At 2:10:28 they take a break but you can see them. They are clearly talking about me. I had to track the water myself and map it after 8 months of being denied any piece of public information through rhetoric and extortion to pay for research for information that will never be provided. Viola- City Manager Joe Slocum appear with maps that he told me did not exist. You can see him tracing the flow- the culverts carrying the water under Rte 1 into Seaview- up, down, sweeping his hands like an avalanche. It's incredible corruption. Then after the break is over- Heil Hurley knows he is being recorded and states "Answer her. Are we going to build her a storm sewer or not?"
Then at 2:25:55-2:29:20 he takes his rant to the public. As if I didn't just try for 8 months, begging for information, begging the to come see the destruction, telling them of with holding and bullying... And at this meeting, I had yet to uncover the full scale of slaughter to residents and corruption. It has taken me almost 5, exhausting years and loss of community and safety. I stand regardless.

subject early on when we stated getting copied here on everything, with
a pretty open mind about it, well, is there a problem here? What’s the

The paving was not announced as always done to advise residents of road construction and to move vehicles. Then Councilor Sanders shows cowardly concern- dancing around the fact that they are flood slaughtering Seaview Terrace and will continue to do so until. The resolution I am seeking is to get all the forced City water slaughter out of Seaview Terrace. Then Mayor Ash states I am a liar. That I knowingly missed the meeting on the paving that I have been working for 4 years to get paved in compliance with law- title 17 and 38 plus others. Ash mentions I was at the meeting where the City Manager "mentioned" a paving meeting with Seaview Terrace residents. Yes I was. I came home that night, and fired off and email to all of them asking when that meeting was. I called my neighbor whose yard is flooded from road runoff and no drainage. He didn't know about the meeting either. City Hall never responded- they had the meeting that next night without us. The residents most affected by the illegal paving. This 5 minute link below is me speaking in 4/15/2014 meeting to the recent announcement that Seaview Terrace will be paved this 2014 spring or early summer. I focus on the paving now- to get road side drainage. Above is 5 months after this meeting. Mind you in 8/2011 City Manager Slocum told me that Seaview Terrace was a mess and needed paving. But no money available. It was then I started researching for funding- and found it in TIF's and mitigation planning. Ignored and an engineer hired to be the gopher. Maps given to the engineer depicted the "stream" as not running through my private property. The cheapest option was to repave as is and replaced the culverts to ensure the runoff above comes all to me. I bring the map I tracked to show the miles and miles of outside Seaview Terrace forced to me. For 4 years, I've presented this map. After I am done in this link- communications by the Council are stupid. Slocum stating the City Attorney has relinquished City responsibility to the slaughter and Heil Hurley thanking me for mentioning his friends name- the 1987 City engineer Neil Finlayson. And prior to the meeting above, at the 4/1/2014 I am asking for an accounting of spending because property taxes are not going to resident infrastructure. City Manager Slocum replies with extortion of more fees for an accounting that will never be produced. Just billing me to death. This clip is prime- see that mess on the floor- maps, files... This is what the do- hear me ask if Slocum brought the 7 zoning conditions (for site snow removal- on top of the water- the City looks away as all these sites pile snow all winter when "plowable" snow it to be removed off site. It will all melt to me- which is what caused this ravine in spring melt of 2011- rapids tore through my yard. No stream disclosed- no water issues period the real estate agent promised. Bolderdash. Slocum doesn't answer me. He waits till I am gone that tells the public these are documents I have requested, that he has gotten for me again and again, and he is putting them away. I have 4 years of requests for the same documents that are flooding Seaview Terrace. In response is boatloads of rhetoric or feigned confusion as to what I want.
Slocscum tells some may not exist, and always wants money up front for his fictitious search that will yield- "I personally searched for this document for 80 hours and could not find it. Please submit one thousand dollars for my time on top of the 100k salary you pay me. I hope I have been helpful" City Planner Wayne Marshall is his twin. I wanted ALL drainage documents/communications and final approved site plan for the corrupt, enormous wetland site where they built the Captain Albert Stevens School in 2007 (floors are cracking- I think we still owe 9 million on that disaster). I am told they are ready and instead of documents, I am given 5? 6? busting files to look for the documents myself. At the tiny counter- with intense supervision- in the Planning Office. 4 hours later- examing every document- there were not any drainage documents or final approved site plans. I ask Wayne where are the drainage- he said there are none. I had found one 10 page document with one sentence that said the runoff from the site was to go to the 2 million dollar sewer improvements on Miller St., to downtown and out to the bay.
I asked for a copy of that document and was told I had to come back for it tomorrow. I did and received only 9 pages. The page with that sentence was "missing". Wayne was not in the office- I asked Marie (admin. assistant) for the original document. She could not find it. I asked to see the files again, and found at least 100 drainage documents- Army Corp of Engineers, DEP, Engineers, abutter concerns, Planning Board meetings, on and on- I broke down. Fearing that Wayne would come in any second, I grabbed the Conditions/Findings of Fact and begged Marie for a copy. She could not refuse me as tears were streaming down. The conditions were corrupted- of course. City Hall took the 5th with DEP and the Attorney General's office. I never got the plans.
I post the link to this meeting- I come back blazing to speak at the 2nd open to the public. Then Hurley tries to be my buddy- wants me to find peace. I tell him to be honest- he says he is. Hurley's stage- total side show.

Of course they don't agree- you hear Sloscum state he won't spend the money to put in the drainage with paving of $220k. Since 2011 he knew this had to be done- and did not plan for it. In fact, as he states here- they took money away from roads. Listen to all of them saying they just drove down Seaview Terrace within the last weeks. I have been begging City Council to come see the slaughter since 4/2011. Heil Hurley states they have looked at depth into this. Boulderdash. Looked at depth to lie and deny. To stop the slaughter they are forcing into Seaview Terrace will cost millions. Too much for undesirables. They will be gone soon. But not soon enough.
My only requests have been for documents and maps for the forced water slaughter coming to Seaview Terrace. Requests are not fulfilled because it proves the illegal water slaughter. They will tell me they have the requested documents but they are not there. They overload me with files- tell me to find it myself0 and after hours and hours, the final plans and zoning documents are not in there. They say they are- I was too stupid to know what I was looking for. You hear me ask City Council Roger Lee to tell me how many times I have asked Council to come with me and validate that City Manager Slocum or City Planner Marshall are giving me the requested document. Roger states he does not validate!!! They all take the 5th. They are big on stating there are maps with a stream. No shit sherlock- but that stream was never in the vicinity of Seaview Terrace. The 1939 map I reference proves it. Marshall gets up in the 2nd communications about a 1909 quad map- no doubt that is a stream in the trees- somewhere but not in the Future Seaview Terrace. Then 1965, Wendell McCleod- Developer bought the future Seaview Terrace and filled in the ditch- it would be under my house. draining into my property. It was approved to drain into stream 2 lots

green drain pipe which hasn't any relevance. Emails for investiagation
ignored. I state where my council called me in as a threat to the Chief

Diane Allmyer Beck made sure to stand at the point of annex runoff
entering into stream, behind 5 and 11 Seaview Terrace (any runoff is
illegal because I have proved it is not a natural outlet but is a
manmade drainage ditch. 8 months later, construction is complete and it
is draining to my property and no one will speak or investigate. I am
advised to give $250 to file an appeal with the Zoning Board of Appeals
from City Planner Wayne Marshall.

Diane Allmyer Beck made sure to stand at the point of annex runoff entering into stream, behind 5 and 11 Seaview Terrace (any runoff is illegal because I have proved it is not a natural outlet but is a manmade drainage ditch. 8 months later, construction is complete and it is draining to my property and no one will speak or investigate. I am advised to give $250 to file an appeal with the Zoning Board of Appeals from City Planner Wayne Marshall.
Over the summer, I go to a few more meetings, asking to Stop Flooding Seaview and to include storm water sewers to save Seaview in the budget meetings. Brownville, Maine is catastrophic after a 6 inch rain, no Federal Funding, town must pay with tax dollars. Every inch of rain is 1 foot of water to the private property of Seaview Terrace, 6 inches=6 feet of pounding, rapid-like water tearing through Seaview Terrace. Death of people and pets are true threats.

state removing of ALL stormwater documents from the CASS (Capt Albert
Stevens School) files. Wayne Marshall, City Planner, thought I was done
with them. He didn't count on me coming back the next day when he and
his posse were not in the office. Admin. Asst. Marie Stalworth gave me
the files and volumes of storm water documents were in there. Mike
Morse-DEP, WBRC ENG. Reports, Paul LaTrelle- SAD34, Army Corp, Abutters
letters- Mr. Sanderson's -where I specifically asked Wayne the day
before to see these commumications, too many to list. This site was a
swamp- imagine the documents, plans, etc for drainage, runoff to come to
the watershed residents. School went up and I have proved corruption of
site condition compliance by the City and DEP-Commissioner Aho closes
case- and Belfast takes the 5th. I state requests at least 12 times for
Final Approved Site Plans of the sites that are contributing to the
destruction of Seaview Terrace via this fictional "stream".

They have turned this into a personal ego issue (see Eric Sanders bristling and Mayor Ash timing me to the second) to deflect from the true danger forced on Seaview Terrace. A TIF District agenda brought me to this meeting to stop them from stealing funds for downtown projects. An informant had advised that City Storm Sewer near the bypass on Northport Ave has been broken for many, many years, adding to the flooding of residents. Please, please, fix it, save our homes and lives.

The Rationale: Belfast-based window manufacturer Mathews Brothers wanted to expand [relocate?] on Perkins Road where there was no city water or sewer. The city created the TIF on the calculation that the increased value would be enough to make annual payments on a 20-year bond to extend to pay for the work, while extending the utilities to an area that includes residences.
The Wild Card: The new Coastal Farms Food Processing Facility, which opened in August falls within the Northport Avenue TIF district, which was established specificallly for the sewer expansion, which is covered by taxes on the Mathews Bros. property. Whatever money is added to the TIF fund by Coastal Farms would be extra, Marshall said, but coud be diverted to a different TIF district, like the Downtown Waterfront district. Marshall, the property is not expected to be assessed until April, so the amount of TIF revenue is unknown.

TIF District by including WCGH and recent improvements. I ask Joe
Slocum for the 12th time for his written inspection that the 8 Final
Approved Site Plans are true and ready for viewing. I ask him to
implement the stormwater analysis where the City secured 5k from SAD34
in 2005 for impact to watershed residents from the Captain Albert
Stevens School. Note that the Robertson School was planned for
demolition in staging plans and was not. Wayne Marshall holds the final
approved plans for the CASS and will not provide them to me. No
discussions on my requests even as they go into detail of the TIF. In
fact, my Council, Marina Delune is pushing to take Northport Ave TIF
funding and give it to downtown projects! How does this woman sleep?

updated 11/13/12 - fastforward meeting
40 minutes, Todd Rosenberg, Code Enforcement Officer at podium. Pushing
for consent. 358 High St, in foreclosure and must meet zoning violation
(Todd working 18 months to clear). Realtor, Michael Cunning pushing for
closing within weeks. Abutting neighbor, Dr. Morrow at 360 High St., was
finally given plans to correct zoning violation just 5 days ago that
have been underway for 18 months. Where 2 paths of stormwater converge
from both properties is where seller is putting a driveway that will
flood Dr. Morrow's property and parking for her patients. Todd coldly
states that approval is not required for the driveway. Total dismissal
for cause and effect to flooding a neighbor with stormwater that is
illegal. Corrupt tactics to pressure Council approval to meet closing
date just weeks away. Todd supporting immediate closing because it would
be of inconvenience to delay. Note in the background, the defiant
stance of City Planner-Wayne Marshall, Realtor-Michael Cunning, Seller
attorney from Portland, in a huddle, smirking, cementing their alliance
against Dr. Morrow. If Dr. Morrow did not scramble to get Camden
attorney, Paul Gibbons and Engineer- Bill Lane to get this matter
immediately on an agenda, the driveway would be put down immediately
with the alliance Wall of Marshall and his posse assuming the stance,
legs parted, arms crossed, smirking in confidence at crushing another
resident from absolute decades of incompetent Planning where they just
keep passing the torch. Never to correct just keep adding to it. Each
year, devastating more residents and the cost to correct would ruin
there reckless spending on their monopoly game "visions". See below for

At the 11/8/12 City Hall
meeting, Dr. Morrow of High St. had to hire an attorney and engineer to
try and stop storm water flooding. Code Officer Todd Rosenberg is
clearly callous towards Dr. Morrow's concerns. Council is visibly on
alarm due to my 2 year battle for storm water relief against corrupt
Planning. Here again, is a realtor, Michael Cunning pressing for the
sale, admitting the difficulty to move this property because of PLANNING
mistakes from 7 years ago. Realtors should unite and fight Planning,
not residents.Wayne Marshall has been City Planner since approx. 1999.
Resident Stormwater Nightmare especially for the low income, needing
every dollar for her family, forced to shell out thousands and being
beat daily by officials with her tax dollars.. The seller, Ms. Kennedy
has brought a Portland Attorney to the meeting. Council Roger Lee
telling Dr. Morrow's attorney that he has 8 days to get a report to
convince him of flooding otherwise he will side with Todd and Planning.
That's the scam, to appeal after a decision is a calculated ploy to
spiritually and financially break you.Mike Hurley playing both sides of
the fence, confirming the flooding. I was baited with hope when Mike
said it is City Council's problem to fix the stormwater devastating
Seaview Terrace. But then, he hopped the fence, slandered me and has
sent my life into a tail spin of horror. They cannot be trusted as
evidenced by Attorney's hired for Planning's unethical and scummy
tactics. Todd Rosenberg, Code Enforcement Officer has been working to
unload the Kennedy property for 16 months?? of tax payer dollars because of Planning error 7 years ago?? Claiming
to be experts in storm water flow and destruction. Experts at
manipulating code/ordinance to flood residents and use our tax dollars
for economic development and the "chosen". Wayne Marshall admits that at
everyone of his projects, residents come out in force against his
calculating path of destructive storm water flow to residents. And Wayne
laughs about it, members of the planning board make jokes about it, Joe
Slocum fully aware that public documents and information are hidden,
with held, he even tells they do not exist. However when uncovered,
time and time again, he says his system is a mess. He says it is a
serious offense to corrupt these documents and that's it. Council does
not investigate but instead gives him praise, raise and extends his
contract. Then Slocum further avoids resident sewer infrastrure
responsibility by blaming it on hills and that's just the way it is,
just like his refusal of providing public documents, lying to me through
smokescreen words of opinions and beliefs. As if the storm water forced
to us is of great mystery and force of nature. Please, insulting
intelligence at the lowest level. Seaview Terrace is close to flat and
Planning has taken the flow from miles around and forced it to us.
Hurley defending Slocum and Marshall as pinata's against me. Hurley
proclaims the truth I have painfully tracked for 8 months against the
Wall of City Hall, is insulting and therefore will continue to slaughter
Seaview Terrace. Victims of City Corruption are not allowed to demand
justice and accountability. They force you to hire an attorney against
the City and engage in an unending waste of tax dollars in their scheme
that you will be financially devastated and buried with legal loophole
tactics and foot dragging.
