seaview Terrace that it is private property and not a waterway. The DEP, DOT and City of Belfast began the secret slaughter and have added to it with development after development as well as channeling the runoff from existing neighborhoods. My home is the last private property and recipient of it all. Real estate agents do not disclose, do not answer questions and when cornered, flat out lie and claim ignorance with the State backing them up.

They try to force you into their legal arena of loophole ordinances and billable hours to spew rhetoric for years. Seaview Terrace has all dirty hands forcing the genocide. It is not a natural "stream". The City denied any forcing of water into Seaview Terrace and locked up all the development documents that prove the corruption. Real estate agents enjoy the turnover when properties were getting swamped with 10 years after development in the mid 70's. The City shut the residents down. This began the sell off to another and City wide tainting- shhh- don't tell- sneak and sell.

The details are repeated many times in my many blogs. I wanted to get this in again as the flood will be here at any time. I had taken pictures of the sites illegally piling (with City support) snow to melt to us last year and the year before. This year is over double. I am so busy trying to prepare my home for flooding, I haven't had time to go take new pictures. These will have to do for now. Heil Hurley had Ned Lightner fly a drone for his part of town for his Happy video- certainly Heil Hurley would fly it to see his drowning of undesirables on the other side of town. Heil Hurley showed the Happy video at his Colonial Theater HisTown Belfast. Genocide of Seaview Terrace is not Happy though. First link below are pics of 1939 when Seaview Terrace was a farm- no stream!!! The development plans of Seaview Terrace (with held and buried. I scored them on a hunch with a covert City Hall raid to Belfast City Hall Tax Assessor office in 11/2011. Jackpot. He had them out on the counter. He later told me City Manager Joe Slocum flipped out when he learned I saw them. The Assessor stating that he had never seen that side of Joe. Psycho Joe. I know many just like him. After I found the plans showing it was a man made ditch he brought in the City Attorney to shut me down in the 1/4/12 City Council meeting. CA Bill Kelly unbelievably reveals yet another with held document specific to my property. I asked for all documents on the history and development of my home and Seaview Terrace in 5/2011 and got my fingers slammed in the door. This is a 1987 Belfast City Engineer report that the original homeowner of my house, Dr. Caswell was given when flooding began. The engineer states right here in #3 that it is a private property drainage ditch put in be the developer. CA Kelly tries to use this against me at the meeting. I am blown away that I was never given this vital document. When I question Kelly he runs from the meeting. Mayor Ash is quick to end the agenda- "No further action." Bang. Bang. Sandbagged. Only I keep crawling up from the beatings.

And even more unbelievable is when Dr. Caswell died, his daughter-in-law, Puzz Caswell lived here. She told me it was the City's job to fix the forced flooding but they refuse. She said she has never seen the flooding as bad as it was and that was in the 1990's when she sold and ran. She is also a local real estate agent and split the lot. The other half is still owned by Karen Caswell. It has a garage on it and she has been unable to sell it since I went public with the corruption. Puzz sent an email to mega agency owner Earl Black (I think he owns over half the agencies in Maine) for the Commission non-disclosure complaint. Stating the erosion was MY FAULT. That I ripped out vegetation for flowers and gardens and didn't get a permit for my fence either. What a damn liar. I never said that, nor did I plant anything. Agent after agent, lying, selling, ruining lives and not giving a damn. Isn't this absolutely horrible? The biggest purchase of our lives and they wipe you out. I even attached a copy of my cancelled check for the fence permit. Total scum.

Below is my property- when I bought it- it was level straight across, all 3 sides of my home had a 2x2 drainage ditch on my property for my property. No stream disclosed, all showings with streams or ANY water issues I refused in writing and verbally. I was thorough. The property inspector was in with the agents. I moved in 6/2010. Look at the listing- the ditches shown on the side is exact to the ditch in the back. They didn't take a picture of that though- guess they were still filling it in. When I drove up here in December 2009 for showings, a fresh snow covered the ditch- but by then it was filled in and covered with sod. It had been on the market for close to 2 years. Homes were not selling, I had many options. It was a buyers market, big time. Bill and Jan made sure to discourage any other showing. Total set up, knowing I was paying cash and definitely buying a home. Belfast or bust.

Below is the corrupt dismissal by the Maine Realtor Commission for non disclosure. Stating I could only prove in writing 2 times that I did not want any water issues or streams. Dismissing because I should have done a "More exhaustive search" of my private property drainage ditch!!! I sent volumes of documented proof of non disclosure and baiting. The investigator- Jeff Hill said he had never received such a thoroughly documented complaint. All of it is posted in the picasa web albums for public viewing.

All's well till hell broke lose in 4/2011. My 2x2 ditch was wild rapids for over a week. This picture was taken 8/2011. Then I find out that the DEP has sanctioned a bit of my private property as WETLANDS- to give them jurisdiction to approve sites to flood me and destroy my property. They'd be happy to issue me a permit by rule to try and save the rest from getting ripped away as they keep approving more slaughter. Estimates to stabilize the banks were starting at 75K and that was 4 years ago. Earl Black, the owner of the real estate agency tried to intimidate me into silence too. Unsuccessful he offered me 7k to shut up. No. Since then- my fence is now very close to the edge. At installation- it was over 10 ft away from the 2x2 ditch. Plenty of room for me to mow around the outside of the Belfast permit issued fence.

Later, I would find out that the sellers, Minister Tarpley and wife Laura, brought in truck loads to fill in the ravine and plant a grass cover up. I had Laura's adult daughter in my home, I helped her, she is very ill. Now that I think about it, Sarah knew of the flooding, erosion and trucks covering up the slaughter, and knew not to tell me as I gave her love. Laura knew all I had been through- the listing and selling agents were in the same agency. My agent, Jan Andrews knew how bad the situation was. Bill Ingersoll, the listing agent, set the scene and stole my new life for the commission of a few thousand. Scum.
