1. Maine Fuels
A. Friday,12/3/21, approx. 3:30 pm via phone, Sharon at Maine Fuels said Don was out on a call and would give him my message that the furnace was not turning on, that I have not turned it on since May, and that I will pay for Don to get the furnace on. He has not responded.

B. Below Chuck Ransoms email is an email with Dana at Maine Fuels where I had to send him a picture of water leaking from a connector Don had replaced that was leaking. He had replaced 2 wrong connections above the furnace that were not leaking. He said he should have asked me to send a picture so he knew where it was leaking. Dana then asked me to send a picture and I did. After they replaced those corroded connectors it was leaking a little bit. They came again and tightened a part. It stopped leaking and Don said to call him if any further problems. Here we are. 

Don and his crew of 2 came each time to complete several visits to replace a motor and connections. The furnace is original from 1967 but Don said he would replace it as he could fix it
and the space was so small, replacing would be very difficult.

Don replaced the thermostats with un- programmable cheap units per CHIP he said. Pictures of thermostat and repaired furnace are above.

In the email to Dana, I asked for a fill. I also called Sharon prior for the fill and she told me $150 of my Liheap benefit was being returned to Liheap because that portion had to be used by last May.

Liiheap never informed me of time limits and then corrupted this current benefit to cut benefit by more than half. Liheap Compliance denied my appeal. I was never sent the yellow application sheets given regardless of numerous requests to Liheap.

The 10/2021 fill was only filled to 3/4. Maine Fuel has been my oil supplier for 10? years. Don said I am a good customer. I did not know that Maine Fuels did Liheap furnace work. Joanie had sent an unknown man to clean my furnace the first time I used CHIP 3? years ago. He didn't tag it and just cleaned it. Joanie said the thermostats would be replaced but began ignoring my requests after we had a lovely meeting at my house around Christmas. She had said my tree was the nicest she had seen and that Liheap benefits from replacing old units by getting more federal funds.

After that visit and inspection, Liheap/CHIP became hostile and unprofessional as even just this thread proves. Leaving me without my furnace working is life threatening.

2. Chuck Ransom

His unprofessional email is not true and he is scaring me. My phone number changed in October and was not on file with Liheap/CHIP. He knew he would reach me via email as that is my communication history and on file. 

Had he emailed me for an appointment at my home, I would have professionally handled this. I save oil and do not use it unless below freezing is constant winter. I layer up as well.

Belfast USPS did not knock on my door for your certified letter. I was home and got that letter immediately from my mailbox. I saw the green perforation where the card was missing from. Protocol for certified mail is 2 attempts for signature and then I must go to the post office to retrieve with the notice. 

For all these reasons with proof, I cannot sign the completion statement nor trust any further communications from Chuck Ransom or Belfast USPS. 

I request Liheap Compliance to respond to this life threatening need for my furnace to work via this email thread only.

Laurie,

First of all, We are not required to inspect the work in-person. Maine Fuels certified to the agency in their report that the work was completed and that they left the system completely operational.  Joanie (Who is no longer employed here) would not have told you to wait until I come to inspect the job before you turn your heat on... That just isn’t realistic at all. The agency has made multiple attempts over the last 7-8 weeks to contact you to complete the “Statement of Completion” but you don’t ever answer your phone and there is no voice mail.

 

I decided to go to your home and get the papers signed in-person on November 20th. Your front door was wide open and I knocked on the storm door repeatedly. You did not come to the door, then I waited in your driveway for another 5 minutes before I left. I also left a business card in your door asking you to contact me which you have not done until yesterday.

 

Since I wasn’t able to obtain a Statement of Completion from you in that manner, I was advised by Maine Housing to send it to you via certified mail which was sent on 11/21/21.  You refused to sign the return receipt but apparently you did receive the document since you have mentioned it in  your previous email.

 

Now you claim that you have no heat and that it hasn’t been working since Maine Fuels worked on it. Well, it has been below freezing for some time now and we never received any communication from you that your heat was not working. Why didn’t you contact someone back in the freezing November weather? I also trust Don when he tells me that the system was left on, in complete working order.

 

This agency has made every good effort to help you but it seems as if you will never be satisfied. You have created a situation that could easily be resolved if you were cooperative. I cannot in good faith authorize any more work on your boiler until you take care of the outstanding work that has been completed by signing and returning the completion form. The completed work needs to be payed for, and by refusing to sign you hold that payment up. It is a substantial amount and we cannot afford to just write this off.

 

I have spoken with Maine Fuels and they know that if you call them to go out there, you will be responsible for the cost of the service call.

 

I am mailing the “Customer survey” to you, an oversight when I mailed the completion document.  Please resolve this matter so that you will be eligible for other services in the future.

Don, Joan, and Chuck,

 

I have been waiting to turn on my furnace until Chuck Ransom came to do inspection as Joanie advised. After all this time, I received a statement of completion from Chuck this week with a stickies on it stating completed on 9/21/21.

 

No physical inspection is being done and I did not receive #4, the Client Satisfay card. It has been so difficult and abusive trying to get my benefits and gave up trying. No full benefit because of application corruption, no heat pump or weatherization as Joanie advised would be done. I am in fear.

 

I cannot sign the completion form without the survey card as I must acknowledge receipt of this in #4. Plus, the furnace isn't working. I have not used it at all.

 

Don- I switched the thermostats on today. It is 45 degrees on both thermostats. I set the temperature to 60 degrees and neither is working. The furnace is not going on.

 

Please advise via this email when you will be here to get the furnace on.

I hope you are ok. I got the application and have concerns. Stickers telling me not to date the applications and having me sign the statement of completion form now.

 

Previously, I dated the applications as required and did not sign and date the completion form until after completed.

 

 

The forms I received are:

CHIP Consent

Declaration of Assets Affidavit

Statement of Completion

 

We spoke briefly about my Liheap benefit was cut in half but I was never sent the approved application with these corrections made. Most concerning us where Liheap changed my answer from yes to no for:

1. Does your primary fuel tank supply only your dwelling? YES

 

Can you email me the final approved completed application reflecting correction of errors? Perhaps the primary fuel tank supply only for my dwelling was not corrected. Perhaps my 18,200 yearly alimony income was not corrected either. I was never sent the yellow completed application as always given before. Plus the 4 month delay from call to phone application and then errors and no response are concerning with such a huge cut in benefits and difficulties in receiving answers.

I was totally unaware of the fact that you needed additional work.  This is all after Maine Fuels said that your job was completed.   You never called here and I cannot issue a PO if I don’t know what is going on.  IF you expect WCAP to pay for work then all work has to go through here as it is quite a process as you know.

As far as I know Don from Maine Fuels has completed your job.  The PO was issued July 5, and he had to wait for parts.  I am waiting for a call back from Don as to whether or not he is finished as he has already submitted an invoice for completed work.
