This 4/2015 MaineHealth Annex addition"proposed" plan given at the public hearing, makes no mention of clear cutting acres of trees and is vague on everything. Proposals are worthless. City Planner Wayne Marshall hired in 1999, is dangerous, calculating and corrupt. With the rest of the Wall and players. Initiating one mistake, baiting conversations hoping for any word to take me in. City Council called me in as threat to Chief McFadden in 2012 and called me into the station for an interrogation. McFadden said I was the "highlight" of his day. As I ramble off all the corruption, no problem, it's all true and I have nothing to hide or lose.

I took this picture below years ago before the demolition/new Annex site construction. Underway since 2015 for the 3rd MaineHealth Annex addition to the Waldo County Hospital. My house can be seen through the trees- the gray split level. Acres of trees clear cut, never proposed site blasting and refusal to communicate, City Council Mary Mortier sending me a nasty email that any damages will be my problem. City Officials propose smoke screens and assault the public, many months later when all doors, lips and documents are locked shut by the City Wall Hall. Current pictures will be coming. It is a relentless assault. Seeing these tanks today, with out any public knowledge, board approval, nothing. The only reason it became public is because of the proposal for the 35,000 gallon tank across the street at the hospital. Read below for Planning Board member Wayne Corey stating that he would contemplate approving smaller tanks if the were placed hundreds of feet apart at the hospital. But not one of them questioned the moving of these tanks from the hospital to the Annex across the street. Abutting Seaview Terrace. Mind Blowing.

Member Margot Carpenter is for the terror tanks. She goes to bat for the tanks several times citing she spent a lot of time online to predict the risks of profit vs our lives. They are not in her neighborhood. For years, Margot has displayed a grunting disorder. I have never commented on that until now as she pushes for public harm again and again. Is she on medications? Is she ill? Is she a danger to the public with City Planner Wayne Marshall- from these 2 meetings alone, a resounding YES!!
Members Wayne Corey and Geoffrey Gilchrest are not in favor, citing it is clearly dangerous and flies under radar. Wayne asks what the radius is for a 30,000 gallon explosion vs. a 10,000 gallon explosion. Dead River, Dick Simpson (with manager Levi Ross) responds the radius is 1500 to 2000 ft, no difference in the gallon differential. At 32:44 minutes in Dead River Dick Simpson states at 5,0000 or 30,000 explosions are at the same rate. Wayne Corey states the he would be open to smaller tanks provided they are spaced 500 ft (approx) apart. Belfast City Planner Wayne Marshall attempts to manipulate the board with offering to find reasons to approve based on history instead of basing it on real time terror. The Board votes to table the tank pending more rhetoric.

Corruption Belfast Maine 4/1/2014 meeting end. Heil Hurley trying to be my buddy, NOT. Heil stumbles when he gets to stating Seaview Terrace was given an agenda. Sham- City Manager Sloscum stating it doesn't matter that this is not a natural outlet... he flipped out on the Tax Assesor Bob Whiteley when he found out Bob showed me the original plans of Seaview Terrace. Because it proves it's not natural That's why he buried them. After he got caught, he claimed he was looking for them. Lying snake. I had requested Seaview to be on an agenda for 6 months. They forced an unrecorded unorganized street meeting in 90 degree heat. City Planner Wayne Marshall and DPW Bob Richards ran the meeting and ran us down. Months later in 11/2011 I scored those plans and went public with them. They put Seaview Terrace on the 1/4/12 agenda (you tube video of that too) and sent in their pit bull, City Attorney Bill Kelly to shut me down. I don't think so he ran away with his tail between his legs.
Sloscum uses tainted language to confuse the public into thinking a dug ditch is a stream. The ordinance states to drain to a NATURAL OUTLET if approved by the City. BAM, not a natural outlet but they illegally, unethically and approve to drown the flood plain, flood zone, 12 family dead end street, private property of Seaview Terrace. Soon to be taken under economic development if we don't get destroyed by the final flood. Take it for nothing, no compensation. Evil creatures.

After 8 months of avoidance, corruption and lies, the public must know that Council IS KNOWINGLY FLOODING THE CITY ENDANGERED FLOOD ZONE OF SEAVIEW TERRACE AND TAKING OUR TAX DOLLARS AND BUYING RECREATIONAL PARCELS FOR MILLIONS AND WILL COST MILLIONS TO DEVELOP...SEAVIEW TERRACE PROPERTY IS DESTROYED BECAUSE OF CITY OFFICIALS.Verbal Planning approvals with residents present are a sham. What the Planning Board approves and what the Planning Manager, Wayne Marshall DOES are night and day. Impossible for the resident to get accountability and resolved.

I had been contacting Dale Rowley, Director of the Emergency Management Agency, Waldo County for assistance. He states he cannot do a mitigation plan- City Hall has to initiate it. I see he will be at this meeting so I speak of saving Seaview Terrace. After I'm done, Mayor Ash has a go at me. Telling me to hire an attorney to speak for me... I tell him, I Don't Think So. When Dale speaks- there is no mention of Seaview Terrace from him or Council. Recently he came back to a meeting (April? May? 2015) after I had sent him a heads up, Seaview may go under if we have a fast spring melt. Trees will fall and a large boulder will drop and block the flow. He told City Council to make themselves responsible to tell EMA how they want emergencies handled. Hurley was all over that, stating he wanted that power. The power to say- let Seaview drown.
I was not correct with the money paid out to the rail trail abutters. I think it was a total of 40k.

Since 2011, I dedicated years for funding through TIF's and mitigation plans to save Seaview Terrace from the 50 years of illegal forced City water slaughter escalating with each development outside of Seaview Terrace, near and far. Years of documentation and City Hall abuse. On 9/4/2014 I had sent emails to City Manager Joe Slocum again asking when Seaview Terrace would be paved and demanding it be paved with roadside drainage according to ordinance and statutes. No response.
Later that day, 9/4/2014 my brother died from cancer in Alabama. His funeral was on 9/8/2014. 2pm update- See below where I marked the 20 ft side setback with yellow tape to prove at minimum my side boundary line has to be 20 ft from my overhang. I bought in 2010 with title insurance. There is no refuting this. She came back today and moved the tape back to her illegal stakes (on MY property) and flipped the card over that stated 20 ft setback to the blank side and stuck it back in the ground. I had to make another sign, leaving the tape where she moved it to. Just in case this is a set up, to claim I trespassed onto her property to put the tape back to 20 ft.
Sign reads "I bought 17 Seaview Terrace in 2010 with title insurance. At minimum. my boundary line per ordinance has a side setback of 20 ft. I placed the 20 + 1ft (for overhang) tape on each corner to prove the wooden stakes placed on my property by 23 Seaview Terrace (Karen Caswell) last month are wrong. She measured 20 ft. from her overhang and is trying to claim the property as hers. Today, 8/28/2016, I watched Karen Caswell move the tape back to her stakes. For those interested in the lot with garage for sale at 23 Seaview Terrace. You must get a survey and clear title. Dr. Caswell was the original owner of abutting property 17 Seaview Terrace (now my hell) since development 1966. Dr. Caswell also owned 23 Seaview Terrace. That garage is almost on the boundary line on one corner on my survey. See survey below. Belfast code is 20 ft side setback.
Two sons inherited the properties with wives, Puzz and Karen Caswell. Puzz, a real estate agent, sold off 17 Seaview Terrace immediately. Belfast began channeling miles of area development outside of Seaview Terrace into Seaview Terrace in sync with it's development and construction of the Route 1 ByPass, late 1960's into the 70's. Epic corruption since. Dr. Caswell and Seaview residents were getting more and more runoff, there was never a "natural outlet" through Seaview Terrace. Belfast City Hall forced an outlet for massive runoff and meltoff and denied it. Blaming it on mother nature. A 1987 investigation by Belfast City Hall engineer, stated the drainage ditches were private properties, confirming a "natural outlet" never existed on Seaview Terrace. Read these emails when City Manager Joe Slocum stepped in to shut me down. He was secure in these lies of "100 year old natural stream" Secure that public documents for the development of Seaview Terrace and the public documents specific to flooding my property by the original owner, Dr. Caswell and 1987 City engineer investigation, all public documents of drainage to and on Seaview Terrace were removed with my request for such in 4/2011. Sloscum thought wrong. Two months after his 9/2011 email. I performed a covert raid on the City Tax assessors office, Bob Whiteley on a hunch that he would be investigating Seaview Terrace after he toured the path of water slaughter to my property the day before. I was right. He had the original development plans of Seaview Terrace on the table when I flew in. Proving a natural outlet never existed on Seaview Terrace. Weeks later Bob Whiteley told me that Sloscum raged to Bob that he allowed me to see these plans.You bet I got a copy of it on the day I stormed Bob's office.
That's when the pit bull stepped in. City Attorney Bill Kelly to speak for the City and sandbag me continuously, to date. I see no sign of imminent danger to your property and as such I can not justify treating this matter as though it was an emergency and push my other responsibilities to the side. The stream itself is about 4 feet deep and about 8 feet wide and was essentially dry. It has the same shape and level of erosion along its banks at every point where I observed it. It is essentially dry and I saw one - one inch puddle in a 100 foot walk that I took through it You identify no damage or threat to your house but you are very upset by the erosion in your back yard. I saw this erosion and while there is some there, the scale and scope of it was far smaller then I imagined from reading your emails.
You have raise multiple concerns and it is very clear that you are extremely focused and upset by both the erosion situation itself as well as the treatment you feel that you have had at the hands of the City in responding to your concerns. Your letter today is indicative of your anxiety and expectation of immediate need for answers which is not consistent with what I said to you on Tuesday. I advised you that I was going to look into this and that it would take some time. I told you that I would attempt to summarize your concerns in the next day or so. That is -I was going to make sure I had a complete list of your questions and concerns. I never said I would resolve all of your issues in a day and a half. I said I would get back to you and I am sorry if 48 hours is worse for you than 36 hours.
When I told you that I would get to the bottom of this and that I would be thorough-you asked me how far I had to go in terms of information gathering to get this resolved. I said right there that I could not see anything-- based upon my visit that day-- that suggested to me that the City had done anything to harm you in any way. I absolutely did see some erosion along the stream bed which in my personal opinion is the same condition I would see along any stream bed and which in my experience such erosion often happens if there is an unusually large storm or runoff like the ones we have had in the last several years. Secondly I told you that would have to go deep into City records to find whatever I could that would help bring all the truth to this issue that I could find. I said that no City record was a secret and I would try to find them and make them available to you. I also reiterated what you said Wayne had mentioned to you previously--- If you feel that the City has in any way caused you damage then please send me a letter or note identifying what you believe to be the extent of your damages and I will be pleased to promptly send your claim in to our insurance carrier who might also investigate this claim and provide their perspective.

5. I have not had the chance to meet with Bob Richards on this matter from Public Works since I met you Tuesday to find out whatever he can tell us about culvert history etc. I will let you know everything I find out. This relates to your concern that the City has taken a series of actions which have unnaturally increased the flow in this stream that you believe is the reason you have some erosion. The stream is about 75 feet behind you house. The only indication of potential City contribution you showed me is a couple of culverts crossing underneath the road which would clearly carry some surface water from the south side to your north side and which if significant in volume would reach the stream by following what appear to me to be human made ditches that run along the westerly line of your property and to along another property uphill and west from you. I did step into the ditch along your property in my loafers and found no evidence of water or even mud in this ditch. I do think we have to ask ourselves where this surface water all went before there was a subdivision? My thinking is that it puddled where flat or ran downhill into the lowest point in this area which upon my inspection is this stream.
6. You told me that all the houses on your street have water issues, This tells me that the ground water is close to the surface so when it rains there is more surface water to address because less can be absorbed. I would expect both groundwater and surface water to work their way into this stream.
7. Regardless, I will inquire about any information the City has about letting people ditch or drain to the stream or of people just doing it themselves. When you told me that your house was nice and dry because you had a good drainage system and sump pump I assumed that since there are no storm drains on Seaview Terrace that your building and property drains also go into this same stream.
7. I do not know what all the rules are for private people sending their surface or ground water into natural streams but I do not think the City is responsible for what private people do. I do think the City has the right to maintain its road and to use its right of way to get water away from the road in order to protect it.
8. Where to from here? Speak with Bob Richards, identify any records we have that you want a copy of and get them to you. Identify anything I can which leads me to agree with your assessment. Presently I am unable to do this and if that is where my review concludes then I will not support the City doing remediation on any private property for harm or damage that we did not cause. I want to speak with the State DEP. They called me likely at your suggestion but I have not had a chance to speak with them yet. I welcome their inspection, input and perspective.
9. Seaview Terrace is a City road and I need to find out how wide our right of way is. The City does have the right to shed water away from its roads to protect them from the kind of damage we saw Tuesday. I may also call the City Attorney to secure his advice.
10. I did not plan on taking any pictures of your stream or your erosion but I am thinking that now that would be a good idea so that we can have a good record of the extent of your concern. I will call and find out when there is a time that will work for you. I am not going to send Ned Lightner based upon what I saw with my own eyes and what a regular camera will readily confirm.
I understand that in not immediately agreeing with your concerns that this is causing you some distress. It may well be that given the intensity of your frustration and concern that I may not be able to meet your expectations.
If you need an answer today as to whether the City will pay or fix the erosion in the back of your yard then my answer would be "No" for all the reasons recited above. If you are willing to be a little more patient then I will continue to investigate for any City activity which makes us liable for you damage.
I will talk to Wayne Marshall about some site visit that he had previously scheduled and perhaps we can make that happen in the next few business days to clear up as much as we can. Next Wednesday I have to attend a family emergency in another state where I plan to stay for a week. After that I have a training conference when I get back. If we can't conclude this matter by Tuesday I will be unable to get back to it until the 29th.

Good afternoon. I regret that I have been away for two weeks because of two family emergencies.
The road could indeed use some work and will be addressed in conjunction with our regular road program which calls for attention in areas about every 10 years. The road has alligator cracking because the ground underneath is wet. The present existence of a couple of culverts underneath the road which transfer some water from the higher land across the street to your land on the North side are an attempt by the City to have the road not act as a dam to the natural flow of gravity and also to preserve the asphalt on the road itself by eliminating standing water on the road edge or underneath it. We have these culverts all over the City and you will indeed find them all over the State.I will ask my Public Works Director, by copy of this email to let us know in what year your road might see some resurfacing. It will not be this year. At this time there are no funds or plans to install storm sewers along your road. We like many municipalities have have many roads without these amenities
My observation suggests to me that the stream behind your house has been there for a hundred years and has acted as the watershed for everything above it including your entire street. The City is not responsible for changes to the land or for the constructions of buildings, the expansions of lawns or cutting of vegetation done by every home owner- including your predecessor which has had an impact on surface and sub surface water in your neighborhood. The very ditch that is maintained between you and your neighbor is a good example of how you and your neighbor channel your water to the stream behind your house that is the natural drainage way. This stream and the water the water your entire neighborhood adds to it, simply goes behind other peoples houses down grade from you and in fact goes right into our City Park where it empties to the Sea. Some of your neighbors across the street want more surface water drained toward your side. The State suggested allowing more plantings to grow and absornb some of the water. The City noted that if we were ever to get involved we would want the neighbors to be cooperative and provide legal easements to the City so our actions are not seen as improper as you have suggested they were in the past.
While I was away I learned that there was a meeting held on site by Wayne Marshall from the City, and we had State DEP representative Chris Cabot there along with a member of our City Council. I understand that you were there as well. To my knowledge-nothing came from that meeting to suggest that the City has somehow caused all this water to be in your area. Since I do not see the harm caused by the City I have no plan to enter upon your property to do any bank stabilization that Mr. Cabot said he would be receptive to permit if requested by the individual neighbors.
It appears that in the past the City crews did indeed enter upon a neighbors property to clear growth from an existing ditch with permission to get water away from the road. As far as I know this is not a City owned ditch anymore than the one which runs along your property.
As for the drainage:
1. I will come and take pictures to document your concern and I will share them with the State. Please let me know whether you wish to be present when I take them . I am presuming that you are going to allow me access through your property so I can do this properly. If this assumption is incorrect please let me know. Otherwise the pictures will be taken next week.
2. I have not seen anything in the erosion or in City practice which suggest to me that the City is responsible for your erosion so there is no practice for us to terminate. I can not and I do not plan on spending City tax dollars to provide drainage controls for private property.

All hidden and with held by Belfast City Hall when I was sold 17 Seaview Terrace undisclosed hell in 6/2010. No streams or water issues were my number one refusal of properties. They filled in the ravine, inspector and agents declared no water, no streams. Nine months later, wild rapid floods came tearing through my yard almost 2 weeks, tearing my property away and into a 4x12 foot ravine. This is all my PRIVATE property drainage ditch. The boundary line is another 2 ft to the left of the yellow tape. All level at purchase with a 2x2 drainage ditch that surrounds my property on 3 sides on my prorpety. Belfast City Hall illegally force channels massive development runoff and snow stock piling all season long (also illegal), meltoff through tiny Seaview Terrace to the bay.
Puzz Caswell told me it was the City flooding Seaview and they won't stop. Which is why she sold undisclosed hell and began the turnovers in the 90's. I filed a complaint with the Realtor Commission and Puzz emailed them and lied beyond belief. Stating that I CAUSED the erosion by ripping up vegetation. Another lie. It was grass, I put the fence up to allow for room to mow. Then she told them I did not get a permit for the fence. Another lie. I did. Thank goodness, Puzz and many agents are back stabbing corrupt with the Realtor Commission. Impossible to win against their unity, power and connections. Instead I expose all I can. 6 years and counting.
Karen Caswell 23 Seaview Terrace that is currently for sale. Karen has been lying about the boundaries. She even called the police on me a few weeks ago for topping a ravine side tree that I had saved with netting and stabilization. It was tipping over from the weight and would eventually fall over with the erosion. I saved it again by topping it myself. It took me 2 days and it was scary and dangerous. Karen had told me that when she inherited the lot, the fir trees were planted on my property, 17 Seaview Terrace. However, the previous owner of my home, Laura Tarpley told me that the Caswell's moved the boundary stakes. Now Karen is claiming that the trees are hers because the garage has got to be 20 ft from her boundary line. She is making her own boundary lines to sell the property. Karen and her family have been tight lipped and difficult since I began questioning boundaries after she called the police on me and Chief McFadden was hot to send it the DA. It was very frightening The original survey below confirms the trees and even the ditch are 17 Seaview. They can't change the boundary line because of the 20 ft setback. There is not 40 feet between my house and the garage.
I went to the Waldo County Deeded Registry and the public deeded files on my property have been removed. The online information reflects the Waldo County Hospital/Annex property instead of mine. It has been corrupted. The clerk sent me to Goods Deeds to see if they could give me their history with Seaview Terrace. The owner of Good Deeds, Gustaa, said she remembered this when they tried to survey the 17 and 23 Seaview Terrace for the estate split. She said the boundaries were not matching, that it was a mess. She said they just took a 20 foot measurement from the garage on 23 over to 17 Seaview Terrace as an informal line for the family. No legal bearing at all.
Below is only a plan. It doesn't measure the needed 40 ft between my house and the garage.
Stakes were illegally removed and moved. I should have 4 capped Good Deeds stakes on my property. There are only 2 now. And they are between 23 and 17 Seaview Terrace. The front stake was moved to compensate for the 20 set back from the garage. After the police call, she dropped the complaint and sent Good Deeds back over to drive in these wooden stakes on my property. At minimum, my boundary line has to be 20 feet from home overhang. I put a note on her stake telling her to remove them today with her yard sale ongoing.

I messaged this on The Belfast Police Departments FB page since Chief McFadden has blocked my emails.This just happened today @ 4pm. Officer Stearns was under the impression that I stopped at the Mobstah Lobstah's Judge Patricia & Johnny Claw Worth III's house. I can drive on any public road. Case closed Judge Mobstah Lobstah.
Chief McFadden sent Officer Stearns to my house to tell me that there was concern when I drive down Cedar St.. I told Officer Stearns that it is a public road, Today, as I drove down Cedar St., John Worth III saw me drive past and began waving at me. I did not stop or wave. I kept on driving. I turned around to drive back to Main St. and he started waving at me again. I did not stop. Seems he was trying to get me to stop. I did not. Seems he called in a complaint against me. Driving down a public road does not constitute harassment. The people calling the police against me are bordering harassment. On Sunday, 2 police were dispatched on another complaint because I was standing on public property with my sign, The police interrupted my conversation with a man to tell me a complaint had been made.

partner, you can get protection under a different law. That law is
called the "Protection from Abuse" statute. You can look at

or get information from any District Court Clerk.
If you are being harassed because of your race, color, religion, sex,
ancestry, national origin, disability, or sexual orientation, you can
contact the Maine Attorney General's office (link is external) at
626-8800 ext.4 to make a complaint under the Maine Civil Rights Act.
If they cannot help you, you can still bring a Protection from
Harassment complaint.

I am working on linking supporting documentation to the post below. It's a big job. As I complete links I will post a * One torture session done. This is only a malfeasance snap shop of the first year with Sloscum stepping in after City Planner Wayne Marshall, City Council Delune, Lee, Sanders, Hamilton, Hurley and Mayor Ash underestimated me. From 4/2011-8/2011, many emails of their malfeasance will be linked on another page. Another day. To date, status quo, never ending malfeasance mounting with stupidity and intimidation tactics through police actions.
You bet they want to make a Sandra Bland out of me. Yesterday, once again, a player called the police on me for peacefully standing and dancing to the Juke Rockets live performance ( with my sign) on the public property SteamBoat Landing, Belfast. Two police arrived and interrupted my conversation with a man that had told me they were rent a cops. One said he hadn't met me yet, told me a complaint was called in, that I had the right to protest, was anyone harassing me?, did I have a cell phone???. Playing good cop while confirming I had video ability.
The man knew this rent a cop. Not a fan. Poor Sandra Bland, the cop used a claim of failure to use a blinker for a lane change where no other traffic was present or witness on a local road. I am healthy, I do not drink alcohol, smoke (anything!) no chemicals, drugs, not on any medications or mental health issues,and not suicidal, I abide the law to the T... just in case officials claim my suicide. Me- dancing and smiling 6 years and counting at every protest. Happy to talk to any that aren't abusive. Happy to continue protesting Belfast corruption for as long as it takes. In this post (8/19/2016-8/21/2016), with Seth Thayer provoking mob mentality, I tried to pick a few of the overwhelming facts of corruption, I have exposed over the years in these blogs. All first hand and not even scratching the surface for sure. To have Seth, like all the other abusive thugs, disgrace me as a mother is clear mental issues in their lives. Tell me Seth, if I were gay, how would disgrace me then? Or would you have a parade for my courage to stand for OUR rights? But you can't, because you allowed yourself to be implicated. Like many in Belfast. Ashamed of yourselves for selling out for personal greed. Comedians make light of situations with humor. I do that all the time. I have to or I'll crash. The reality is deadly.
The list is long as I keep chipping away at the 60 year Belfast corruption that began for me with the illegal water slaughter wipe out to my property in 4/2011. By 11/2011, Jim O'Connor (running for Mayor at that time) convinced me to go public after several tearful conversations for help. I told him how dangerous that would be for me, he said I had to do it if I wanted a chance at saving my home from City Hall. He lost the election, I was of no use to him anymore. In fact, he ran the Belfast Celtic Celebration where his friend has harassed me every year. Telling me to get out. This year he even called the police. I ignored them and kept walking with my sign. Keep on walking.
I began blogging to document the corruption, after a year of local to state government Hall Walls thought they broke me. From the start, I documented all through emails. I have volumes that are unpublished. Basic requests for public information resulted in pages of threads, rhetoric and manipulations of FOIA. Including basic extortion by City Manager Joe Sloscum. He stated in one meeting that when he came on as CM in 2007, he was impressed with the history and organization of records. And set out to destroy them.
My requests were for basic storm drainage paths/sewers, final site plans draining to private properties, zoning conditions for site removal of plow-able snow, the 1965 development and drainage history of my small, dead end, in-town City street, Seaview Terrace and a 4 year accounting of attorney's fee's, consultation fee's for capital projects and lawsuits. The City does work on private property and denies it. I proved they did illegal work on private properties on Seaview Terrace that sent accumulating water to my property. Slocum kept denying it. Then had to admit when I gave written proof. But stating it was 8 years prior (7 year statutes) which it was not. At that time in 2011, it was just 2 years. And stating it was done to protect the road. A lie. The work was no where near the road, on Karen Caswell's property. Hello. The one that called the police on me a few weeks ago.

Real estate agent Puzz Caswell (owner of my home in 1990- Dr. Caswell original owner) Puzz sold it in 1990 and told me that the flooding to Seaview Terrace is the City's doing and they refuse to fix it. Then she backstabbed me with my complaint to Realtor Commission. Emailing to report that I was responsible for the erosion, lying that I had pulled up vegetation that would have saved the property from the water slaughter. Also stating that I did not get a permit for my fence. I most certainly did and proved it. Realtor Commission is filthy corrupt. I have documentation above and beyond of real estate corruption. No matter. They dismissed my complaint stating I should have done a "more exhaustive search" of my tiny private property drainage. 23 Seaview Terrace is still owned by Karen Caswell and up for sale again. Tree's on her boundary were falling on my fence after a heavy snow in 2014. I called her to fix it. She never called back and just left it. Many months later, I see her and she tells me that the trees aren't hers. Telling me that when it was subdivided, they did it so the trees would be on my parcel. The virtual "line" is skewed to allow for her garage to be 20 ft from my property. Eyeballing the goods deeds stakes- she saw some of the trees may be hers. Weeks later, she brings her forester relative to eyeball the virtual line. These are 3 stinking fir trees out of 20?, not even a foot in diameter. I'd have taken care of it if they were mine. Finally, he saws them off.
A few months ago, another tree I had save from the erosion was tipping over and needed trimming. Eyeballing the stake, it looked like it was on my property.I wished it wasn't because it was dangerous for me to top it off. Tying myself to the tree, 15 feet up, with a rusty hand saw and a drill. It took me 2 days. The top fell onto Karen's property at the ravine. Her lawn guy could still mow the grass area if he came, I didn't move it that day. Two days later he came and I told him that I was sorry that I hadn't moved it yet. I needed help and would get it out that week. He didn't care.
The next day, cops were at my door. Karen called Chief McFadden to complain criminal charges for topping the tree!!! Holy Shit, WTF is wrong with these people. I call her, get the machine again, she doesn't return my call. The story is long as she evades me. I go to the Waldo County Deeded Registry to see the 1990 subdivision by Good Deeds. It and all documents to these properties have been removed. The clerk is not offering any replacements and sends me to Good Deeds. I go. A woman by the name of Gusta at Good Deeds says she remember this sub division. Stating that it is a mess, the survey doesn't match the property. She said they sub divided by taking a measurement of 20 ft from the garage to become Karen Caswell's property. Karen drops the charges and sends Good Deeds back over to do an informal wood staking down the virtual line.
City wide surveys are corrupt, final site plans/ public documents are stolen or with held, unknown ordinances written and amended by corrupt City Attorney Bill Kelly (CA Kristin Collins equally corrupt) continually. Sealed with loophole language to be interpreted by the City Attorney and corrupt Judge Worth to benefit the corrupt... shhh, don't tell, we're all in this together. Sell Belfast as a dream. Then then turnover your nightmare to another. Agents and City Hall love that. Webbing implication. No way, not me.

Corruption Belfast Maine 4/1/2014 meeting end. Heil Hurley trying to be my buddy, NOT. Heil stumbles when he gets to stating Seaview Terrace was given an agenda. Sham- City Manager Sloscum stating it doesn't matter that this is not a natural outlet... he flipped out on the Tax Assesor Bob Whiteley when he found out Bob showed me the original plans of Seaview Terrace. Because it proves it's not natural That's why he buried them. After he got caught, he claimed he was looking for them. Lying snake. I had requested Seaview to be on an agenda for 6 months. They forced an unrecorded unorganized street meeting in 90 degree heat. City Planner Wayne Marshall and DPW Bob Richards ran the meeting and ran us down. Months later in 11/2011 I scored those plans and went public with them. They put Seaview Terrace on the 1/4/12 agenda (you tube video of that too) and sent in their pit bull, City Attorney Bill Kelly to shut me down. I tracked the miles of outside water forced into Seaview Terrace and drew my on map in 11/2011 after CM Sloscum stating no information was available. Below this is more documents I uncovered on covert raids to City Hall and luck. They lock these documents up tighter than a gnats ... Proving a natural outlet NEVER ran through Seaview. At development- that ditch was dug but the developer McLeod prior. Ethan Andrews, Village Soup Republican Journal reporter stating it was a road. From McLeod's trailer park on Lower Congress St!!!

I commented on this article on 8/19/2016. Again Belfast player Seth Thayer chose to provoke by commenting on my comment. He has done this for years. Recently, my politeness ran out. He showboats his gayness, marriage, opinions (over 2,000 in the Bangor Daily News) like the drama queens that entertain us to no end. Loving the attention and then using it as a defensive gay card. To each his/her own, my home is open to all that respect and practice honesty. Seth chooses to disrespect me and takes personal issue with me. For standing for OUR rights as Americans. Picking and choosing who gets support to stand for basic rights is hypocrisy. Forgive me, I can't resist anymore. I am giving it back to him. Trust me, I am biting back much more. So much material, it's torture.
