Too find out, all the rules of ethics, Maine Real Estate Commission, connected property inspectors, all the information requested by the buyer to the agent, all subject to corruption. Spring melt- no doubt there was water flowing through the property that was not when I drove 500 miles to see properties in 12/2009. I had a lot of choices, rejecting all that had water issues.streams, etc. Water was my #1 refusal.

They out did themselves. Filled in the ravine and planted grass (In 9/2009 from NJ I began lining up showings for 12/2009.) They knew my dangerous situation, knew I was paying cash, knew I had to stay under all radar to begin again in safety and privacy with my children and destroyed my life for a couple of thousand in commission and $400 for the property inspection corruption. No stream, no water, best value in town, dropping another 10k, nothing is selling, they railroaded me to Seaview Terrace. Minsister Tarpley the seller, also in on selling hell. Minister Perkins of the UU Church equally corrupt. Sam told DJ Brown not to report the illegal City forced runoff from miles and miles outside of Seaview Terrace forced channeled into the private properties of Seaview Terrace. My property is the last private property in the enormous forced channeling to take it all. City Hall denied it after it came ripping through my property 9 months after I had moved in. April 2011, just when the inspection was done the year prior. They must have filled it in again before I crawled to Belfast in 6/2010 believing I had made it out to paradise, against all odds.

Sam Mitchell and the corrupted are scum. So much scum in Belfast overpowering the pure. I didn't survive this long to be overpowered by more scum. Sam was with Town and Country then, now Masilello Group. Still owned by super crook, Earl Black. Earl had his attorney offer me $7500 to shut up in 2012. Shove it. Sam is now under the protection of Johnny and Judge Worth. Judge Worth is corrupt in court as well, documented first hand again. It's been non-stop. Here's another new listing to "See Town" for zoning. Streams don't have to be disclosed either, even if you have it writing to the agents that you do not want streams or any water issues. My complaint to the Maine Real Estate Commission was dismissed, stating I should have done a MORE exhaustive search of my private property drainage swale. An in-town property, 1/3 acre including the house, the worst illegal City Hall water slaughter property in Belfast. All reports, emails, Commission dismissal, pics, etc. documented in this blog too.

Listed on 7/15/2016 (don't even trust listings that list the code. City Hall will lie to you too. Even it you get it writing. They will tell you at that time it was correct, but was since amended. Their defense of lies is endless. Protected by the connected corrupted collars in the enormous scum pond. Maine Real Estate Commission is aware of this as well. BELFAST, Maine — City Planner Wayne Marshall would like Belfast residents to know with absolute certainty that the city is not planning to seize anyone’s property by eminent domain.
Then, he would like to invite all residents — including the ones who have told him they are worried about this potentiality — to bring ideas and concerns to the upcoming public hearings on proposed amendments to the zoning ordinances.
“It is best to focus on what reality is,” he told city councilors Tuesday night at a regular meeting, in which some residents did express their fears about the proposed changes.
He said this week that the Belfast Planning Board has been working for about 18 months on the code of ordinances that will help guide growth in the city. The changes were sparked by the city council’s 2009 adoption of a future land use plan, which included policy changes but did not codify the policy into law.

Here is where I am cornering City Manager Slocum, a full time job for 6 years. The amount of hours and tax payers dollars in to cover the corruption and do the corruption is sky high. Slocum refuses to respond to my FOIA for attorney/engineers/consultation fees. So does City Council.

City Council is not voting on the Comprehensive Plan until fall 2014.

4th request- On 6/18/14 The planning board voted to reverse the proposed rezoning of Seaview Terrace to R3 .

However, per FOAA from 6/6/14 mandates response to ascertain how the proposal to rezone Seaview Terrace to R3 was approved by the planning board in the first place.  For clarity- respond specifically to #1 & #2.

1. Respond via email today- Members of the Belfast Planning Board approving PROPOSAL to rezone residential Seaview Terrace to R3- Healthcare and Housing. (Advise to all recipients on this email) 

 2. All the information provided to "persuade" the Belfast Planning Board to approve the proposed change to rezone Seaview Terrace to R3, Healthcare and Housing. Per Maine State Law Comprehensive Plan cited below,

  Pg 263 "LANDOWNER AGREES PRIOR TO A ZONING AMENDMENT, TO PERFORM CONDITIONS NOT IMPOSED ON OTHERS IN THE SAME ZONING CLASSIFICATION.”

Pg. 267 "A PLANNING BOARD, WHICH IN MAINE IS GENERALLY COMPRISED OF LAYMAN, MUST UNDERSTAND, BE PERSUADED AND APPROVE ANY PROPOSED CHANGES IN THE PLAN. The procedure is further complicated and delayed by the statutory requirement that “that the public shall be given and ADEQUATE opportunity to be heard.”

 This is my final response to you on your letter of June 6th that I responded to previously
The Planning Board did not make the decision to call your area R#3. That recommendation was made by the Belfast Comprehensive Planning Committee and adopted by the City Council after multiple public hearings There is a Memo from me to the public explaining the roles of the Comprehensive Planning Committee, the Planning Board and the City Council on the City Website that may be of assistance to you.. There was no Zoning Change to the uses authorized on your street. The recommendations from the Comprehensive Planning Committee ( which is  a different group than the Planning Board) and which were reviewed and revised by the City Council as Policy statements are all in a sizeable document dated October 13th and 27th of 2013.  Both the Comprehensive Planing Committee and the City Council had public Hearings on these recommended policies. Wayne Marshall advises me he specifically sent the portions of that large document relating to this issue to you. If you wish to inspect the whole document you can make an arrangement to come in and do so. Contact Manda in my office so we can schedule a time.
So the Planning Boards responsibility here is to review these policy recommendations found in the Oct 13 and 27, 2013 Document and to put specific language to these recommended policies. They may recommend something different if they believe they should. Since none of their recommended efforts to put language to these policies is back before the City Council I do not know what their ultimate opinion is on any of these issues.
I understand that you believe that you are relying on the law that you quoted to me. In my opinion this law has nothing to do with implementing a Comprehensive Plan.
Finally I will never be in a position to identify and show you all the information that persuaded anyone about anything.
 I am not able to read minds. The document quoted above is my response to you. I will be ignoring any further emails that recite seventh request or eighth request. This is my answer- my last answer- to these  questions.

7/15/2016- This is the official zoning map prior to the fall 2014 City Council Comprehensive Plan Binder Ordinance vote done over several meetings in September and October. Unknown to the public what was voted through in those binders. Since then, many City Council meetings voting to amend the unknown ordinances voted through in 2014. Below this map, after constant pressure from me to update the City website with the official zoning map including real estate agents and Maine Real Estate Commission (participating and supporting listing corrupt zoning codes, detailed below) another official zoning map was published on the City website. However, that is corrupt, stating it is only official basically on May 5, 2015.  It states through May 5, 2015 but does not state the begin date. Because the listings I have copied list a host of different codes proving corruption.

Next is applying the  Maine Law that I was lucky to find online in 2014 and copy it. Since then the link has been removed. No doubt City Manager Joe Slocum called the Maine Municipal hotline and told them to disable that link IMMEDIATELY. Too late Joey, I got it.  According to the law, an entire zone moves together into a new zone with public consent. The yellow area is the old R2 zone and includes my street, Seaview Terrace abutting the blue HthC zone. The R2 zone abutts the R1 zone at Condon St and Salmond St (intersected by Northport Ave).

In the summer of 2014, public hearings were held to propose the R2 zone to merge with R1 and become the new R1 zone. Except for Seaview Terrace and Wight Street. They proposed moving us into R3. I discovered that illegal attempt early, in the spring of 2014. I protested immediately (detailed below) and Seaview Terrace was later proposed to become R1. Wight St was still proposed to become R3 and to my knowledge the Wight St residents never were asked if they agreed to the zoning of R3.

Seaview Terrace aka Gaza Strip is that little portion inside the R3 (Healthcare and Housing) zone. It states we are in the R1 (residential) zone. On 5/5/2015. Officially it has no bearing. The secret ordinances are the official bearing. Amendments unknown, all in favor of economic development. Take. 


Today ( 3/19/2016) I found on the City website, an attempt to sequester ordinance/zoning corruption. My blog contains the specific real estate listings with intentional corrupt zoning codes since voted in secretly through binders and vague reference beginning in fall 2014. The Comprehensive Plan was adopted in 2009 and the corruption of it is thick.  I have been unable to get the City Manager and City Planner to update the City website with the official zoning map since 2014. But now, I've got the Worth network in the cesspool. Judge Worth and her husband John Worth are into it all, real estate, healthcare, shipping channels... Lobstah Mobstah's. City Manager Joe Slocum and City Planner Wayne Marshall have just posted this official unofficial zoning map. Note the manipulation. The actual seal does not state Official Zoning Map published March 2016. This box written by City Planner Wayne Marshall (proven corrupt, liar, with holding public documents/information, master of rhetoric and dangerous behavior traits when cornered) is the loophole that nothing is official. The Maine Realtor Commission and Attorney General go with the flow of Belfast corruption. Been there, everywhere, no official left un-turned. I made sure to cover them all. All cover up. Holding City Manager Joe Slocum accountable to respond to the zoning code for these 13 properties is only one step. Slocum states he makes mistakes after he has been caught. He doesn't want to get caught this time and attempts to pass it off. No. Slocum's ordinance rhetoric for not updating the City Website with the Official Zoning Map is manipulation.

Below is proof of several listing properties in the prior R2 being changed to R3 after 12/2015. Others changed it to See Town, etc.  Without the official zoning map, it is anyone's call. The fact that the zoning was voted through in 2014 and still with held from the public is corruption.

Over the 6 years Belfast City Hall threads of rhetoric and abuse to my basic requests for public information could tapestry the United States of America. With all those I have cc'd in this one thread for public hearing corruption, site corruption and zoning corruption, I am sure they are busy drafting ordinances of more manipulation.

Is it possible to make the old R2 read as R1 with buried ordinance exceptions for each street? The written loop hole ordinances that force the public to hire an attorney to lunch with the City Attorney Bill Kelly to manipulate the ordinance to the benefit of the City. This recently played out with prior City Council and attorney Roger Lee. Bill Kelly and City Planner Wayne Marshall told the Planning Board to cherry pick sentences within the building code ordinance to allow for expansion for a building owned by real estate agent Alan Wood. Offensive to neighbor, Roger Lee's view from one of his windows. Roger has been a key player in the corruption in City Hall. But don't mess with his view. He challenged the ordinance right away. Making a mockery of  City Hall. City Hall has nothing to lose- Kelly adores the billable hours to tax payers. Ditto with defending attorneys. Both secure in knowing Judge Patricia Worth will be the final decision for the City. Except Roger is an attorney and as Alan Wood stated, will take it to the Supreme Court. The City held firm to their manipulation of the ordinance and Alan Wood pulled out. No expansion.

Since the 2014 still secret zoning ordinance binder-gate votes, I copied the real estate listings in the old R2 zone. On my street, Seaview Terrace alone, 4 properties went up for sale AFTER the zoning was voted through. With 3 different zoning codes- "hltcr", "R2", and "R1". The listing agents take the 5th. Michelle Ridley (awarded 2015 Belfast Citizen of the Year by the Chamber of Commerce, Realtor and President of MidCoast Realtor Council) takes the 5th and refers me to the "expert" for the true zoning. Belfast City Manager Joe Slocum. He responds since 2014 with more stalling that Seaview Terrace is R1 and he will update the City website official zoning maps when he can get around to it. To date, he has not gotten around to it. But my children and I are increasingly threatened and denied basic rights to private property and education. Documented details.

I have amassed details of old R2 zoning MLS real estate listing corrupt zones or vague zones. Agents selling corrupt zones to the innocent, thinking they will be raising their children or retiring in strictly residential neighborhoods. Agents drooling at the corruption turnover as the innocent find out they have been sold hell. This predates the current zoning corruption. It began getting filthy when City Council Mike Hurley came to town in the 80's to turn Belfast into Helfast.

December 2015 I emailed the corrupted listings to the Maine Realtor Commission Director Karen Bivins and Deputy Director Jeffrey Hills. We have history- they corruptly dismissed my complaint of Seaview Terrace real estate listing corruption that I detailed since 2009 and included selling me hell in 6/2010.

With that, the details prove they are refusing to commit and write in email the correct current zoning of 15 listings in the emails listed in last weeks posts on my blog. All were in the old R2 zone (and there are more than 15- including listings on Fahy St and Huntress Ave and wrong zoning . Listing codes are ridiculous- "see town", "12", "res" , "r2", "r1"... All the old R2 are to read R1 according to the summer 2014 public hearings by City Planner Wayne Marshall.

The MLS listings are NOT public documents. With my complaint, the Commission, my council and real estate agent Mary Mortier, ALL area agents, refused to give me prior listings on Seaview Terrace where a "stream" was disclosed. Stating insurance reasons. The Commission had their attorney send me a letter stating I would not get those listings. My listing did NOT disclose a "stream".

I would have refused it and they knew it. The property inspection done in April 2010 by DJ Brown Property Inspector, supervised by real estate agent, Sam Mitchell did not report my private property ditch AT ALL. Town and Country now Masiello Group was the listing agency for 17 Seaview Terrace. Bill Ingersoll- listing agent, Jan Andrews- my agent, Sam Mitchell- all agents for Town & Country. Earl Black, owner tried to shut me up in 2012 with 6k. No.

I've posted recent emails where I have the Commission cornered to advise of the zoning. They are trying to send me back to  Belfast City Planner Wayne Marshall and Belfast City Manager Joe Slocum to confirm the true zoning codes for the 15 listings... Oyyy Veh.

Maine Realtor Commission Deputy Director Jeff Hills states that he will have the agents update the listings and that City Planner Wayne Marshall confirms that the official zoning maps need to be posted on the City website...guess after this gets out, maybe he will or most likely he will post more City website confusion on top of that mess.

Belfast City Hall Website May 2014 Yellow area is the prior R2 boundaries. Whole zones move together into another zone with residents approval. R2 was told in the public hearings that we would be merging into R1, except for Wight St. and Seaview Terrace proposed to go into R3 Healthcare and Housing. That's when I gave proof of Comprehensive Plan Maine law that they can't do that. We all move together. Real estate listing zoning codes in this area since the vote are all over the place on purpose to deceive. All codes should reflect R1. One of the properties is a planning board member- Wayne Corey. 6 Penobscot Terrace Belfast Maine listed since 2014.

Corey's listing has changed agents, making the listing look new. Regardless of the deception, it has continually listed as R1 (was prior R2). Therefore ALL should be R1. City Manager Joe Slocum refuses to identify correct codes for 13 properties through out the old R2.

HEALTH CARE & HOUSING”
Goal: To provide an area in which health care facilities/offices and professional offices are recognized as a primary use, and to establish this area near Waldo County General Hospital.
Past, Current & Future Use
Waldo County General Hospital and the many physician offices that have developed near the Hospital are now the prime uses in this area. The Hospital underwent a significant expansion in the late 1990’s and continues to expand. It is one of the key reasons people, particularly retirees, from other areas in Maine and other states choose to live to Belfast. Other health care facilities, such as the Tall Pines Rehabilitation Center and Mid-coast Mental Health Services are also located in this area. The Hospital likely will remain a key part of the City’s fabric and it is important to allow reasonable opportunities for the development of new health care related facilities, particularly offices for physicians who want or need to be located near the Hospital. It is noted that these active uses generate considerably more vehicular traffic than residences, and such traffic could adversely affect the desirability of the area for future housing development.
While the Hospital is the primary use, housing remains a significant type of development in the area. Sea View Terrace is a long established urban neighborhood, and single-family residential housing remains the predominant use on Wight Street. Publicly supported housing, such as Penobscot Terrace, Coastal Enterprises, and Huntress Gardens, also is located in this area. While the City believes much of the current housing will remain, in the longer term, more of the current single family houses likely will be converted into professional offices, and some of the limited amount of available land may similarly be used for offices. The City believes it is appropriate to allow new housing in the area, and there is a limited amount of land along Wight Street to accommodate such, but it wants current and future residents in this area to recognize that a health care office or facility likely could become their neighbor.
The main goal for this area is to allow uses that support the delivery of health care services. Thus, it is important that the City ensure that other types of nonresidential uses, such as retail and non-health care service providers, not be permitted in this area. The City now allows such uses in many areas of Belfast, and the limited amount of land in this area is too critical to the primary goal to encourage other types of nonresidential uses.
The City views this area as a critical ‘Growth Area’ to support health care operations and facilities for Belfast and all of Waldo County. The area also can support limited amounts of residential growth.

2) Front setback (structure) for offices, health care facilities, and other permitted nonresidential uses of 25 feet with appropriate landscape buffers.
3) Side setback of 15 feet for residences and 25 feet for offices and other nonresidential uses, with appropriate landscape buffers required for nonresidential uses.
4) Rear setback of 15 feet for dwelling unit and 5 feet for detached accessory structure to a residential unit, and 25 feet for offices and other nonresidential uses, with appropriate landscape buffers required for nonresidential uses.
Major Changes Compared to Current Requirements
  1. This is a new area that replaces the current Health Care District, and includes a portion of the area that is now in the RES-2 zone. The goal is to ensure there is a targeted area within the by-pass in which offices and health care facilities are permitted, and at the same time, greatly reducing the amount of area in which such uses are now allowed. The current Residential II and Residential Growth zoning districts allow professional offices and health care facilities anywhere in the districts. It was deemed that this approach creates a potential for conflict with a number of residential areas, and that this approach results in office uses being scattered through-out the community rather than concentrated near the Hospital.
  2. Potential use of variable front setback requirement in limited areas.
  3. An increase in the amount of side and rear setback requirements for nonresidential structures; 15 feet is increased to 25 feet.

1) Encourage extension of sidewalks, particularly on Wight St. Wight Street should be a high priority for new sidewalk construction.
2) Encourage extended pavement shoulders for main streets so such can also serve as bike lanes. The City has created this type of pavement shoulder on Northport Avenue, and a similar type of pavement shoulder could be appropriate for Wight Street.
3) Encourage planting of street trees.
4) Examine how stormwater is managed through-out the area. City often lacks adequate stormwater facilities. This is a significant neighbor-to-neighbor issue and could hinder the development of professional offices in the area. Relying mostly upon on-site stormwater management is both expensive and land consumptive for many uses.
5) Consider establishing better quality performance standards, particularly with respect to requirements regarding landscaping, lighting and noise, with the intent of minimizing the amount of conflict between nonresidential uses and residential uses which often are located side-by-side. Past concern has been raised at Planning Board public hearings regarding operations at Waldo County General Hospital.

I am responding to your May 29 email to Sadie Lloyd, Assistant Planner.  I am the Department staff member that is working with the Planning Board to prepare Ordinance amendment associated with implementing the adopted Future Land Use Plan and all communications with our Department regarding this project should be directed to me.  I also have sent a CC to all persons that you indicated in your email.
I have attached the pages you requested from the adopted Future Land Use Plan for the proposed Residential 3 zoning district.  This Plan was adopted by the City Council.  You are welcome to stop by the office to review a copy of the complete adopted Plan if you would like.  It is too large of a file to email.  I also have taken the liberty of  providing you the current requirements in the adopted Zoning Ordinance for the Residential II zoning district, most of the current standards were adopted in 1985.  
Also, as Councilor Mortier indicated in her May 27 email to you, the City Planning Board will soon be conducting public hearings regarding the proposed Ordinance amendments.  All hearings will be held at the Troy Howard Middle School cafeteria.  Interested persons can offer comment at the hearing or submit comment in writing or via email.  The Planning Board is responsible for preparing language for the proposed Ordinance amendment to implement the policy direction in the Future Land Use Plan.  The Planning Board will make recommendations to the City Council and the Council will conduct additional public hearings on the proposed Ordinance amendments.  Only the Council, at the City's legislative body, has the authority to adopt Ordinance amendments.     
The dates of the Planning Board hearings are:
Proposed Residential 1 zoning district     -     June 25
Proposed Residential 2 and Residential 3 zoning districts - July 2
Proposed Downtown Commercial and Waterfront Mixed Use zoning districts - July 8
Our office will be sending notices to neighbors of the upcoming hearings in the respective zoning districts 14 days prior to the respective hearing.  As such, we all will be posting information on the City website 2 weeks in advance of the respective hearing.  As such, the notice to neighbors for the proposed Residential 2 and 3 zoning districts will be sent by June 18, and all information for these areas will be posted on the City website by that same date.
I note that our Department is continuing to prepare amendments to the draft proposals to reflect direction provided by the Planning Board and that we will not be posting the specific Ordinance amendment proposals until such are complete because we want to ensure that the information provided to the public reflects the actual recommendations of the Planning Board, and not a draft document that may not contain all accurate information. 
Lastly, I will not be in the office next week so I will not be responding to any emails during that time.

The Belfast Comprehensive Plan, the upcoming Public Hearings on Proposed Land Use Changes (Zoning) - and you.

Municipalities across Maine are encouraged by the State through various financial and other regulatory incentives to periodically (every 10 to 14 years) develop what is called a “Comprehensive Plan”. The idea is for local people to look at almost a dozen different aspects of their communities- including transportation, recreational , public health and safety, economic development - and yes ” Land Use”. The idea is to foster Community growth and well-being by providing a structural outline to make sure that the future plans or goals of that community are developed in a “comprehensive way”.
The process starts out with the Council appointing a Comprehensive Planning Committee of citizens who conduct meetings, gather and review data, listen to experts and discus amongst themselves how best to lay out goals, recommendations and action plans for the future. Belfast appointed such a Committee and they met for several years and eventually delivered their “recommendations” for the future on these dozen or so topics to the City Council. The Comprehensive Planning Commission and the City Council conducted separate Public Hearings on the Commission’s recommendations.
The Comprehensive Plan is no more than a series of recommended policies and themes.  It creates no requirements whatsoever- other than the expectation that the goals or proposals will be further evaluated and put through a public process for further consideration and POSSIBLE adoption. It is very common for something to initially look great on paper but later be completely discarded once it was evaluated by the public process of implementation.  Normally it can take a Community almost 10 years to “implement” the Comprehensive Plan, just about the time it takes to consider developing a new one.
Keep in mind is that at any time in this long process, recommendations can be significantly changed, ignored as irrelevant or discarded altogether. The Comprehensive Plan offers only general guidance on where the community may want to be in the future -and it encourages further assessment as those themes and goals are more intimately evaluated over the ensuing years in the “Implementation Process.”
The Belfast City Council accepted the recommendations of the Comprehensive Planning Commission and then spent more than a year to specifically review the recommended goals, policy or theme changes to the Land Use Ordinances. The Council, sitting at that time, adopted or modified or changed some of those many Land Use recommendations. When the Council was done they still only had a series of recommended policies, goals and themes.
To put these goals under the microscope the Council imposed upon the Planning Board, who are called upon throughout the year to know and apply our Land Use regulations, the task of drafting these goals, policies and themes into real language. During that intensive dialogue, as the Planning Board examines these issues very close to the bone- they may make a different recommendation on some of these issues.
When the Planning Board is comfortable with its draft recommendations, they publish them to the Community and they provide an opportunity for public comment upon them. Soon many people in Belfast will be getting letters in the mail notifying them about the public hearing that impacts their neighborhood.
Our goal is to give the public the ability to examine the proposed changes before the Hearing (on the web and personal inspection at City Hall), and also to give a presentation on these proposed changes at the actual Hearing.  After the Planning Board has conducted these Hearings they will fall back and reconsider their draft recommendations.  When they are done they deliver their recommendations to the Council.
The Council will review the Planning Boards recommended language and they will also note where the Planning Board made different recommendations than the Council was originally supporting. This is a process where there is continuing thoughtful participation and discussion. The Council will decide if it needs to make any alterations to the Planning Boards recommendations before they conduct yet another set of Public Hearings on what the Council seems willing to support. The Council can accept or modify any recommendation or the language of any recommendation.  At the end of those hearings the Council will fall back and decide whether they wish to make further changes.
Eventually the Council will make a decision on what to adopt and what not to adopt. It’s hard to get everyone on the same page but we will do our best to make this a fair and clean process.

11/1/2015- After 20 odd years as the Belfast Tax Assessor, Bob Whiteley told me in 2012 that the Comprehensive Plan would be devastation to many residents. He was giving me a heads up on his way out. Thank you Bob. The mental beat down never broke me because I knew. The "Plan" was adopted in 2009 and hush, hush to the public. Committee's formed for appearance of public involvement and transparency. In executive sessions, City Council was groomed for the real plan in private packed binders. That is how they voted the zoning through in 10/2014?. No specifics, City Council voted the ordinances as written in the binder, over several meetings. 

Belfast City Officials (Planner Wayne Marshall, Manager Slocum and City Council- Roger Lee, Nancy Hamilton, Eric Sanders, Mary Mortier and Heil Mike Hurley) began manipulating public information for intown zoning changes in Spring 2014. My street, Seaview Terrace and Wight Street were targeted as bait. They proposed that Seaview Terrace and Wight St would not move with the rest of R2 into R1- strict residential.The R2 at this time would allow for medical offices. The rest of the old R2 was proposed to go into R1. STOP RIGHT THERE.

Below, I found online, Maine Law stating that the municipality cannot section out private properties into a different zone from the rest of the private properties. Unless that private property/neighborhood agrees to be sectioned out. Otherwise the entire zone moves from the old zone code (R2) into the new zone code (R3). If the public does not stop it before City Council votes it in, it's a done deal.City Manager Joe Slocum is a prior attorney and City Attorney Kristen Collins came from the Maine Municipal Alliance as an attorney. She knows this law like Liar Liar Pants On Fire.

This is their charade. All of the old R2 is R3 and City Hall refuses to update the City website. The real estate agents know it, I've been watching listings in the old R2 since. Zoning's listed on the listings are corrupt. According to City Manager Slocum, Wight St is the only R3. All other listings in the old R2 must read R1. They don't. The agents manipulate them and when caught, they refer the public to City Hall. Plenty of proof right here.

 (in the yellow R2 section prior to the secret binder vote in 10/2014 that is still not public on the official City Website-go to "City Government" down to "Planning and Codes- and to the right will be the mess of the Plan to confuse the public in 2014 and still not udated regarless of request after request with City Manager Joe Slocum stating he will get to it when he can.

Regardless of what they email me, it has no official bearing unless it is official on the website.Slocum and Marshall have given me fraudulent document after fraudulent document as well as discouraging other requests through basic extortion- wanting money up front to begin researching here, there, anywhere for basic stormwater drainage in my area, that may in the end be unattainable!! This has been since the beginning in 2011 when wild rapid tore through my new home, where no stream or water issues were disclosed. That was my number one concern. 2/16/2016 Below sent 8th request to City Manager Joe Slocum for zoning (since 2014- I have requested this at least 50 times. For City Hall Officials to refuse and abuse.) Maine media protects Belfast corruption. Bangor Daily News and Free Press will not post my letters advising the public of zoning corruption.

In the email below, I cornered City Manager Joe Slocum again to simply state the correct zone for 13 properties. All should be R1 as the public was told again and again in the summer 2015 public hearings for the old R2 zone. In this email, I copied as many businesses and players as I could find email addresses for. Slocum writes on 2/5 (below) that he will respond in 2 weeks to advise of this simple zoning code. Listings have been corrupt (see below) agents refer questions to City Hall, evading responsibility. They have Judge Worth in their illegal legal arena. Slocum refuses to respond, his 2 week wait time is ludicrous and buying time. Tomorrow is the 8th request and also the City Council meeting.

Under #2 C below you will see what the Council who reviewed the Comprehensive Planning Committee's recommendations sent to the Planning Board for their consideration and review. It is the recommendation of the Council for the Planning Board to review, consider, draft into ordinance or propose to change. When you ask what drive the Planning Boards thinking I would say that it is this document. The Planning Board is free to recommend something else if they wish to. Again what is listed below is my response to your inquiry.

This email is to conclude my responses to you on your requests of June 6th and June 13th.
1. The Section of the Belfast Comprehensive Plan that deals with your neighborhood dated October of 2009 was sent to you by Wayne Marshal in association with communications between you and City Council member Mary Mortier. This document is the genesis of the current proposals to amend the Zoning Ordinances in your neighborhood.
2. Last Friday the City posted on its website the following:
A. - The Current Proposals from the Planning Board on their recommendations for Zoning Changes in all Districts, including yours. It contains the list of permitted uses for each District and the Dimensional Standards for each district. Yours is R-3. The only thing missing is the boundary details and we are trying to get that on line ASAP.

B.- The existing Zoning for each District- including yours
C. The entire text of all Council recommended Comprehensive Planning Land use changes.
Again there has been no change to your neighborhood to date and the Hearings before the Planing Board are scheduled for your District on July 2, 2014.
I believe that these documents supply all the information that you have requested. As they have either already been sent to you or they are available on line there will be no need to photocopying and the associated charges.

The Planning Board did not make the decision to call your area R#3. That recommendation was made by the Belfast Comprehensive Planning Committee and adopted by the City Council after multiple public hearings There is a Memo from me to the public explaining the roles of the Comprehensive Planning Committee, the Planning Board and the City Council on the City Website that may be of assistance to you.. There was no Zoning Change to the uses authorized on your street. The recommendations from the Comprehensive Planning Committee ( which is  a different group than the Planning Board) and which were reviewed and revised by the City Council as Policy statements are all in a sizeable document dated October 13th and 27th of 2013.  Both the Comprehensive Planing Committee and the City Council had public Hearings on these recommended policies. Wayne Marshall advises me he specifically sent the portions of that large document relating to this issue to you. If you wish to inspect the whole document you can make an arrangement to come in and do so. Contact Manda in my office so we can schedule a time.
So the Planning Boards responsibility here is to review these policy recommendations found in the Oct 13 and 27, 2013 Document and to put specific language to these recommended policies. They may recommend something different if they believe they should. Since none of their recommended efforts to put language to these policies is back before the City Council I do not know what their ultimate opinion is on any of these issues.
I understand that you believe that you are relying on the law that you quoted to me. In my opinion this law has nothing to do with implementing a Comprehensive Plan.
Finally I will never be in a position to identify and show you all the information that persuaded anyone about anything.

Clearly, the about face to reverse rezoning Seaview Terrace to a new zone 3 was because I caught City Hall breaking Maine State Law procedures for Comprehensive Planning . It doesn't get any clearer than this:

I want this to be clear as Councilor Roger Lee stated in the last meeting (7/1/14) that my neighbors speaking against the rezoning was effective. It was catching City Hall breaking the law that was effective. Case Closed.

Holding City Manager Joe Slocum accountable to respond to the zoning code for these 13 properties is only one step. Slocum states he makes mistakes after he has been caught. He doesn't want to get caught this time and attempts to pass it off. No. Slocum's ordinance rhetoric for not updating the City Website with the Official Zoning Map is manipulation.

Below is proof of several listing properties in the prior R2 being changed to R3 after 12/2015. Others changed it to See Town, etc.  Without the official zoning map, it is anyone's call. The fact that the zoning was voted through in 2014 and still with held from the public is corruption.

Over the 6 years, Belfast City Hall threads of rhetoric and abuse to my basic requests for public information could tapestry the United States of America. With all those I have cc'd in this one thread for public hearing corruption, site corruption and zoning corruption, I am sure City Hall officials are busy drafting ordinances of more manipulation.

Is it possible to make the old R2 read as R1 with buried ordinance exceptions for each street? The written loop hole ordinances that force the public to hire an attorney to lunch with the City Attorney Bill Kelly to manipulate the ordinance to the benefit of the City. This recently played out with prior City Council and attorney Roger Lee. City Attorney Bill Kelly and City Planner Wayne Marshall told the Planning Board to cherry pick sentences within the building code ordinance to allow for expansion for a building owned by real estate agent Alan Wood. Offensive to neighbor, Roger Lee's view from one of his windows. Roger has been a key player in the corruption in City Hall. But don't mess with his view. He challenged the ordinance right away. Making a mockery of  City Hall. City Hall has nothing to lose- Kelly adores the billable hours to tax payers. Ditto with defending attorneys. Both secure in knowing Judge Patricia Worth will be the final decision for the City. Except Roger is an attorney and as Alan Wood stated, will take it to the Supreme Court. The City held firm to their manipulation of the ordinance and Alan Wood pulled out. No expansion.

Since the 2014 still secret zoning ordinance binder-gate votes, I copied the real estate listings in the old R2 zone. On my street, Seaview Terrace alone, 4 properties went up for sale AFTER the zoning was voted through. With 3 different zoning codes- "hltcr", "R2", and "R1". The listing agents take the 5th. Michelle Ridley (awarded 2015 Belfast Citizen of the Year by the Chamber of Commerce, Realtor and President of MidCoast Realtor Council) takes the 5th and refers me to the "expert" for the true zoning. Belfast City Manager Joe Slocum. He responds since 2014 with more stalling that Seaview Terrace is R1 and he will update the City website official zoning maps when he can get around to it. To date, he has not gotten around to it. But my children and I are increasingly threatened and denied basic rights to private property and education. Documented details.

I have amassed details of old R2 zoning MLS real estate listing corrupt zones or vague zones. Agents selling corrupt zones to the innocent, thinking they will be raising their children or retiring in strictly residential neighborhoods. Agents drooling at the corruption turnover as the innocent find out they have been sold hell. This predates the current zoning corruption. It began getting filthy when City Council Mike Hurley came to town in the 80's to turn Belfast into Helfast.

December 2015 I emailed the corrupted listings to the Maine Realtor Commission Director Karen Bivins and Deputy Director Jeffrey Hills. We have history- they corruptly dismissed my complaint of Seaview Terrace real estate listing corruption that I detailed since 2009 and included selling me hell in 6/2010.

With that, the details prove they are refusing to commit and write in email the correct current zoning of 15 listings in the emails listed in last weeks posts on my blog. All were in the old R2 zone (and there are more than 15- including listings on Fahy St and Huntress Ave and wrong zoning . Listing codes are ridiculous- "see town", "12", "res" , "r2", "r1"... All the old R2 are to read R1 according to the summer 2014 public hearings by City Planner Wayne Marshall.

The MLS listings are NOT public documents. With my complaint, the Commission, my council and real estate agent Mary Mortier, ALL area agents, refused to give me prior listings on Seaview Terrace where a "stream" was disclosed. Stating insurance reasons. The Commission had their attorney send me a letter stating I would not get those listings. My listing did NOT disclose a "stream".

I would have refused it and they knew it. The property inspection done in April 2010 by DJ Brown Property Inspector, supervised by real estate agent, Sam Mitchell did not report my private property ditch AT ALL. Town and Country now Masiello Group was the listing agency for 17 Seaview Terrace. Bill Ingersoll- listing agent, Jan Andrews- my agent, Sam Mitchell- all agents for Town & Country. Earl Black, owner tried to shut me up in 2012 with 6k. No.

I've posted recent emails where I have the Commission cornered to advise of the zoning. They are trying to send me back to  Belfast City Planner Wayne Marshall and Belfast City Manager Joe Slocum to confirm the true zoning codes for the 15 listings... Oyyy Veh.

Maine Realtor Commission Deputy Director Jeff Hills states that he will have the agents update the listings and that City Planner Wayne Marshall confirms that the official zoning maps need to be posted on the City website...guess after this gets out, maybe he will or most likely he will post more City website confusion on top of that mess.
 
Some agents have changed their zoning listings that were the old R2 zone.
TWO OF THOSE LISTINGS HAVE BEEN CHANGED TO ZONE R3 (HEALTHCARE AND RESIDENTIAL) IN THE PAST 48 HOURS. PER THE 2014 PUBLIC HEARINGS THESE LISTINGS SHOULD READ ZONE R1(STRICTLY RESIDENTIAL) . CITY HALL OFFICIALS LIED TO THE PUBLIC IN THE PUBLIC HEARINGS.

In your 12 requests as you have listed them, you tell me that I will find the proposed Site Plan for the hospital annex attached to your communication. You also reference a Zoning map or a portion of a map that I can not read. The Plan that you have sent to me is covered by your notes so I am unable to confirm or deny whether or not that was indeed the proposed Site Plan.

Regardless I can tell you that there clearly is an approved Site Plan for this project and you may see it and inspect it by setting up an appointment through my office.

You also indicate that when this project was presented to the Planning Board that your specific written comments were not read into the record. You are correct we usually do not read comments. We did however provide a written copy to each member of the Planning Board for their personal review.

You indicate that the project cut down trees that this was not proposed specifically to the abbuters. I have no direct knowledge of this. I do know that the State DEP inspected the Site and the area where the trees were cut for this development and found the work as consistent with the approved Site Plan and State Law.

You indicate that the blasting was never proposed in the site plan. The City doesn’t really have jurisdiction over blasting. It is a State regulated process and we don’t control it or regulate it. It is also my understanding that DEP did in fact visit the site and found that the blasting procedures used were compliance with State regulation and in keeping with the approved Site Plan.

Your letter then turns to the status of having accurate zoning maps on the City’s website.
You are correct they are still not up-to-date.

I have made arrangements to have a Special Notice posted on the Web Site Zoning Ordinance and the maps that you refer to. This notice  will recite  that these documents are not accurate and up-to-date  and under a continuing process of revision. The notice will then refer the reader to a different portion of the City’s website where these updated documents will be there for all to see. It takes a lot of work to change the text of the  Ordinance on the Web site and is easier, for now, to post a Notice as described above and locate the more accurate information on a different part of our Web Site.
The Zoning Ordinance is long and we are not ready to put all the changes up as the Planning Board is still working its way through the changes recommended by the City Council in its adoption of the Comprehensive Plan. We always knew that this would be a multi year effort. That is the quickest technical way we can respond to your complaint is with the posting of the notice and the insertion of  more up to date information. I hope to have this done soon.

You have listed once again 14 Properties  where you want me to state what the proper Zoning designation is for each of them. You made this same request on December 22,24,28,29,Jan 1,6th, 7th,8th and 14th. It was sent to multiple people- including me. I wrote you back on December 30th saying:

Mary Mortier, City Council, has asked that I respond to an email that you sent to her in which you requested information regarding current zoning for 14 properties in Belfast.  I have reviewed the Official City Zoning Map which was amended by the Council at its meetings of October 7, 2014 and October 21, 2014 (further amendments to Downtown Commercial zoning district only).     I have listed both the zoning designation that is now in effect pursuant to amendments adopted in October 2014, and the zoning designation that was in effect prior to the October 2014 amendments.  I also have attached a copy the Official Zoning Map, as amended in October 2014.

1.      46 Ocean St. Belfast Maine.   City identifies this property as Map 36, Lot 103.   Current zoning designation is Residential 1 zoning district.  Property, prior to October 2014 amendments, was in the Residential II zoning district.   
 2.     14 Durham Circle Belfast Maine.   City identifies this property as Map 36, Lot 165.  Current zoning designation is Residential 1 zoning district.  Property, prior to October 2014 amendments, was in the Residential II zoning district.

Belfast town officials confirm that zoning information available on their website is in the process of being updated as a result of changes adopted in 2014 and, as such, may be unreliable.  They suggest that their offices be contacted for current, accurate information.  I will ask each real estate agency with property currently listed for sale in Belfast to review the information they have published and make appropriate corrections.

9th request 2/17/16 (total request for old R2 zoning is over 50 since 2014 to Belfast City Manager Joe Slocum forcing me to cc above) Delay has cause for concern. Original request from 2/3/2016 requires additional dates. This is outrageous and all those cc'd should be supporting the innocent and abused.

City Manager Joe Slocum must identify the correct zoning for these 13 properties as of 2/3/2016 and again with the zone on the response date. Written next to each property.

 Thank you for your inquiry. I spoke to Wayne Marshall and he advised me that he has sent you  the Map showing that Seaview Terrace is R-1 three times.
Seaview Terrace is R-1. I do not know how to be any clearer to you than this. If maps on line are not current I will look into when I can  and if you are correct then we will get to that when we can.
 I have tried to help you in the past but I will no longer be sending information to third parties at your request.
I will be reviewing your request further, including securing a copy of the map that has been sent to you 3 times. You will get a further response form me withing 10 days. That will be before or on February 24th.

Above is the current official zoning map on the City website, dated 4/10/2014. R2 is not even identified.


City Manager Joe Slocum must identify the correct zoning for these 13 properties as of 2/3/2016 and again with the zone on the response date. Written next to each property (example- #7. 45 Seaview Terrace Belfast Maine Zone R1 as of 2/3/2016 and R1 as of ??/??/????(response date).



City Manager Joe Slocum must post the official zoning for these 13 prior R2 on 2/3/2016 and on the day City Manager Joe Slocum responds. In the summer 2014 public hearings the R2 zone would merge with the R1 zone. The R2 zone public applauded. Clearly, if the R2 zone would have been proposed to go into R3 (Healthcare and Housing) the public would have petitioned to move into R1.

Belfast City Manager Joe Slocum,


In 2 weeks, you will have had another City Council meeting with an executive session for further corruption of zoning. It will take 1 minute to write the correct zoning as of 2/3/2016 next to these properties. THEY SHOULD ALL BE THE SAME-MERGING INTO R1 AS WE WERE TOLD IN THE SUMMER 2014 PUBLIC HEARINGS. Updating the City website should have been done immediately after City Council voted it through the zoning for the old R2 in the fall of 2014 through that enormous binder of unknowns and who knows what amendments since.



Your most recent refusal to identify the correct zoning for these properties and officiate the zoning map on the City website was in 12/2015. My first request for the official zoning was in 2014 and you refuse. Your time is up.

Below you will find the proposed site plan for the Annex, given to me by Mike Hogan at the public hearing meeting. At the next meeting, I submitted my concerns via email below. My concerns were never read to the Planning Board. Sadie Lloyd, Belfast City Planner Assistant mentioned it as an email from an abutter, not one concern was read. The Annex is underway with a plan that was not proposed to the public. A few weeks ago, the slaughter of trees in wetlands, that was NEVER proposed to the abutters, took place. The clearing is enormous- over an acre. During this, abutters found a notice from Maine Drilling and Blasting that blasting would take place shortly. Offering to come into our homes to predetermine preexisting conditions to deny damage to our homes. Blasting was NEVER proposed. I contacted DEP project manager, Beth Callahan. Beth explained an abutter disaster final approved site plan that was not the plan below. I wanted specifics and she hung on me. City Council Mary Mortier had and has zero concern for the residents on Seaview Terrace, her ward. Mark Biscone, CEO/President of Coastal Area Health that includes the Annex, refuses to respond with the final approved site plans. Mark Biscone has zero concern for the residents on Seaview Terrace. Ditto with businesses, community organizations, City Hall, City organizations, community and state.


Below zoning map in yellow is from the City Website shows the boundaries of the prior R2 zone. The public hearings during the summer of 2014 by Belfast City Planner and Planning told the R2 zone(residential and office?) residents would merge into the R1 zone (residential- no offices/healthcare). Belfast City Council voted zoning through via holding up a huge binder. Voting the binder through, the public is not informed of the final zoning and ordinance changes. More unknown changes to ordinance continue to be voted through. Since Fall 2014, I have requested the City Website to be officially updated with the official zoning for the prior r2 zone. You refuse to do so. You refuse to state the correct zone for 13 properties that were in the prior R2 zone and since the vote have gone up for sale. I tracked those listings and the zoning was corrupt. Ranging from R2, RES, 12, , See Town, R1... Three listings went up on Seaview Terrace, each with different codes- "Hlthcr", "R2" and "R1".  You state below in 2/2015 that Seaview Terrace is R1 and that you will update the official zoning maps for Seaview Terrace on the prior R2 on the website.


To date, you have not updated the City website with the official zoning for the old R2 as R1. Today, I copied the active listings in the prior R2 below. The zones are not consistent. They should all read R1. Belfast City Hall cannot take portions from a zone and put them into a different zone unless those residents have agreed to go into a different zone. Seaview Terrace never agreed to go into a different zone, we are R1. These other listings must reflect R1 as well. Please state next to each of these 13 prior R2 zone properties, that correct zone (should be R1- no R3's) as of today 2/3/2016 and the date the official zoning map for R1, R2 and R3 will appear on the City website. Selling undisclosed City manipulations is exactly what you did to me. A survivor. with all the money and hope we had left to begin again in safety and privacy. I did everything correct. My number one concern was water. NO WATER issues period. I drove up to see the properties in 12/2009. I refused all with streams, water, and cracks in foundation. I hired a property inspector recommended by my real estate agent, Jan Andrews. Sam Mitchell oversaw the inspection in April 2010 by DJ Brown. The inspection was corrupt as I was in NJ slashing my home by 70k to get to safety. I closed and moved within the same week- 6/2010. April 2011, wild rapids tore through my yard for 2 weeks. Taking 1/4 of my back yard with it. Belfast City Hall has been threatening my life since. With the support of businesses, government and community. A witch hunt. The trickle down to my scholar son by hurting his education,(http://boycottbelfast.blogspot.com/p/blog-page_11.html )social life, orthodontic mis-treatment(www.drzanca.blogspot.com ) , and robbing us of the Questbridge College Applications with possible full tuition is absolute horror after all he has endured.



I have gone down every rabbit hole that you have shoved me into and documented all the corruption as I crawled my way out. I have proven that what is proposed to the public is not what is voted through. Public documents are with held by stating I must come in to view false documents or am given volumes of files and told the  document I am requesting is in there, somewhere, if I am smart enough to know what I am looking at. Trying to force me to hire an attorney to request these public documents for me. City Council has called me in as a threat to the Chief of Police, Mike McFadden. Chief McFadden, Officer Ward and Video Director Ned Lightner have approached me several times to state their allegiance to City Hall officials and that I should back off.  Officer Ward and Chief McFadden came to my house on a tip that I was unstable. I invited them in. The Chief couldn't rattle me, then he resorted to telling me as a parent, he would consider his children first. Just what Officer Ward said to me when he followed me out after a meeting. Heartbreaking when all I am trying to do is protect my children and live safely and privately in our home that is under City assault.


I am threatened/discriminated against by public works with snow and cruelty. I am threatened/discriminated against at open to the public. City Council takes the 5th, and some spew back venom and lies. September 2015 was the last City Council meeting that I spoke at. I told of many of the abuses and intimidation tactics bestowed on me for trying to save my home. Not a concern from the Wall. Smoking heads.



After that, I received 2 anonymous sexually threatening letters. Previously, another neighbor, Mark Kelley received one too in Spring/Summer 2014 after he spoke at a City Council meeting for the proposed zoning. City Council Hurley accused Mark of "having his hair on fire". Mark brought the intimidating letter to me to read. It had to be City Council Mike Hurley. He stated he did not want to be known because "Laurie Allen would cherry pick my words." Mark brought that letter to the Our Town Belfast Fundraising Gala at the boathouse and showed it to Chief McFadden. Mark said the Chief laughed at it.



I had received an anonymous one too in 2014- telling me to run for City Council. I had brought it to Chief McFadden to open because it was suspicious. He was not in the office. Officer Ward said he would open it. I told him no thank you. I wanted the Chief to handle it. Ward said he would have the Chief contact me. The Chief never did. That letter is on my blog and the handwriting is very close to the recent threatening letters.



After that, Chief McFadden became difficult with giving me the status of an incident report where a truck slammed into the back of me. I don't trust the Chief anymore. Especially after finding out by chance that his brother in law, Tom is the TWC tech that has accessed my home and computer MANY times. Each time I would go off about City Hall corruption and Tom never revealed his connections to the Chief. My son and I are clean and true. No drugs, no alcohol, no porn,  no illegal internet searches of any kind. Always law abiding and honest.



I gave the recent threatening sexual letters to Sheriff Trafton. I stopped going to City Council meetings for fear my old SUV would be vandalized by the Wall and the clear tactics to take me into custody. I asked Sheriff Trafton to profile the threats but he said he didn't have the funds. There wasn't much he could do. I knew that. I gave him a short list of those that want to hurt me. It was upsetting to list so many and I missed many. I rarely leave the house now. I have to stay safe till my son gets away.


Judge Patricia Worth has robbed me of 7k with corrupt decisions where my ex stole 6k from me and J&B Autobody did a faulty repair and bullied me. Those are documented on my blog. My income is 18k. She knows it, all the thugs rob me. Freeing me from wanting anything materialistic except children, animals, music, shelter and peanut butter/raspberry jelly sandwiches with a cold glass of milk. Mmmm good.



My property is NOT a natural outlet and everyone knows the illegal slaughter to it. Adding to it everyday. Real estate agents continue to list corruption. Ruining life after life. These recent listings make me sick thinking of a family buying a home and not knowing a methadone clinic could become their next door neighbor. Selling manipulation and counting on turnover. Sell hell to another. The Realtor Commission supports the corruption. I'll continue to protest, saving any life/family I can.

City Planner Wayne Marshall bypassed the flow from that enormous site and illegally sends it to the water shed residents from School St and down. Using the 2 million Miller Street sewer improvements for the CASS runoff for the downtown side of town. DEP and all players of that huge wetland site, equal in crime to flood private properties in targeted area's for healthcare expansion.  I knew the sites were to remove plowed snow because I was there when Mike Hogan said it for the Annex. This is what has wiped out the watershed residents in spring melts. I was told 2009 was a river wiping out many. I witnessed 2011 wiping me out. Chief McFadden had just come on board and he was able to see the CASS snow zoning conditions and emailed me this. Slocum threw the Chief under the bus and stated the school is following the school's maintenance plan for snow- stock pile and melt to residents private property. Every site for miles draining through and into Seaview Terrace. My property is the last private property to take it all. All the others sell hell to another. High turnover on Seaview Terror.

I did some research, first the Zoning Conditions of Approval document indicates that the CASS school is responsible for snow removal. Any potential violations of this document would be a zoning issue handled by the board or by the code enforcement office. We as Police would have no authority over this issue unless a state law or local ordinance was violated. There are no state laws or ordinances enforceable by the Police Department which would prohibit the school from removing snow from the parking lots or events/sporting fields in the manner in which they are currently doing it.

I want the businesses to know that I contacted every piece of Maine government to get accountability for this slaughter to private properties and real estate corruption. My blogs began as www.belfastbullies.blogspot.com. I stood in the center of town and stated that businesses must support residents as we support them and hold City Hall accountable for corruption. Instead, Belfast Chamber of Commerce and businesses slapped my in the face and awarded my abuser, City Manager Joe Slocum Citizen of the Year for 2013. That is when businesses forced me into boycott mode. Since then, real estate agent Michelle Ridley and Healthcare President Mark Biscone have been awarded Citizen of the Year. I imagine this year will be JB Turner. He been right next to me since 2011, allowing City Hall to beat the hell out of me.


After relentless pleas for mitigation plans to DEP, EMA Waldo County Dale Rowley and FEMA Sue Baker to save the flood plain, flood zone of Seaview Terrace, they have tossed responsibility to home rule. Belfast City Hall. City Council Mike Hurley then demanded that an ordinance be passed to give City Council authority to decided who gets saved and who doesn't. Hurley and the Worth's appear to have been trying to destroy Seaview Terrace for a long time. At least since Mom Mayor Worth in the 80's.

Seaview Terrace is R-1. I do not know how to be any clearer to you than this. If maps on line are not current I will look into when I can  and if you are correct then we will get to that when we can.
 I have tried to help you in the past but I will no longer be sending information to third parties at your request.
I will be reviewing your request further, including securing a copy of the map that has been sent to you 3 times. You will get a further response form me withing 10 days. That will be before or on February 24th.

You refuse to list the zoning for 13 properties in the prior R2 zone, voted through in secrecy by City Council in 2014 with secret amendments continuing. Clearly, you are amending more corruption cover up of the prior R2 zone. 


To document the corruption, please advise what are the "potential amendments" specific to the prior R2 in this un-televised 3/2/2016 work shop meeting. I fear for my safety after many threats and intimidation tactics by officials and players of Belfast City Hall. The two sexually threatening anonymous letters with City implications after my last City Council open to the public speaking in 9/2015 are life threatening. Sheriff Trafton has those letters and cannot help me. Chief McFadden refused to respond to the first anonymous letter I received where I brought it to the station for the Chief to open. Officer Ward said he would have Chief McFadden contact me. The Chief never did. Then a truck slammed into my SUV and requests to the Chief for the simple incident report were met with difficulty and instilling true fear that my family is in constant danger. For these reasons, it is not safe for me to attend  work sessions, City Council meetings or invitations for private viewings of public documents/information.
