Approval contingent on hospital receiving state permits
Belfast — Planning Board members approved plans by Waldo County General Hospital to construct a new office building on the condition necessary state permits are received.
The focus of the Oct. 28 meeting was addressing a few outstanding issues raised during a prior review of the construction plan.
Mike Hogan of The Maine Group Architects, speaking on behalf of the hospital, said two improvements shown in the plan will need approval from city councilors, but he wanted Planning Board members to review and sign off on them first.
One of the improvements would involve installing a flashing beacon near a pedestrian crosswalk. That beacon, according to Assistant City Planner Sadie Lloyd, would be similar to the one at the intersection of Route 1 and Route 141.
Additionally, a semi-dead maple tree that interferes with the location for an entrance driveway to the site needs to be removed. Three hawthorn trees will be planted in its place, Hogan said. Council approval is needed before the tree can be removed, he said.
Hogan said Maine Department of Environmental Protection is reviewing the project and the hospital hopes permits will be issued in the near future.
No comments were offered during a brief public hearing.
Lloyd addressed flood plain, wetlands and stormwater management, which required additional review. Lloyd said a portion of a ditch at the rear of the property is located with new flood plain maps and the hospital is looking at filling it in. Alternative water storage and drainage areas will be provided on the property, she said.
The hospital received permission to fill in the ditch after working with the city's code enforcement officer, Lloyd said.
Because some wetlands on the property will be disturbed as a result of the project, an application was submitted to DEP Sept. 28 for a National Resources Protection Act permit and Site Location of Development Act permit, Lloyd said. Planning Board members can OK the project with the condition that DEP approves it as well, she said.
As long as the stormwater improvements are installed as shown on the plan, Lloyd said the city engineer does not have any concerns. However, Lloyd said the city engineer asked, in the event any changes are made to the stormwater management plan, it be resubmitted for review to ensure it still meets city standards.
The new 20,000-square-foot office will be located across Northport Avenue from the hospital, on a lot previously occupied by a motel used as a training center and for temporary overnight accommodations for doctors. The building will be 38 feet in height, which takes into account equipment, such as air exchange systems, that will be located on the roof of the structure.
Planning Board members voted unanimously to approve the site plan and use permit for the project. They also approved a second motion supporting the installation of a flashing beacon and removal of the maple tree.

"Heard a little bit" is the unwritten law. My street, Seaview Terrace is across the street from the hospital- the old motel is directly behind my house- less that 500 ft away. In spring 2011, my first spring here and sold a home after refusing all homes with streams or any water issues, the real estate agents repeatedly confirmed that there were no water issues and definitely no stream. Double confirmed by the property inspector that my agent recommended- DJ Brown Property Inspectors who did the inspection the previous spring, 4/2010 while I was in NJ. No stream or unstabilized banks, nothing. Wild rapids tore through my yard for almost 2 weeks, welcome to Belfast City Hall hell with agents selling hell, mums the word, enjoying the turnover.
Right after that in 5/2011 I get notification that this Mike Hogan is building an Annex building. Statute states that new site construction is to drain runoff on premises. I went to the site meeting, Hogan stating and showing runoff will drain onto Annex property. Lie- it drains to me and all doors slam shut and continue doing so.Merging in with all the miles and miles of highway, road, other neighborhoods, at least 15 business sites- The CASS (school) is an enormous site. All illegally stock piling snow with a City wink and nod to melt to Seaview Terrace.
During this site meeting for the Annex, Mike Hogan stated that all "Plow-able" snow would be removed offsite as the zoning conditions dictate. No they don't. None of them do and now I'm sure to get more from this new addition and not mentioned in this article is expansion of the site for a parking lot and "circulation". Hogan runs from me, they all do after I get up again from their kicking and uncover more corruption, all aimed at the undesirables. Through the Comprehensive Plan that City Council voted in new ordinance's and zoning on 10/7/2014 but has yet to be made public. All the "little bit" that hides the small print that will wipe out the undesirables to make room for the 1% visions.
City Hall tried to illegally put Seaview Terrace into a new zone- Healthcare and Housing known as RIII or R3. We were Residential 2. Under the new zoning, old R2 would become R1. For Seaview Terrace to go into a new zone- residents would have to agree. They tried to pass it through without resident approval but I notified neighbors and the City claimed to reverse in 6/2014 and changed us to PROPOSED R1. A recent listing, now sold on Seaview Terrace showed zoning as Healthcare. MidCoast President of Realtor Council, Michelle Ridley, refuses to confirm Seaview Terrace zoning. City Manager Joe Slocum avoids requests for public records of the final zoning maps and ordinances voted in on 10/7/2014 by City Council to be updated the City Website. Hogan is moving a portion of this old motel, a modular unit, to another hospital owned property and that has the new zoning of RIII. Previously, that site was R2. Here is the link that the City Planner lists as "existing" zoning showing Seaview Terrace in healthcare. Yet, City Manager Joe Slocum nastily tells me are R1 but is not reliable. He makes many "mistakes" at resident's expense. And will charge you the shirt off your back for freedom of information basic public documents to avoid giving them.
I have not been able to get anything true in 5 years. Final approved site plans, zoning conditions and City storm drainage maps- simple requests right? Unless they prove their corruption. Lock up the documents in Planning. The City Planner, Wayne Marshall stopped recording the final plans in the Waldo County Deeded Registry when he came on in 1999? Their corruption has made me the most hated woman of the Belfast 1% and players. Fine with me. Gets a bit dangerous though with the intimidation tactics.
50 years of forcing runoff and melt-off to tiny dead end, 12 family homes on the flood plain, flood zone of Seaview Terrace that is not a natural outlet, no rights of ways, no easements, absolute slaughter by water. This spring melt could be the one, just in time for another healtcare site- right Mike Hogan? And a retired key City Hall official told me he was shocked at the plans. He said we haven't seen anything yet- that was in 2011. It is happening. Very similar to Chicago and Mayor 1%. Denying services to the 99%, all for the downtown 1%.

Why don't you ask the city to put in a culvert for you? When I bought my home in Belfast about ten years ago, I had a small seasonal stream going thru my yard and the city came and took care of it for me.

As Neil stated below "gives the town incentive to agree". It is a choreographed plan hatching for the past 15? years. Hogan stated 2 years ago with the first addition to the Annex that the old motel would be demolished. Delay in demolition must be to get the approvals on the new addition first. Close the appeal process before any construction even begins. Then corrupt the construction and lock up the approved plans from the public. That is the town's incentive. Ethical businesses refuse to flock with corruption.

It's smart to demolish the building first which reduces the tax payment to the town and gives the town incentive to agree to the new building which adds tax dollars.

 I noticed when you Google Map that address it doesn't give a very good location but that's the address for the building's current location, according to Mike Hogan, as stated at the planning board meeting Feb. 11.

A pity.  Tonight at the Belfast Planning Board meeting, Mike Hogan came to announce future plans for demolition for the "Rat Trap" nothing concrete- he just came to the meeting to let the public know. They never do that- it's not required and Hogan is not transparent. It didn't have anything to do with all I posted below- must have been a bit shocking to see the pictures I took and perhaps I bruised Margot's ego.  At tonight's meeting, they go into discussion about the "Modular Unit" that is getting moved and where it is. Too late children, the discussion should have been at the meeting where you all approved it with out discussion. Fake people. So many fake people around town. Mostly out-of-staters and sadly they implicate some Mainers. The Mainers that they need for their greed.

Appeals close 30  days after approved and construction may not begin for months, even a year. City Hall and business, same monopoly game. Residents go directly to jail. Below is the recent article in the local paper. Pictured is the Waldo County General Hospital. Across the street is their Annex buildings. My street, Seaview Terrace is behind the Annex buildings. My home can be seen, it is the 3rd house up. This picture must have been photoshopped. Where is the slaughter stream cutting through my property?? My fence? The addition to the Annex ( newer long building running parallel to Seaview Terrace was built after I moved in and documented below. The site meeting for the new addition proposed by Mike Hogan in 5/2011 was because of my concerns of drainage. My property had just turned into wild rapids and ripped this ravine in 3/2011. That meeting was eye popping corrupt. The approved drainage is not what they ever intended to do. But that's how it is done to crush residents. On paper, all in compliance. Months later the construction begins after appeals are closed. It is not being built according to approvals.

The City Planner locks up the original final approved plans and documents in his office and all doors slam shut. Including Mike Hogan, the hospital planner (which is a temporary position. After the corrupt project is completed- all hospital accountability leaves with that temporary worker. For the Annex it was Gary Haslam. He was gone before the ink was dry.)

I am only an ant in this mountain of corruption. Look at all I have uncovered with just MY private property with every door slamming shut in my face and constant intense intimidation tactics. It will unfold at warp speed as this new zone, Healthcare and Housing and all the other enormous changes and projects bury residents. Real time with 149 Northport Avenue- this ratty old motel was to be demolished and Mike Hogan stated that at the 5/2011 site meeting on this lot. I was there. NOW THEY ARE CLAIMING THIS RAT TRAP IS A MODULAR UNIT TO BE MOVED?!?!? It's a scam to avoid costs and regulation for demolition and get a new building into 163 Northport Ave and avoid more regulations. And this is just the beginning. Mike Hogan is a bagger. During the site visit for the Annex, planning member Diane Beck walked to the exit spot where the run off was to drain into the false stream. Hogan was steering me away from seeing the path where it would illegally drain to me. I knew he was up to something but didn't pick up on that area. Then Diane asked him what would be done with plowable snow. Hogan said it would be removed off site off course. Even in this recent meeting, they talk a bit about snow and Hogan says the hospital has the equipment, front loader too (he cut himself off, knowing they don't use the front loader to remove the sky high piles that will melt to me. I just saw them using it to pile the snow even higher- it's probably over 50 ft. in that area draining to me.) I watch the murder to my property every day, 5 years and counting.

The first snow season of the new Annex, I saw them piling the snow. I kept asking for the zoning conditions and have never gotten them. Hogan gave me his a tainted document. Missing letter J- which is where it states to remove plowed snow. He denied it, I told him to wait while I got it and he drove away. Bagger. Code Officer Tod Rosenburg manipulated the code in an email to find the site in compliance of zoning and Council commended Tod for his "logical" response. It is stupid cover up rhetoric.

Chief McFadden pulled the Captain Albert Stevens School zoning conditions and much to his surprise, saw that plowed snow was to be removed off site. I cannot get a copy of that and City Manager Joe Slocum threw the Chief under the bus. Sloscum emailed me stupid cover up rhetoric. Stating the school is in compliance by following the SCHOOL'S MAINTENANCE PLAN. And that enormous ENTIRE site- upper and lower section including Sweetser School and fields all illegally melts/runs off to the watershed residents. How did they do that? Trickery. Built all the drainage according to the original plan which included the demolition of the Sweetser School (the Robertson) knowing they were never going to demolish it. But that demolition was essential to drainage. It would become a ground absorbing field. Way into construction- I think the CASS may have even been built- they decide not to demolish Sweetser. And no final approved site plans can be had to account for the change in drainage.

The only drainage to come to watershed residents was to be from the parking lot of Sweetser AFTER a study of impact to the watershed residents was done and approved. And an engineers inspection of the entire drainage. This is stated in the conditions. Slocum lies and says the study and report were never done. And Mandy Olver of Olver Engineering said she did both of those (she announced this at the workshop for Seaview Terrace paving) Slocum refuses to supply them. He says he already gave me my answer. Mandy won't give them to me either. Plus the huge holding tank where the upper CASS runoff goes into, is supposed to go to the 2 million dollar drainage down School St to Miller St. They bypassed that system, putting that outlet on higher and earlier terrain along side the access road. Then look down to behind Sweetser School fenced in section. The terrain slopes down to there- and viola- an illegal outlet that sends all the water to the watershed residents. On the other side of the annex road- for the other half of upper and lower CASS- that is approved to drain to Miller St too. But it doesn't- there terrain takes the water to several culverts that run under School St and to the watershed residents....

City Hall and City Council took the 5th. It took me over a year to get DEP to investigate. DEP Tom Gilbert falsely investigated, never reporting the illegal outfall and found them in compliance. The RJ/Village Soup article is illusive, not even picturing the rat trap, they did the same thing to me during the illegal paving. The article showed pictures that they knew had corrupt boundary lines, another photoshop no doubt (picture below my ravine) they never asked me for comment- I was at that meeting too. I didn't even know of these pictures until I caught them online. They weren't in the printed paper- where most of the 99% get information. Many do not have internet. It is endless, I don't even report all that I uncover because it is can kill me. I should have been dead already- stress kills. Belfast real estate agents and City Hall thought I was on my way out when I was moving in 6/2010. Corporate media even in the smallest sectors. Patsies for the 1% and 1% wannabe's. Ew.

This portion of the old rat trap motel was demolished to make room for the Annex addition. Hogan stated the remainder would be demolished when expansion was ready. Note in the meeting, Hogan CLAIMS he doesn't know if anything will be replacing the rat trap. BULLCHIP and they all know it. Choreographed corruption. Ew to the nine's. They make my skin crawl. How the community want to pretend they are honorable is true brainwashing. I get it, it's hard to accept that people you have relationships with are sticking it to you with a smile and denial.

This(above) is the illegal path to my property. Calculated and covered up. It was approved to go into stream (also illegal- it is to drain onsite) 50 ft east- behind David Smith's house into MidCoast Mental Health Property.
And here is where it was approved to drain into the stream behind Smith's house. But not. City Planner Wayne Marshall's explanation was to once again, explain something else. He chose to tell a tale about that green drain pipe barely visible. And from there on in, each time I tried to get this resolved I was told I was already told. Hire an attorney to explain it to me.

And the huge tree between our homes (#11 and #17), roots eroded and dangling taken 3 years ago from the merging.

Below is the photoshop- my fence was installed in 9/2010. The Annex addition shown is completed here and was done in 2012. No fence. The Rat Trap "Modular Unit" is to the left of the Annex enormous green roof. You can't see the illegal drainage path coming from Wight St. running behind the trap, around the corner and into my property. There is a 50 ft wall of snow and more piled on the edges and curbs to melt to me. It was approved to drain into MidCoast Mental health stream property behind David Smith's house (another minion and 1% wannabe, stabbing me at every chance). It doesn't drain there and all refuse to acknowledge.

And that path from Wight St to Seaview is only for the lower portion of Wight Street. Half way down Wight Street are double culverts that were installed in 2009 approx. at Planning Chair (now Secretary) Roger Pickerings house. This was City Manager Joe Slocum's resolution for Wight St. getting wiped out from the CASS drainage. Send it to Seaview Terrace via culverts to Mid Coast Mental Health and down to Seaview Terrace. Genocide. This is Belfast City Tax Assessor Bob Whiteley, He was shocked at the slaughter path. He did not know these culverts were put in. Yet, he did not reassess my taxes for forced massive slaughter.
 Bob couldn't believe the amount of water. This was from a rainfall a few days prior.  Previously we were dry for weeks. That's Roger's house in the back ground. I have many more pictures of the tour of slaughter taken with Bob and given to ALL City Council. No action, no concern, not a word. Drown us, GENOCIDE. This was in 11/2011.


 Through MidCoast. Down along Rte 1- note the culvert to send more into Seaview Terrace from under Rte 1 from the south side. They refuse to give any information. I tracked that side coming from the National Guard and down, to behind Pray's Home's and unknown back there. Consumers Fuel has a depot back there, does the Airport and business park send it to us too? The Montessori School is building by the National Guard... will we get that too? No limit to their slaughter.




And into the culvert at the top of Seaview Terrace by Becky's ranch. Bob tells me this section is owned by the hospital- see that concrete marker in above pictures.  Further down Rte 1 South is another culvert under Rte 1 that dumps into hospital property per Bob, behind the Huntress Apartments. 

That finds it way to Seaview Terrace and is channeled to me through the blue and white ranches and under Seaview (those fences are theirs- one on each property#22 and #26). These neighbors do not care, as long as the water keeps moving to me. One gave me the finger and the other previous owner made a deal with the City to maintain the ditch across the street (currently owned vacant lot with a garage on it by Karen Caswell) to keep the water draining to me. The new owner was given those instructions as well. He apparently received the illegal paving option letter and apparently voted to keep sending the water to me. I was kept out of that meeting. City Manager Joe Sloscum and Mayor Ash stated the residents in attendance voted to do that.)

Lets see if they care when we all go under.

Belfast — The Planning Board has approved Waldo County General Hospital's plan to move a modular office building to a new location on Northport Avenue.
The 2,481-square-foot building, which houses the hospital's information services, will be moved from 119 Northport Ave., its present location, to 163 Northport Ave. Mike Hogan of The Maine Group Architects said an entrance and storage/mechanical space would also be added to the building and it would be placed on a new foundation.
He said during the Feb. 11 Planning Board meeting the hospital has not yet hired a general contractor or mover for the project.
Hogan noted he made some minor revisions to the site plan following a discussion with the city's planning and codes office and Belfast Water District. He said the revisions reflect a change in the water service to the modular building once it is moved to 163 Northport Ave., as well as a change in the front setback from 25 feet to 40 feet.
Assistant Planner Sadie Lloyd said the project would not generate any air pollution, offensive odors or excessive noise. She said the project is also not expected to increase traffic to the site.
Lloyd said there is adequate parking for the seven employees who work in the modular building. She pointed out there is an existing medical office at 163 Northport Ave. and that with the addition of the modular building, Waldo County General Hospital would need to have 28 parking spaces available. As there are 29 parking spaces available on the property, no new parking or drive aisles are required.
In addition, the site would provide three handicap spaces which is one more space than required, Lloyd said.
The proposal meets requirements for landscaping around the parking lot. The landscaping plan indicates there would be seven understory and canopy trees planted and more than 25 shrubs.
Acting Planning Board chairman Roger Pickering asked if the 500-gallon fuel tank shown on the plans would be heating both the modular office and the medical office buildings. Hogan said that is the initial plan and if the hospital eventually were to install a larger tank, it would have to be moved to a new location.
Pickering also asked if a light shown on the plan on the south side of the building to illuminate a sidewalk would be adequate. Hogan said the light is a sharp cut-off LED light that would be more than adequate, and he said it is the same type of light currently being used in front of 163 Northport Ave.
The Planning Board voted to approve the project and, following the vote, Hogan said the hospital does not have any immediate plans to fill the space at 119 Northport Ave. occupied by the modular building once it is moved.
