The Seaview Terrace area is in the Residential 1 zoning district.  Attached is the official zoning map.    My apologies for my error of June 9 in which I stated it was in the Residential 3 zoning district; a short term brain cramp. 
I also note that I sent you email messages back on April 4, 2015 (included a map) and again on May 26, 2015 (included attachments with City zoning standadrs)  in which I noted that the Seaview Terrace area is in the Residential 1 zoning district. 
Further, if you go to the City website, under the Assessor tab and click on aerial maps and property data, you can load a map theme that will identify City zoning for every property in Belfast.  
Again, my apologies for the inadvertent error.

The city tax maps effective 2015 also state Seaview Terrace is residential 1.

You sent an email to Tod Rosenberg, CEO at 11:15 am on June 9 and posed 3 questions to him.  Mr. Rosenberg forwarded your questions to me.  I offer the following responses. 



1.  The zone for Seaview Terrace.  -  Response:   Seaview Terrace is in the Residential 3 zoning district. 

 2. The ordinance resident front yard parking for a single family dwelling with a single driveway.  -   Response.   The Chapter 98 Technical Standards identify parking requirements for single family residences.   Section 98-242 requires that all single family residences have 2 on-site parking spaces (Applies to all zoning districts with exceptions for some areas in the Downtown Commercial zoning district).   Section 98-247, which the City amended in June 2016, identifies where such parking can occur.   I have attached a copy of Section 98-247.      

 3. Resident parking on the City street of Seaview Terrace.   Response.  Seaview Terrace, like most streets in Belfast, does not prohibit on-street parking.   Thus, persons (residents and non-residents) can choose to park vehicles on the street .

Belfast Police Chief Mike McFadden has silenced my you tube video's. I just saw him drive past my house and glare at me. I'll keep trying this one video of 90 and contact you tube. Fixed it. I am sure McFadden is accessing my computer. He has done this for 7 years with his TWC brother-in-law. Freezing my tower, losing my blog completely... Nevertheless... I persist.

11:57 am McFadden silenced my video's again. Even my hard drive where I have the video's on windows media. This video was hacked by McFadden too. I told Officer Rolerson for the 2nd time that I wanted a protection order after Mark Cameron stated again that he was going to take my boat. I told Rolerson that was a threat. Rolerson said no it wasn't. He then told me to stop talking. Then he questioned the variance of my fence. Which I got a permit for. Yesterday I was driving through downtown Belfast, cop passed me going the other way, he pulled an illegal U-Turn, riding my tookus- I was about to pull over to video him. He turned off. He did the same thing, same area to John. We be squeaky clean. Back off fuzz.

Incredibly, I have never googled Belfast Police Chief Mike McFadden. After all he has done to me, I was shocked to read Peter Taber's comment. Peter is well known and respected for his activism and honesty. McFadden's brother-in-law is the local Time Warner Cable tech that comes to your home and accesses your computer for internet issues. He has been at my house many times and it was by coincidence that I linked them. They are not happy about that. The brother in law did McFadden's job for him and surely more insider information. Belfast is dirty and paints clean community. Sells undisclosed hell and has state wide support to punish and abuse residents that expose their dirt.

After I spoke at my last Belfast City Council Meeting, 9/2015- I received 2 anonymous sexually threatening letters. I didn't trust Belfast Police Chief Mike McFadden, he is pro- City Hall Wall. I think the letters are from City Council Mike Hurley. Maybe the Chief was in on it too with his porn history.I gave the letters to Waldo County Sheriff Trafton. He was sympathetic but said he could not help me at this time. I asked him to profile City Council Mike Hurley, I should have included McFadden. No matter, no funds for my threats, only for the threats to the 1% and players.

A sad choice. This knuckle-dragging thug doesn't have any trouble lying shamelessly if he thinks it might gain a conviction. His father, a longtime Belfast police officer who merited wide respect, must be spinning in his grave at how his son turned out. Of course, take this opinion as you might. I was only a police reporter for over 40 years, can hardly be called a cop-hater, and yet I witnessed first-hand how low-down he has behaved.

Part B – Protection from Harassment 1. What is harassment?  Three (3) or more acts of intimidation, confrontation, actual or threatened physical force by the defendant, made with the intention of causing fear, intimidation, or damage to personal property, and which do in fact cause fear, intimidation, or damage to personal property; or  A single act or course of conduct constituting a serious criminal act, such as sexual assault, terrorizing, kidnapping, aggravated assault, arson, or violation of privacy; or  Violating or interfering with the plaintiff’s constitutional or civil rights.

 How is a protection from harassment case started?  In most cases, the plaintiff must show that law enforcement has issued a notice to the defendant to stop the harassment (sometimes called a cease-harassment notice) before starting a protection from harassment case.  You are not required to file a copy of a cease-harassment notice if the Harassment Complaint for Protection from Harassment (PA-006) (Harassment Complaint) is based on sexual assault, stalking, or another serious criminal act.

Part B – Protection from Harassment 1. No special relationship between the plaintiff and the defendant is required.  If someone with whom you had or have a relationship has abused you, you may file a Complaint for Protection from Abuse (PA-001). See Part A of the guide. 4. How is a protection from harassment case started?  In most cases, the plaintiff must show that law enforcement has issued a notice to the defendant to stop the harassment (sometimes called a cease-harassment notice) before starting a protection from harassment case.  You are not required to file a copy of a cease-harassment notice if the Harassment Complaint for Protection from Harassment (PA-006) (Harassment Complaint) is based on sexual assault, stalking, or another serious criminal act.  You can also ask the court to waive the cease-harassment notice if you have a good reason for requesting a waiver of notice. 17  To have law enforcement issue a cease-harassment notice, go to your local police department or sheriff’s office and report the harassment. Get a copy of the cease-harassment notice and submit with your Harassment Complaint. In some situations, simply reporting the harassment to law enforcement will stop the harassment. 5. Which District Court should the plaintiff go to?  You can go to the District Court location where you live, where the defendant lives, or where your business is located. A list of District Courts can be found at: www.courts.maine.gov/maine_courts/district. 6. Fees  There is a fee for filing a Harassment Complaint unless the Harassment Complaint is based on abuse, stalking, sexual assault, the dissemination of a private, sexually explicit image without consent, or sexual trafficking. The clerk will give you information on what the current fees are. In addition, a schedule of fees can be found in Administrative Order JB-05-26, available online at: www.courts.maine.gov/rules_adminorders/adminorders.  If you cannot afford the fees, you may request a waiver from the judge. The clerk will provide an affidavit for you to file to request a waiver. 7. Tips for filling out the Harassment Complaint  See Part A.7. 8. Can a plaintiff get a temporary protection from harassment order?  Yes. The plaintiff must show that he or she is in immediate danger of physical abuse or extreme emotional distress. If the plaintiff is a business, the plaintiff must show that the business is in immediate danger of suffering substantial damage as a result of the defendant’s actions.  A temporary protection from harassment order may prohibit the defendant from some or all of the following: 1. Threatening, assaulting, interfering with, harassing, restraining, or otherwise disturbing the peace of the 18 plaintiff or the plaintiff’s employees; 2. Entering the plaintiff’s residence or property; 3. Taking, selling or damaging property owned or partly owned by the plaintiff; 4. Repeatedly, and without reasonable cause, following the plaintiff; being at or near the plaintiff’s home, school, business or work; 5. Having any direct or indirect contact with the plaintiff; or 6. Destroying, transferring or tampering with the plaintiff’s passport or other immigration document in the defendant’s possession.  See Part A.8 for additional information on the process for getting a temporary protection order. 9. When will a final hearing be held in a protection from harassment case?  A final hearing in a protection from harassment case will be scheduled at the earliest available date, but unlike a protection from abuse case, does not have to be scheduled within 21 days. 10. Service on the defendant  The Summons, Harassment Complaint, and additional forms that were submitted to the court must be served on the defendant before a hearing can be held.  Generally, the District Court clerk will give the plaintiff copies of the papers to take to the police department or the sheriff’s office to be served. There is a fee for service unless the Harassment Complaint involves domestic or dating violence, sexual assault, stalking, dissemination of a private, sexually explicit image, or sexual trafficking.  As with a protection from abuse case, a final hearing will not be held until the defendant has received official notice of the case (been served). See additional information on service in Part A.11. 11. Rights and responsibilities of a defendant in a protection from harassment case  A defendant in a protection from harassment case has the same rights and responsibilities as a defendant in a protection from abuse case. See Part A.12. 19 12. Scheduling a final hearing in a protection from harassment case  The clerk will schedule a final hearing on a protection from harassment case after the judge has signed a temporary order for protection.  If the judge has decided not to issue a temporary order, a hearing on a final hearing may still be scheduled.  The defendant must have received notice (been served) prior to the final hearing date. A final hearing will be scheduled at the earliest possible date. See Part A.14 and A.16 for other information related to a final hearing. 13. Orders by consent (without a hearing)  The court may work out an order by consent in a protection from harassment case the same way as in a protection from abuse case. See Part A.15.  The court may also explore settlement options with the parties or require mediation to enable the parties to settle the case without a full court hearing. 14. What happens in a final hearing?  If a final hearing is held, the same process applies as in a protection from abuse case. See Part A.16. 15. What relief can be included in a final protection from harassment order?  A final protection from harassment order may prohibit the defendant from some or all of the following: 1. Harassing, threatening, assaulting, interfering with, attacking or otherwise abusing the plaintiff or the plaintiff’s employees; 2. Entering the plaintiff’s property or residence; 3. Interfering with or destroying the plaintiff’s property; 4. Repeatedly and without reasonable cause: following the plaintiff; being at or near the plaintiff’s home, school, business or work; 5. Having any direct or indirect contact with the plaintiff; and 6. Destroying, transferring or tampering with the plaintiff’s 20 passport or other immigration documents in the defendant’s possession.  A final order may also require the defendant to pay money to the plaintiff for losses suffered as a direct result of the harassment. Losses are limited the following: 1. Loss of earnings or support; 2. Reasonable expenses incurred for safety protection; 3. Reasonable expenses incurred for personal injuries or property damage; 4. Reasonable moving expenses; and 5. Damages related to the return or restoration of the plaintiff’s passport or other immigration documents and any debts of the plaintiff arising from the sex trafficking relationship.  The judge can order the defendant to pay court costs and/or reasonable attorney’s fees.  The judge can in the alternative order the plaintiff to pay court costs and/or reasonable attorney’s fees, but only if the plaintiff loses the case and the court decides the Harassment Complaint was frivolous.  An order can specify any other relief that is necessary and appropriate. 16. How long may a protection from harassment order last?  Up to one (1) year. 17. What if the defendant violates the protection from harassment order?  If the defendant violates the protection from harassment order, he or she may be guilty of a Class D crime and may be subject to arrest, fine, or contempt of court (if the defendant fails to pay money damages ordered by the court). See Part A.19 for additional information on what to do if a defendant violates a protection from harassment order.

Chief McFadden and Officer Rolerson,

Please advise of this  4th request (2 requests to Officer Rolerson verbally documented on youtube and my blogwww.boycottbelfast.blogspot.com , email below dated 7/8/2017 to both of you and the 4th time now) for my protection order effective 7/8/2017 against the threatening bullies/family trust of 23 Seaview Terrace. Mark Cameron came back at 5 pm, trespassed AGAIN onto my property and stated he would be back on 7/9/2017 to steal my boat. To date he has not stolen my boat.

This morning, the grand daughter of B.O. Cameron came back to 23 Seaview Terrace and I motioned for her to leave. She did. However, she is now in violation of the protection order that was effective verbally (2 times) to Officer Rolerson on 7/8/2017. Please press charges against her.

Furthermore, below is an email from Gusta Ronson @ Good Deeds stating that the survey she did for the Caswells for 23 Seaview Terrace does not have any legal bearing.  Gusta also told me that the survey she did for the estate of Dr. Caswell in 1990 to subdivide my property, 17 Seaview Terrace and 23 Seaview Terrace could not be done because 23 Seaview Terrace violates the Belfast ordinance in 1990 for 20 ft side set back. There is NOT 40 ft between the eaves of my home and the garage eves on 23 Seaview Terrace. The 1990 survey for my property, done by Gusta and confirmed by Gusta, is also falsifying records, stating on the survey that it was recorded in the Waldo County Deeded Registry, volume 1408 page 165. It was not. Please press charges against Gusta Ronson. All documentation is linked to that email, below dated 10/28/2016.

On 7/7/2016, Gusta sent 2 of her employees to my property. They measured 20 ft from the eaves of the garage @ 23 Seaview Terrace trespassing INTO MY PROPERTY on 17 Seaview Terrace and drove wooden stakes into my property as I was standing right there. Please press charges against Gusta Ronson for trespassing onto my property and bullying.

Weeks later, I was trimming a tree on MY PROPERTY and then owner of 23 Seaview Terrace, Karen Caswell called the cops on me. Two cops came IMMEDIATELY and harassed me. They stated that YOU, Belfast Police Chief Mike McFadden was going to send the report over to the DA to PRESS CHARGES AGAINST ME. You, Belfast Police Chief Mike McFadden refused to respond to my MANY requests for a copy of that report and the status of the illegal charges that you wanted the DA to press against me. Bullying, threatening, the list goes on, too many to list over the 7 years that you have been trying to threaten me, break me and frighten me into silence. Disgustingly using my children as pawns. What charges should be pressed against you, Belfast Police Chief Mike McFadden? PLEASE ADVISE ASAP.

I have also included pictures that I took today of my vessel and my belongings on MY PROPERTY.  I have come before ALL of Belfast City Council and Belfast City Manager Joe Slocum for 7 years and counting @ meetings, volumes of emails (copying you until you blocked me) with no response, not a care, all continuing the threatening of my life, my children and my beagles to date. What charges should be press against them? PLEASE ADVISE ASAP.

Right now, B.O. and Penny Cameron are here trespassing on my property YET AGAIN! Please press charges against them for violation the protection order and trespassing. I have video documentation requesting them to get off of my property. B.O. refuses.

I understand that this issue is consuming to you.  To answer your demands— The surveys we do for individuals are their property and it is their decision what becomes of the plans and research.  It is not up to outside parties to determine if they should be recorded or not.  You can take that up with the Caswells.  When you came to my office I tried to show you the reasoning as to why the Caswells redefined the line between their 2 contiguous lots in hopes that would help you understand the genesis of the line.  The subdivision lots were never monumented by Mr. Archer.  Finally, we were not the recipients of Mr. Archer’s papers.  You could call his family and see where they might have ended up.

Dear Gusta Ronson,

On 7/7/2016, Good Deeds came onto my property at 17 Seaview Terrace and placed wooden stakes on my property. I came to see you with the Good Deeds  survey, dated, 7/24/94, job #A9449, Estate of John A. Caswell, M.D. Property, stating Waldo County Registry of Deeds, Volume 1408-Page 165 that does not have the seal. I had just come from the Waldo County Registry of Deeds where they stated that this survey is not recorded in the Waldo County Registry of Deeds. You told me that you remembered this and that the readings were a mess.  

You stated that for the attached 1994 survey that I showed you was the actual standard survey where Goods Deeds simply measured the required side set back of 20 ft from the eaves of the garage on 23 Seaview Terrace and drew a new boundary line from that. However, that encroaches into my property side set back of 20 ft. as required by ordinance. Therefore, the survey is not a legal divide and could not be recorded into the deeded registry. 

1. Per the Registry, please submit to the Waldo County Deeded Registry, for the new boundary line between 23 and 17 Seaview Terrace  the original mylar and one copy (with seal) that was approved by Belfast City Hall to be the new boundary lines for 23 and 17 Seaview Terrace. If it never was official (then a variance would have had to be approved and clearly was not) please remove the wooden stakes that I witnessed and photographed, that were placed on my property by Good Deeds on 7/7/2016 and done without my permission.  Please advise of which actions you will take immediately. 23 Seaview Terrace is for sale and boundary resolution was needed prior.

2. Please advise if you have taken on the documents after the 2/18/2016 death of surveyor C.K. Archer, Palermo, Maine. If so, I am requesting the sealed original plans by CK Archer, March 1965, re: Plan of Wendell MaCleod Housing Development, Belfast Maine (I have a copy with the seal given to me by then Belfast City Tax Assessor, Bob Whitely.  City Manager Joe Slocum also confirmed, that I have on you tube at a City Council meeting, that this plan is the true registry plan. Joe Slcoum stating he was looking for it for months, while Bob Whitely told me that Joe flipped out on him for giving me these plans. I brought them to another City Council meeting, documented on youtube and City Council Roger Lee, Mike Hurley and City Manager Joe Slocum again confirmed these original plans as true and stating they had already saw the originals. They did not return them to the registry to date and the registry needs the original and told me to request it from Good Deeds.  My copy is also attached. Please advise if you have CK Archer's documents and the original of the copy I provided in the link below and if you do, when they will be received by the Waldo County Deeded Registry.
